Talking points for pre‐proposal conferences‐Safety
1. EMR and DART rates must be submitted for each year specified in the RFP and for each member of a joint venture.
2. If circumstances are such that there is no EMR or DART rate, then an explanation is required.
3. EMR’s are typically obtained from the insurance carrier, and submitted on the insurance company letterhead.
4. DART rates are calculated by the contractor per OSHA formula.
5. Failure to submit EMR and DART rates, or provide adequate explanation for non‐submission will result in disqualification for failure to submit required data.
6. The Technical Approach to Safety submission needs to include the following two items; How will safety be factored into the selection process for sub‐contractors, and what innovative approaches will be used in the development and execution of the contractors safety plan for the project.
7. Some items that might be part of the sub‐contractor selection process:
OSHA 10 hr course for all workers
OSHA 30 hr course for all supervisors
Submit EMR & DART rates for review
No previous OSHA citations
Must have comprehensive corporate safety plan
Review of insurance claim data for past years
Review of OSHA 300 logs for past years
Trained SSHO, certifications such as CSP, minimum years experience in field
8. Some items that might be considered as innovative approaches to safety, above and beyond the minimum safety requirements of OSHA and EM 385‐1‐1:
Program for reporting and correcting hazards that involves all workers
Special incentive program that rewards new safety ideas
Hardhat sticker program identifying new hires or safety trained individuals
Using technology based information systems, computer programs for HAZMAT management, I‐
Phone Apps for safety topics such as heat stress monitoring, 3rd party safety inspections, etc.
More stringent requirements than OSHA and EM 385‐1‐1, like a daily ladder inspection tagging system, 100% eyewear policy within the job site, 100% safety vest policy, more frequent inspection policy, etc.
9. Some items that would not be considered as innovative, these items are already required by OSHA and/or EM 385‐1‐1:
Strict compliance with all OSHA and EM 385‐1‐1 requirements
Periodic safety training for all personnel
Daily scaffold inspection program
Mandatory rigging inspections
Thorough investigation and reporting of all accidents
