QUESTION GOVERNMENT RESPONSE

RFP, Section M

Section M.b.3 of the Solicitation discusses past performance requirements but fails to provide a minimum or maximum number of past performance examples required. Does the Government consider five (5) past performance examples adequate? 3-5 Past Performance references will suffice for evaluation purposes.

RFP, Section F Section F, Deliverables appears to be incomplete. Will the Government provide the missing parts to Section F? Revised copy of Section F is enclosed with Amendment #0002.

RFP, Section C

Section C, Annex 15, 1503020/3 states that the Contractor’s Work Plan (CWP) “shall be submitted to the KO for review within 30 days following contract award” but Section F, Deliverables, states the Contractor Work Plan is due “with the proposal.” In the event that a requirement in Section C of the solicitation contradicts a requirement in Section F, does the Section C requirement prevail?

The official and complete Contractor’s Work Plan (CWP) is due within 30 days of the contract award.

RFP, Section L

Can the Government confirm that Section L is complete? Section L of the RFP was verified as complete.

RFP, Section J Section B, paragraph B13 states, “Proposers are required to submit Section B, Bid Schedule, and Section J, attachments J- 0200000-07.” Can the Government confirm the document titled ELINS.xls is in fact the ELIN schedule referenced both as J- 0200000-06 and J-0200000-07? Exhibit Line Item Numbers (ELINS) reference should read “J-0200000-06”.

RFP, Section M

Section M.2.b.ii discusses the inclusion of a prospective PM schedule. Is the prospective PM schedule exempt from the narrative overview’s page count?

As stated in the RFP, “…prospective PM schedule is not considered part of the narrative but will be evaluated.” Neither the PM schedule nor the conceptual drawings, if submitted, are included toward the narrative page limitation.

The Government does not specify the inclusion of a signed and completed Standard Form 33. In which proposal, technical or price, should the Offeror include a signed and completed SF 33?

Signed original and one (1) copy of SF 33, blocks 12-18 (including acknowledgement of Amendments, block 14), should be included with Price Proposal.

QUESTION GOVERNMENT RESPONSE

RFP, Section M SF 33 specifies one original and 3 copies of the proposal. Section M.2 specifies one original and one copy for the price factor proposal and one original and two copies of non-price factors proposal. Can the Government clarify the number of copies for each proposal, price and non-price, that need to be included in the Offeror’s submission?

Please comply with Section M, Evaluation Factors for Award: Price Factor

– Original plus one (1) copy; Non-Price Factor – Original plus two (2) copies.

RFP, FAR Clauses Section J, Table of Contents identifies J-0200000-04 Invoicing Procedures. Section J-02-00000-04 Invoicing Procedures simply states “attached” but is not found in the RFP. Can the Government provide a copy of J-0200000-04 Invoicing Procedures?

Invoicing procedures are addressed in RFP, pgs 34-35, FAR Clause 252.232- 7006, “Wide Area Workflow Payment Instructions”.

RFP, Section M In Section M the evaluation criteria is provided but the section does not explain how the non-price factors will be evaluated, i.e.

Acceptable/Non-acceptable, etc. Please clarify.

Government does not divulge specific Evaluation Factors' "Adjectival Ratings", only "Basis of Evaluation" information is provided with RFP.

RFP, Section C

Section C, J-150200-3.0, references an inventory list to be provided by the contractor within 30 days of contract award. Is an inventory assessment and condition report expected in conjunction with the equipment list, and if so, will all necessary repairs be addressed outside of the FFP since this work will be pre-existing in nature?

Within 30 days of award, the contractor and a government representative will be responsible for conducting a complete inventory for all equipment requiring maintenance. All equipment not currently identified on the inventory (Section J) and an assessment of pre-existing discrepancies (i.e.

expired WHE certifications, replacing numerous bad light bulbs, etc.) will be completed at that time. A subsequent Task Order will be negotiated, as necessary, to resolve any discrepancies.

RFP, IDIQ ELINs IDIQ ELIN X719, Unit Priced Labor Work, is the intent for this item to have one labor rate for all potential Facility Investment work regardless of what trade is used? Yes, this labor rate is intended to be the average rate for trouble calls.
