SOLICITATION NO. N4008420B5402
PROJECT TITLE/LOCATION: FIRE PROTECTION SYSTEMS MAINTENANCE, TESTING, REPAIR AND INSTALLATION SERVICES AT U.S. MCAS IWAKUNI, JAPAN
GOVERNMENT PRE‐BID INQUIRY FORM Amendment 0001 Enclosure (1)
Page Section Para.
1 13‐May‐20 Most of the existed Fire Protection Systems at MCAS Iwakuni are japanese products/equipment and not fully fulfilled the U.S standards, how we should comply with the requirement if we need to inspect the systems in accordance with the U.S standard that is not adequate to inspect those japanese products/equipment?
Additionally, is there any possibility to perform the test for the system in accordance with the appropriate procedures for japanese products/equipment.
The Contractor shall perform inspection, testing and maintenance (ITM) on the Fire Protection (FP) systems and equipment in accordance with UFC 3‐601‐02 where applicable.
As stated in Spec Item 3.2.1 of 1502000, if there is a system, component, or equipment that is not addressed in the UFC, ITM shall be performed in accordance with applicable Japanese laws, regulations and standards and with the OEM requirements.
2 13‐May‐20 If the requirements/contents of inspection are not practical due to the buildings' specification and related conditions, wouild it be possible for us to propose more practical measures to test the functionality for the system which is not specified in PWS?
(e.g., Foam Discharge test for Foam Sprinkler System; it is not practical to disharge the foam to entire the discharging area, therefore, would it be possible to select the area where to dischrge the foam and verify the functionality?)
The testing shall discharge water where required by UFC 3‐601‐02 or referenced NFPA publications.
Bear in mind that every discharge device is not subject to full flow discharge testing. Most of the case, the discharge test at the test connection, drain connection, or test ports can be acceptable as an alternative test method in applicable provisions of UFC and/NFPA publications.

0200000 2.7.1.2‐2.7.1.3
Since there are numerous work sites under this Contract, separated working groups are required to perform satisfactory inspections at various sites, therefore, would it be possible for SSHO and QM to be involved in executing the inpections while SSHO and QM supervise the site‐safety?
Key personnel shall not be on‐site workers.
Although there are numerous work sites on the Installation, according to EM 385‐ 1‐1 paragraph 01.A.17, the SSHO shall be present at the project site, "located so they have full mobility and reasonable access to all major work operations during the shift," which indicates they are required to be on the Installation but not necessarily at each work operation.

1502000 3.2.1
PWS‐150200‐Facility Investment‐3.2.1, "Fire Protection Systems" describes as "The Contractor shall maintain, inspect, and test fire protection systems in accordance with UFC 3‐601‐02.", however, how should we consider and implement Preventative Maintenances for fire protection systems that is not indicated on the Inventory list but exist in the UFC, such as Table 2‐23.
Emergency Lightning Systems, Table 2‐24. Egress Marking System, and Table 2‐
26. Backflow Prevention Devices, etc.
The Contractor is only required to perform PM on the systems/equipment identified in the inventory.
If there are tasks listed in UFC 3‐601‐2 for equipment that is not in the inventory, then that means those tasks are not applicable for this contract.
5 13‐May‐20 There are numerous numbers of Standpipes that connect to the Main water pipe on MCAS Iwakuni that Fire Dept uses in case of Fire but will it be added to this Contract? If so, how does it correspond to UFC and will the inventory information be provided?
The Contractor is only required to perform PM on the standpipes identified in the inventory.
If any other standpipes need to be added to this contract, they will be added by bilateral modification(s) in accordance with Spec Item 1.3 of 0100000 after contract award.

Engine fuel for fire pumps: as required” but the fuel for engine‐driven smoke exhaust system falls under the specification? (e.g., Mid‐rise residence #1209)
Yes. Spec Item 2.4.3 of 0200000 has been revised. Please refer to the replacement page of PWS provided per Enclosure (2).
7 13‐May‐20 Is there any possibility for us to acquire an accessibility for Flight‐line or access‐ restricted areas?(e.g., Possess CAC card and access to such areas from turnstile gates or vehicle gates.)
Please refer to Spec Item 2.8.5 and 2.8.6 of 0200000 for information on access to restricted areas.
8 13‐May‐20 Would it be possible to utilize tools and equipment which is designated as adequate to be used for the inspection in accordance with Japanese Fire Service Act and it is compatible to inspect for oversea’ system/equipment?Or, should we maintain and utilize the tools and equipment when we inspect, test and maintain overseas’ system/equipment, if required?

9 13‐May‐20 Would it be possible to obtain cooperation from applicable Department? (e.g., Such as Utility Dept as we inspect for proper functioning of Fire Pumps, it is required to be cooperated by Utilities Dept and related facilities when we perform UFC, Table 2‐16, Fire Pump‐2 years ITM task 6, “Test to verify availability and capability for pump motor.”, would it be possible the applicable Depts to cooperate for the task when needed?)
Government cooperation necessary for the Contractor to complete a task will be available. Advance notice and coordination with the appropriate personnel will be necessary.
10 13‐May‐20 Please advise us below questions regarding how should we respond to service‐ life/durable year and replacement period that recommended by the original manufacturers of existing fire protection systems at MCAS Iwakuni.
‐The systems and equipment that are in normal working condition but exceeded the proposed service‐life/durable year and replacement period that recommended by the original manufacturer need to be replaced?)
‐Should we comply with the period even it has no legal binding force?
It is up to the Contractor’s PM Program.
The contract requirement, as stated in Spec Item 3.2 of 1502000, is for the Contractor to “provide an economical approach to manufacturers’ recommended procedures, OEM standards, and maintenance required to satisfy equipment warranties and keep installed equipment and systems in normal working condition.”
11 13‐May‐20 Is there any requirement of inventory stock?
(e.g., do we need to store adequate number of certain products/components constantly.)
As stated in Spec Item 3.1, “the Contractor shall maintain sufficient materials and equipment on hand to support service order work requirements.”
12 13‐May‐20 What criteria distinguish the work orders as Routine, Urgent, and Emergency and Who or which Dept have an authorization to determine and issue Service Orders to the Contractor?
And how should we respond to the work orders if the building users directly call us and request for implementation of service?
The Contractor shall distinguish the service orders in accordance with the definitions described in J‐1502000‐01.
The Contractor shall not take direct orders from building users. Should this happen, the Contractor shall refer the caller to the Trouble Desk.

27 01‐Jun‐20 485 ATTACHMENT J‐ 1502000‐03 Unmonitored Control Panel
486 Why are the many buildings listed as UNMONITOED listed even though IPDACT is installed?
This is because the FACPs at those buidlings do not send information to EDC when there is a problem with the panel itself (such as when it is out of battery) and therefore they need monthly inspection.
