About this file
This document is an Amendment to a Solicitation for the renovation of Building 154 at Naval Support Facility Indian Head, Maryland. The amendment provides responses to Pre-Proposal Inquiries, including confirmation that this is now a single phase procurement with proposals due on August 6, 2024. It also states that site photos have been uploaded and are available. The original solicitation was issued under the Naval Facilities Engineering Systems Command's Indefinite Delivery Quantity Contracts. The project has an estimated value between $25M and $100M, and a Project Labor Agreement is required if the final proposal exceeds $35M. The amendment addresses various technical questions related to the scope of work, drawings, and existing site conditions.

The RFP seems to be mixing a single-step and two-step procurement process.
A.. Please confirm that this project is being procured in two steps and that the price proposal is not due on July 23, 2024. If this is correct, please provide an approximate date for the price proposal submission.
B. Per the RFP, RFIs are currently due on July 9, 2024 and the Step 1 Non-Price Factor proposal is due on July 23, 2024. The site visit is scheduled for June 27th and the RFP indicates that this will be the only site visit. Please confirm that a second RFI period will be established following the Step 1 submission?
See Amendment 0002 and 0003. This is now a single phase procurement. Propsals are due Tuesday, 06 August 2024.
2 6/24/2024 Pages 7-8 Solicitation Section I.
Based on the Solicitaion, in Phase 1, NAVFAC describes they will make their evaulation from the Contractor's previous experience related to "this" MACC program. Since this MACC program is new and no awards have been made to any of the listed contractors is the Navy going to augment this requirement with added requirements for past performance? Or is it the intention that all Contractors will be allowed to go to Phase 2 based on their inclusion into the MACC program?
Furthermore, does NAVFC have an Anticipated schedule for Phase of of this solicitation?
See Amendment 0002 and 0003. This is now a single phase procurement. Propsals are due Tuesday, 06 August 2024.
3 6/28/2024
The RFP states that this a two phase proposal. The proposal due date is currently July 23, 2024. Please confirm that this due date only pertains to Phase I proposal requirements which include Past Performance only and that no pricing is due on July 23, 2024.
See Amendment 0002 and 0003. This is now a single phase procurement. Propsals are due Tuesday, 06 August 2024.

S-111
Please confirm that the slab on grade from column line X6 to the match line is supposed to be 5" normal weight concrete with WWR 6x6 - W2.9xW2.9 like on drawing S-112, instead of "5" normal weight concrete with #4 @12 OC EW".

CS101 &
C-505
Please provide information for the precast wall per Keynote 12 on CS101. Detail A1 on C-505 says to see the Architectural Plans but no details are provided in the Architectural Drawings. Detail A2 on S-302 shows a cut section through the precast panel but this does not align with the foundation drawings. Include all necessary information including, but not only; footing sizes and elevations, precast details, cut sections, and top of wall elevations.
The wall location from Grid XA and thickness are defined on A2/S-
302. T/wall elevations are provided in the ARCH dwgs.
S-302
Detail A1 on S-302 references the footing a retaining wall footing and to see AS/S-302 but that detail shows an existing footing. Also, it shows an concrete wall that is extending from the pier which is dissimilar to detail A2 on S-301, which shows no wall. Please clarify the details and location of detail A1 on S-302.
Arrow for retaining wall footing is pointing incorrectly and should be further left in Detail A1. It should also reference Detail A2, not Detail A3. Detail A1 shows how Detail A2 is modified (by doweling) where it abuts the new column footing.

Amend#2
Since Amendment 2 revised the procurement process from a two-step to a one-step process, we request consideration for a second site visit. This additional visit will enable us to properly price the project and engage subcontractors effectively. It will provide key subcontractor partners the opportunity to visit the site, understand site access, logistics, and existing conditions.
Additionally, since we were unable to take any pictures during the site visit on 06/27/24, an in-person site attendance would be beneficial to all parties involved.
Another site visit will not be scheduled. In lieu of another site visit, the Government has provided pictures via Amendment No.
