About this file
This document is a Hazardous Material Survey report for Building 154 at the Indian Head Explosive Ordnance Disposal Technology Division (EODTD) in Indian Head, Maryland. The survey was conducted to identify potential asbestos-containing materials (ACM), lead-based paint (LBP), polychlorinated biphenyls (PCBs), and other hazardous materials that may be impacted by the planned renovation and demolition of the building.
The key findings are:
- Asbestos was confirmed in the white/gray door caulking and the gray corrugated cementitious siding, both of which are non-friable. Fire doors and window caulk are presumed to contain asbestos until further sampling.
- LBP and lead-containing paint were identified on various structural steel components, doors, handrails, and exterior elements throughout the building.
- No PCBs were detected in the bulk door caulk samples. However, there is potential for PCB-containing light ballasts in the fluorescent fixtures.
- The existing lighting and HVAC systems may contain mercury and other hazardous materials that will require proper disposal.
The report provides detailed analytical results and recommendations for addressing the identified hazardous materials prior to the building renovation and demolition.

EXECUTIVE SUMMARY
The Naval Facilities Engineering Command (NAVFAC) retained Jacobs Government
Services Company (Jacobs) to provide Architect-Engineering Services for the Indian Head
Explosive Ordnance Disposal Technology Division (EODTD), Indian Head, MD upgradation of the testing laboratories project at Building 154. Jacobs retained Global
Consulting, Inc. (GCI) to perform the environmental and hazardous material survey associated with this project. This report documents the survey of the Facility by certified inspectors for asbestos-containing material (ACM), lead-based paint (LBP), polychlorinated biphenyls (PCBs), and other hazardous materials. Building 154 is a one-story 20,000 square foot (SF) warehouse built on a concrete slab-on-grade foundation. Its structure consists of metal and cementitious panel siding, metal roofing, high bay overhead rolling doors, metal exterior personnel doors, and single plane clerestory windows. This facility will be demolished to the building slab and will be rebuilt as a two-story, lab, administrative, and storage facility for CBR employees. This survey was intended to identify the potentially hazardous materials and conditions likely to be impacted by the proposed project.
Asbestos:
GCI’s EPA-accredited, Maryland-licensed Asbestos Inspector assessed the existing building materials suspected to contain asbestos and to be impacted during demolition. The asbestos survey was conducted on October 2, 2019. A total of sixteen (16) samples of six
(6) homogeneous suspect materials were collected and submitted for analysis to the project laboratory.
The following materials are confirmed ACM by laboratory analysis:
• White/Gray door caulking on pedestrian doors (non-friable)
• Gray corrugated cementitious siding (non-friable)
As these ACM are not friable, remedial action (abatement) is only required if these materials will be disturbed/impacted by the proposed demolition.
Fire doors throughout the building and window caulk, located at a height of approximately
20-30’ throughout the building, are presumed asbestos-containing and should be handled as
ACM until future bulk sampling confirms otherwise.
The analytical results for all other materials sampled indicated that no asbestos was detected, and the materials are not considered to be ACM; remedial action is not indicated. Details of the survey are presented in Section 2.0 – Asbestos Survey Report. Analytical results are presented in Appendix 1 – ACM Analytical Results.

Lead-Based Paint:
GCI’s EPA-accredited Lead Risk Assessor and Industrial Hygienist (IH) performed a survey of the support structures, heating and cooling system, and means of ingress/egress associated with Building 154, on October 2, 2019. Most of the building was made available to the LBP inspector for the purpose of this survey. The sampling and analysis of suspect surfaces indicates that Lead-Based Paint (LBP) and Lead-Containing Paint (LCP) are present in the facility and they have an elevated potential to be impacted during the demolition of the building.
The following components were identified as LBP:
• Grey structural steel columns found throughout the building, and associated pieces of structural steel
• Grey bay doors, with the exception of the Overhead Door in the maintenance area on the Northeast corner of the building
• Orange structural steel columns found throughout the building
• Brown structural steel columns found throughout the building, and associated pieces of structural steel
• Yellow painted handrails and associated toe boards leading to lower level of warehouse
• White painted exterior wooden door on the Southernmost facing side of the building
The following materials are considered painted with LCP:
• Blue electrical utility boxes in the NE corner maintenance area/storage space
• Grey doors leading to exterior of building, present in large warehouse space
• Red piping for facility sprinkler system
• White exterior steel columns in front of lower bay doors, on east side of building
• White paint on exterior staircase railings and stringers, present on Southernmost side of building.
Details of the survey are presented in Section 3.0 – Lead-Based Paint Survey Report.
Analytical results are presented in Appendix 3 – Lead XRF Results.
Polychlorinated Biphenyls (PCBs)
The EPA considers a material to be PCB-containing if it contains equal to or greater than
50 parts per million (ppm) of PCBs. Laboratory analysis (Method 8082) by ALS Laboratory
Group in Holland, MI, confirmed that none of the three bulk door caulk samples contained detectable concentrations of PCBs.
Hazardous Material Survey
Building 154– Renovation

GCI noted one fluorescent light fixture in the building. There is an elevated potential that
PCB-containing light ballasts are present in that fixture based on the age and type of fixtures observed.
Other Potentially Hazardous Materials:
The Facility was surveyed for other potentially hazardous materials that might be impacted by the demolition The existing lighting systems, if impacted or removed during the project, have an elevated potential to contain mercury-containing bulb components and should be disposed of in accordance with the Environmental Protection Agency (EPA) Universal
Waste Regulations 40 CFR 273.
Florescent lighting systems equipped with electrical ballasts have an elevated potential to contain PCB dielectric fluids. The florescent light ballasts should be disposed of a PCB waste unless specifically marked as non-PCB light ballasts. Should fluorescent light ballasts that are not specifically marked “non-PCB containing” ballasts be encountered during renovation, they should be managed and disposed of in accordance with Toxic Substances
Control Act (TSCA) Storage and Disposal Requirements for Fluorescent Light Ballasts.

1.0 INTRODUCTION
The Naval Facilities Engineering Command (NAVFAC) retained Jacobs Government
Services Company (Jacobs) to provide Architect-Engineering Services for the Indian Head
EODTD, Indian Head, MD upgradation of the testing laboratories project at Building 154.
Jacobs retained Global Consulting, Inc. (GCI) to perform the environmental and hazardous material survey associated with this project. The mutual goal of the contractor and the government is to achieve a quality product, safely, within the expected timeframe and budget.
The purpose of the survey was to identify potential Asbestos-Containing Materials (ACM), Lead-Based Paint (LBP) and other potential hazardous and regulated material in the Facility that maybe impacted by the proposed renovation.
The scope of work for this survey consisted of the following tasks:
1. Review of available records for identified and suspect ACM, LBP, PCB, and other hazardous and regulated materials that may be impacted by the scope of work;
2. Conduct a visual survey of the project area to identify potential location(s) of hazardous materials that may be affected by the scope of work.
3. Collect bulk samples of suspect ACMs; Assess building components for LBP using an X-ray fluorescence (XRF) analyzer; Collect bulk samples of suspect PCB-containing materials; and Inventory other visible hazardous and regulated materials.
4. Submit the suspect ACM bulk samples to a certified laboratory for Polarized Light
Microscopy (PLM) and/or Transmission Electron Microscopy (TEM) -where applicable; Download the XRF results; Submit the suspect PCB-containing samples to a certified laboratory for analysis.
5. Prepare a report summarizing data, collection techniques, analysis procedures, location and quantity of ACM, LBP/LCP, PCB, and other hazardous and regulated materials observed and detailed recommendations for any indicated response actions.
6. Abatement specification will be prepared separately, if required.
2.0 ASBESTOS SURVEY REPORT
This section describes the site survey and sample collection of suspect ACMs. The site survey was completed on October 2, 2019, by GCI’s EPA-accredited Asbestos Hazard
Emergency Response Act (AHERA) and State of Maryland Department of Environmental
(MDE)-accredited asbestos inspector, Ms. Judi Todd Darnell (MDE License# 18034611).
A copy of Ms. Darnell’s license is included in Appendix 5.

The Environmental Protection Agency (EPA) and the State of Maryland are the authorities that regulate activities related to asbestos-containing materials (ACMs) within the State of
Maryland. The EPA regulations enforce four asbestos activities; (1) removal, repair, or encapsulation of asbestos-containing materials (ACM), (2) approval of asbestos training providers, (3) regulation of professionals accredited to perform asbestos-related activities, and (4) asbestos in schools. The Maryland Department of the Environment (MDE) regulates the enforcement of the EPA’s National Emission Standards for Hazardous Air Pollutants
(NESHAP), and enforcement of the asbestos notification regulations.
2.1 Survey Methodology
The asbestos survey was divided into two distinct phases: pre-survey planning and field survey.
2.1.1 Pre-Survey Planning
The pre-survey planning phase includes reviewing previous survey reports, drawings, management plans, and abatement reports, if available. Jacobs provided GCI with information regarding the planned renovations and upgrades of the property for this project.
GCI planned a survey strategy and scheduled the survey work. It was determined that this survey should include selected portions of the Facility designated on the project drawings to ensure that intended renovations and/or related demolition, can be conducted in an efficient and safe manner compliant with applicable Federal, state, and local regulations.
2.1.2 Field Survey
The field survey was conducted on affected spaces to be renovated as determined in the planning phase, and building materials related to the testing facilities were identified and considered to be suspect ACM.
Suspect materials that were homogeneous in nature (i.e., uniform in color and texture, installation date) were identified, touched to determine friability, and sampled by removing a small amount of material. Extreme care was taken to avoid potential fiber release during the sampling process. Before sample collection, a fine mist of water was typically applied to the sampling location. Samples were collected using sharpened core samplers and/or utility knives, where necessary, and immediately placed in labeled containers and sealed.
Any dust generated was wet-wiped to minimize the potential fiber release. All sampling locations were promptly patched and repaired. The location and condition of each homogeneous material were recorded. This is a limited survey of testing laboratories and is not intended to serve as a complete building assessment.

2.2 Analytical Procedures
The samples of suspect ACMs were packaged and delivered under strict chain of custody procedures to AMA Analytical Services of Lanham, MD, a National Voluntary Laboratory
Accreditation Program (NVLAP) accredited laboratory.
Quantification of asbestos content in bulk samples was performed via EPA 600/R-93/116
Method using Polarized Light Microscopy (PLM). This method of analysis involves the dispersion staining of a suspect material in a solution of known refractive index and then subjected to illumination by polarized light. The resulting color display enables mineral identification. The EPA, Occupational Health and Safety Administration (OSHA) and the
State of Maryland defines an ACM as any material containing greater than 1% asbestos.
A summary of field data including the sample designations, gross descriptions, and analytical results are provided in Table 2. The analytical results of all bulk samples and chain of custody documents are provided in Appendix 1.
2.3 Inaccessible and Limited-Access Spaces
Every reasonable effort was made to locate suspect ACM at elevated potential to be impacted by this project. Areas that were inaccessible, or where the survey was limited to visual observation only, are identified in this report’s narrative. Such inaccessible areas might include, but are not limited to, those listed in Table 1: Description of Potential
Inaccessible Locations.
Table 1: Description of Potential Inaccessible Locations
❑ Mechanical and plumbing system above the reach of readily accessible ladders
❑ Concealed by waterproofing systems including roofs and wall systems
❑ Enclosed pipe/duct chases/floor penetrations ❑ Inside mechanical equipment/ductwork
❑ Inside Fire Doors ❑ Above the reach of a 6’ ladder
2.4 Survey Limitations
This survey was limited to areas and building systems scheduled for demolition as part of the scope of this project. Other suspect materials observed or discovered during renovation and/or demolition activities not identified within this report should be considered as presumed asbestos-containing material (PACM) and treated as ACM until sampling and laboratory analysis confirm otherwise.

Window caulk in Building 154 was not sampled due to height restrictions. Fire doors were not sampled in order to maintain their safety rating. These materials are presumed to contain asbestos and should be handled as though they are ACM until future sampling indicates otherwise.
2.6 Asbestos Conclusions and Recommendations
Regulated asbestos-containing material (RACM) is defined as friable asbestos-containing material (ACM) or non-friable asbestos-containing material (ACM) with an asbestos fiber content greater than 1%. The regulations require that RACM not be subjected to sanding, grinding, cutting, or abrading or has crumbled, pulverized, or reduced to powder during
Hazardous Material Survey
Building 154– Renovation
Indian Head EODTD, Indian Head, MD Prime Contract - N40080-17-D-0018 demolition or renovation operations. Both presumed and positively-identified ACM should be treated as RACM. All RACM with the potential to be impacted by the renovation/demolition should be abated in accordance with all applicable Federal, state and local regulations.
Based on laboratory analysis, the gray corrugated cementitious siding and door caulking on pedestrian doors throughout Building 154 are ACM. Window caulk is PACM. These ACM and PACM are not friable. Remedial action (abatement) is required if these materials are disturbed/impacted by the proposed demolition/renovation.
The analytical results for all other materials sampled indicated that no asbestos was detected, and the materials are not considered to be ACM. General safety and health standards in construction may be used for their removal, demolition, and disposal.
If additional suspect materials are identified during renovation/demolition, and they will be disturbed by the proposed work and have not been tested to determine the presence of asbestos, those materials should be protected from impact until further investigated and the asbestos content determined.
All quantities must be field-verified by a licensed asbestos abatement contractor(s) prior to demolition or renovation.
Sampling locations and positively-identified ACMs are illustrated on Drawings presented in Appendix 2.
3.0 LEAD-BASED PAINT SURVEY REPORT
This section describes data collection activities including the site survey and sample collection for Lead-Based Paint (LBP) that will be affected by the renovation of Indian Head
Naval Surface Warfare Center, Building 154. The site survey was completed on October 2, 2019, by GCI’s Industrial Hygienist and EPA-accredited Risk Assessor, Judi Darnell
(certificate # 107081). A copy of Ms. Darnell’s certificate is included in Appendix 5.
3.1 LBP Survey Methodology
Testing for LBP was conducted using a Niton XLP 300A X-ray fluorescence (XRF)-type analyzer (serial number 18595); hereto referred to as XRF. Prior to XRF analysis, the instrument was calibrated against reference standards of known lead concentrations. Those components that may be impacted by the building renovation were screened for LBP.
Hazardous Material Survey
Building 154– Renovation
Indian Head EODTD, Indian Head, MD Prime Contract - N40080-17-D-0018
The XRF detects lead in the field by reading fluorescence emanating from a painted surface when exposed to small amounts of radiation. XRF readings are in milligrams per square centimeter (mg/cm2), a mass per area unit. LBP is defined as a point containing greater than
0.7 mg/cm2 lead according to the Maryland Department of the Environment and Lead-containing paint (LCP) is defined by any Components/Paints with greater than 0.009% lead by weight (90 parts per million) according to the U.S. CPSC. Prior to testing, the composition of the test building substrate (e.g., wood, metal, etc.) was determined by the lead inspector, and subsequently logged into the XRF analyzer. The Niton XLP 300A automatically performs a substrate correction to ensure that this factor does not result in false negative readings.
At the end of each sampling session, a calibration re-check is performed to ensure that the instrument has maintained accuracy and precision during the measurement period. The instrument is also calibrated each time it is turned off, or on, and typically at four (4) hour intervals during the workday for the same reasons. The use of the XRF was in general accordance with the Performance Characteristic Sheet (PCS) methodology for the specific instrument. XRF instrument calibration checks were performed according to the
Performance Characteristic Sheet (PCS).
The XRF data was downloaded directly to a computer to generate a report detailing the date/time, materials sampled, location, substrate and lead content. This survey included only painted surfaces.
The raw data is presented in Appendix 3 – Lead XRF Results.
3.2 LBP Survey Results
The following materials in Building 154 tested positive for LBP at the time of the inspection:
• Grey structural steel columns found throughout the building, and associated pieces of structural steel
• Grey bay doors, with the exception of the Overhead Door in the maintenance area on the Northeast corner of the building
• Orange structural steel columns found throughout the building
• Brown structural steel columns found throughout the building, and associated pieces of structural steel
• Yellow painted handrails and associated toe boards leading to lower level of warehouse
• White painted exterior wooden door on the Southernmost facing side of the building

The following materials in Building 154 tested positive for LCP at the time of the inspection:
• Blue electrical utility boxes in the NE corner maintenance area/storage space
• Grey doors leading to exterior of building, present in large warehouse space
• Red piping for facility sprinkler system
• White exterior steel columns in front of lower bay doors, on east side of building
• White paint on exterior staircase railings and stringers, present- on southernmost side of building.
3.3 LBP Conclusions and Recommendations
The results of the survey for LBP indicate that much of the structural steel as well as several other building components contain LBP. Additionally, many other components featured in the survey fall under the category of lead-containing. OSHA Lead in Construction should be followed for all painted surfaces containing a detectable amount of lead, that may be disturbed during renovation. It is recommended, where possible, to use a mechanical connection to attach to LBP-painted structures rather than welding, in order to minimize the impact to LBP/LCP.
U.S. Navy guidelines should be followed concerning the stabilization of LBP at military facilities. Under an agreement with the United States Occupational Safety and Health
Administration (OSHA), MOSH (Maryland Occupational Safety and Health) promotes occupational safety and health in workplaces across Maryland. In addition to adopting many of the Federal standards pertaining to lead-containing paint under General Industry (29
CFR 1910), Construction (29 CFR 1926). MOSH has supplemented the OSHA standards with several requirements unique to Maryland.
Contractors must be trained and accredited through the Maryland Department of the
Environment (MDE). Lead paint contractors include those who work on residential, public, and commercial buildings as well as the maintenance work required in rental housing;
structural steel projects, such as bridges, water tanks, and industrial structures; and conducting lead paint surveys. Abatement supervisors and workers must be trained in accordance with State of Maryland laws.
The LBP and LCP painted surfaces that will be impacted during demolition/renovation should be managed in accordance with Federal, state, and local regulations. If lead paint-containing components are not to be abated, lead safe construction practices should be followed. Painted metal components being disposed of during this renovation should be managed as scrap metal and the Facility notified of the LBP and LCP contents of the paint.
The disposal of lead-containing waste materials generated during renovation shall be properly characterized via Toxicity Characteristic Leaching Procedure (TCLP), and
Hazardous Material Survey
Building 154– Renovation

4.0 POLYCHLORINATED BIPHENYL (PCB) REPORT
The Toxic Substances Control Act (TSCA) of 1976 authorized the U.S. Environmental
Protection Agency (EPA) to control substances that were determined to cause unreasonable risk to public health or the environment. In 1979, the U.S. EPA banned the manufacture of new products containing PCBs and developed regulatory requirements for the storage, labeling, use, and disposal of materials containing PCBs at levels above the regulatory thresholds. In addition, the regulations under TSCA specify allowed or authorized uses of
PCBs in certain situations. If a material or item is not specifically listed, it is considered unauthorized. The U.S. EPA considers building materials containing PCBs, including caulk, with PCB concentration exceeding 50 ppm to be a regulated material that requires specific abatement requirements and worker protection considerations.
4.1 METHODOLOGY
The inspection included a visual inspection as well as bulk sampling. Three bulk door caulk samples were submitted under strict chain of custody to ALS Laboratory Group of Holland, Michigan. EPA Method 8082 was used to determine the concentrations of various Aroclors using dual capillary columns with electron capture detectors. Aroclor is a PCB mixture produced from approximately 1930 to 1979; it is one of the most commonly known trade names for PCB mixtures. There are many types of Aroclors, and each has a distinguishing suffix number that indicates the degree of chlorination.
4.2 PCB RESULTS AND INTERPRETATION
Laboratory analysis confirmed that none of the three door caulk samples contained detectable concentrations of PCBs. Laboratory results are presented in Appendix 4.
The windows in Building 154 are approximately 20-30’ in height. GCI was not able to determine if window caulk/glazing is present.
GCI observed one (1) light fixture in the building that is equipped with one to two ballasts.
Florescent lighting systems equipped with electrical ballasts have an elevated potential to contain PCB dielectric fluids. The florescent light ballasts should be disposed of a PCB waste unless specifically marked as non-PCB light ballasts.
Hazardous Material Survey
Building 154– Renovation
Indian Head EODTD, Indian Head, MD Prime Contract - N40080-17-D-0018
4.3 PCB CONCLUSIONS AND RECOMMENDATIONS
Should fluorescent light ballasts that are not specifically marked “non-PCB containing” ballasts be encountered during renovation, they should be managed and disposed of in accordance with Toxic Substances Control Act (TSCA) Storage and Disposal Requirements for Fluorescent Light Ballasts.
5.0 OTHER POTENTIALLY HAZARDOUS MATERIALS
The Facility was surveyed for other potentially hazardous materials that might be impacted by the planned demolition. The existing lighting systems have an elevated potential to contain mercury containing bulb components and, if impacted should be disposed of in accordance with Universal Waste Regulations.
6.0 DISCLAIMER
Information in this survey report relating to hazardous materials (i.e., asbestos and lead), although believed to be inclusive and accurate, was based on visual observations and field sampling of accessible areas at the time of survey. Limiting conditions included non-destructive sampling, inaccessible areas such as between walls and floors of the structure.
Global Consulting, Inc. reserves the right to revise any recommendations and conclusions based on new information that may become available and does not guarantee or accept any liability that encompasses this survey of hazardous or regulated materials located within this

The following footnotes only apply to those samples which the total asbestos result is flagged with a note number.
TEM RECOMMENDATION - Please note, due to resolution limitations with optical microscopy and/or interference from matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos. It is recommended that the additional analytical technique of TEM be used to check for asbestos fibers below the resolution limits of optical microscopy.
MATRIX REDUCTION RECOMMENDATION - Please note, due to interference from the matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos which is obscured from view. It is recommended that the additional preparation technique of gravimetric reduction be performed on this sample to minimize the obscuring effects of matrix components, followed by reanalysis by PLM and/or TEM.
Analysis Method - EPA/600/R-93/116 dated July 1993 NAD = "No Asbestos Detected" TR = "Trace equals less than 1% of this component"
Uncertainty: For samples containing asbestos in range of 1-10% the CV is 0.43, 11-35% CV=0.55, >35 CV=0.23. All results are to be considered preliminary and subject to change unless signed by the Technical Director or Deputy.
