2‐2.9 Foam and Foam‐ Water Systems

There was a government response allowing environmentally acceptable test liquids in lieu of an actual AFFF discharge. This would be accepted as long as the contractor can provide the Government with the satifactory evidence that shows the proportioning system meets the listed minimum flow rate. The surrogate test liquids are formulated to simulate the flow behavior (viscosity characteristics) and approximate conductivity or refractive index of the foam concentrate used in the system.

Attached is the DS & MSDS for the test foam. Please advise if the test foam solution can be treated as normal waste water into rainwater drainage after the testing is completed.

As stated in Spec Item 2.10.2 of 0200000, storm drains (or rainwater drains) are only for storm water run‐off such as rain, snow, ice, sleet, and hail. Other discharges are prohibited.

(DS & MSDS for the test foam submitted by an Offeror is provided as Enclosure (2))
