About this file
This document contains an amendment to a solicitation and additional information regarding a federal contract opportunity. The amendment provides details for a contract to repair roofing and paint exterior walls at a U.S. Naval Air Facility in Atsugi, Japan. The scope of work involves repairing an existing folded metal roof and concrete walls. This includes installing new waterproof sheet systems, repairing gutters and downspouts, and removing and repainting exterior surfaces. Material sampling and asbestos/lead removal are also required. Contractors must be licensed and authorized to operate in Japan, complying with all local laws and regulations. The amendment clarifies that base access passes require a minimum six month application process and expire at the end of the contract or after one year, requiring reinvestigation for longer contracts. Detailed pass information will be provided to awarded contractors.

AMENDMENT 02
The purpose of this amendment is to provide additional information for “Gate Pass Issue for New Contractors”.
(Ref RFP Amendment 1, Q8)
All other terms and conditions remain unchanged.
Additional Information/Gate Pass Issue for New Contractors: In general, base access is the responsibility of the contractor. Escort privilege base access requires a minimum of six months from the time of application submission and expires at the end of the contract term, or one year from pass issuance, whichever is earlier. Contracts with a period of performance greater than a year requires a reinvestigation to be initiated at or around the six month mark.
The contract period of performance is based on the contractor having escort privileges at the time of award. Detailed information and the application package for escort privilege base access will be given after contract award.
