The primary purpose of this amendment is to extend the RFQ response due date from Monday, July 13, 2026 at 1000 hours (JST) to Friday, July 31, 2026 at 1000 hours (JST). The amendment incorporates three DFARS provisions and clauses related to Chinese military companies: DFARS 252.240-7996 (Prohibition on Awards to Chinese Military Companies—Representation), DFARS 252.240-7995 (Prohibition on Contract Awards with Entities That Contract with Lobbyists for Chinese Military Companies—Representation), and DFARS 252.240-7007 (Prohibitions Relating to Chinese Military Companies). These provisions require offerors to represent that they are not Chinese military companies or entities subject to Chinese military company control, and prohibit contractors from acquiring covered products and services from identified Chinese military entities or awarding contracts to such entities. The clauses define Chinese military companies through multiple identification lists maintained by federal agencies including the Department of the Treasury, Department of Commerce, and Department of Defense. All other terms and conditions of the original solicitation remain unchanged.
