EVALUATION FACTORS FOR AWARD

ADDENDA TO CONTRACT CLAUSE 52.212-1 Instructions to Offerors—Commercial Items (FEB 2012)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and whose overall price is the most advantageous to the Government. The solicitation requires the evaluation of price and the following non-price factors:

Factor 1 – Corporate Experience Factor 2 – Past Performance Factor 3 – Management Approach and Methodology

Note: The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

(b) Basis of Evaluation and Submittal Requirements for Each Factor:

(i) Price:

(1) Solicitation Submittal Requirements: Submit under Tab 4 of the proposal package. Pricing and terms shall be indicated at each CLIN in Section B, and detailed upon the provided ELIN form (Attachment J- 0200000-08), in accordance with the solicitation, and included as part of the signed SF 1449 solicitation package returned to the Procuring Contracting Office. Proposals shall be priced in Japanese yen ONLY.

Proposals shall include a valid CAGE code, which shall be tied to a full, current SAM account registration for the contractor. Log on to https://www.sam.gov to apply or inquire about SAM accounts.

(2) Basis of Evaluation: The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (as indicated at Section B and Attachment J-0200000-08 of the solicitation). The Government intends to evaluate all option periods and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in the solicitation. In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

- Comparison of proposed prices received to the RFQ.

- Comparison of proposed prices with the IGCE.

- Comparison of proposed prices with historical information.

- Comparison of market survey results.

(ii) Technical Factors:

(1). Factor 1, Corporate Experience:

a. Solicitation Submittal Requirements: Submit under Tab 1 of the proposal package. The offeror shall submit a maximum of five (5) projects for services that best demonstrate your experience on relevant projects that are similar in size, scope, and complexity to the RFQ. For purposes of this evaluation, a relevant project is further defined as Inspection, Testing, and Maintenance (ITM) services of Fire Suppression Systems (FSS). The entire Corporate Experience section shall be no more than twenty (20), single-sided pages of text and/or graphics. (Note: translations into English shall be counted as one page;

source documents in Japanese or any other foreign language do NOT count as pages, but should be submitted for reference, if available.)

Projects submitted for the Offeror shall be completed within the past seven (7) years of the date of issuance of this RFQ. A project is defined as a set of services performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.

For all submitted projects, the description of the project shall clearly describe the services performed and the relevancy to the project requirements of this RFQ (i.e.: unique features, area, methodology).

If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1449), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract. The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate experience under this evaluation factor. The Offer must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract.

b. Basis of Evaluation: The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant services (ITM, FSS, Facilities Services) as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFQ. The Government will only review five projects. Any projects submitted in excess of the five (5) will not be considered. Relevant projects where the Offeror and the proposed subcontractor(s) have previously worked together may be considered more favorably than those that have not worked together.

(2) Factor 2, Past Performance:

a. Solicitation Submittal Requirements: Submit under Tab 2 of the proposal package. The offeror may submit up to five (5) project examples for the past performance review. Past performance exceeding seven

(7) years in age shall not be considered. Past performance examples of projects related to the Performance Work Statement will be considered, but any examples related to Government-contract performance will be considered to be more relevant. The entire Past Performance section shall be no more than twenty (20), single-sided pages of text and/or graphics.

IF A COMPLETED CPARS EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE

PROPOSAL. IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror (Attachment C) or its team members to submit to the client for each project the offeror includes in its proposal for Factor 1, Corporate Experience. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS

AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment C), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Mr. Ryan Kenniff, via email at ryan.kenniff@fe.navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFQs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

b. Basis of Evaluation: The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:

- A pattern of successful completion of tasks;

- A pattern of deliverables that are timely and of good quality;

- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.);

- Recency of tasks performed that are identical to, similar to, or related to the task at hand; and

- A respect for stewardship of Government (or customer) funds

(3) Factor 3, Management and Methodology:

a. Solicitation Submittal Requirements: Submit under Tab 3 of the proposal package. Provide a proposed Management plan. Provide a Quality Management plan. Provide an Organization Chart per the Performance Work Statement: Annex 0200000, Item 2.7.1 Key Personnel. The entire submittal may be no more than ten (10), single-sided pages of text and/or graphics.

b. Basis of Evaluation: The Government will evaluate the offeror’s submittal to determine if the proposed Management, Quality Management, and Staffing approaches are acceptable.

(iii) Technical and past performance, when combined, are equal.
