Paragraph Numbers 1, 2, and 3
The RFP seems to be mixing a single-step and two-step procurement process.
A.. Please confirm that this project is being procured in two steps and that the price proposal is not due on July 23, 2024. If this is correct, please provide an approximate date for the price proposal submission.
B. Per the RFP, RFIs are currently due on July 9, 2024 and the Step 1 Non-Price Factor proposal is due on July 23, 2024. The site visit is scheduled for June 27th and the RFP indicates that this will be the only site visit. Please confirm that a second RFI period will be established following the Step 1 submission?
See Amendment 0002 and 0003. This is now a single phase procurement. Propsals are due Tuesday, 06 August 2024.
2 6/24/2024 Pages 7-8 Solicitation Section I.
Based on the Solicitaion, in Phase 1, NAVFAC describes they will make their evaulation from the Contractor's previous experience related to "this" MACC program. Since this MACC program is new and no awards have been made to any of the listed contractors is the Navy going to augment this requirement with added requirements for past performance? Or is it the intention that all Contractors will be allowed to go to Phase 2 based on their inclusion into the MACC program?
Furthermore, does NAVFC have an Anticipated schedule for Phase of of this solicitation?
See Amendment 0002 and 0003. This is now a single phase procurement. Propsals are due Tuesday, 06 August 2024.

CS101 & C-
Please provide information for the precast wall per Keynote 12 on CS101. Detail A1 on C-505 says to see the Architectural Plans but no details are provided in the Architectural Drawings. Detail A2 on S-302 shows a cut section through the precast panel but this does not align with the foundation drawings.
Include all necessary information including, but not only; footing sizes and elevations, precast details, cut sections, and top of wall elevations.
The wall location from Grid XA and thickness are defined on A2/S-
302. T/wall elevations are provided in the ARCH dwgs.
18 S-302
Detail A1 on S-302 references the footing a retaining wall footing and to see AS/S-302 but that detail shows an existing footing. Also, it shows an concrete wall that is extending from the pier which is dissimilar to detail A2 on S-301, which shows no wall. Please clarify the details and location of detail A1 on S-302.
Arrow for retaining wall footing is pointing incorrectly and should be further left in Detail A1. It should also reference Detail A2, not Detail A3. Detail A1 shows how Detail A2 is modified (by doweling) where it abuts the new column footing.
19 084113 1.7 1 The paragraph ends in not a complete sentence.
Please clarify.
Second sentence should read:
"Provide a written installer's warranty, warranting work to be watertight and free from defective materials, defective workmanship, and glass breakage as a result of defective design, and agreeing to replace components that fail within 5 years from the date of shipment. "
20 A-204 Window Type W-6 seems to be mislabeled on A-
204. Please confirm the correct window type.
The window type should be W-4. 0003
21 A-111 -A122 Please label and provide the locations for Window Types W-9 and W-11 on the architectural drawings.
None were found.
W-9 is looking at the elevation of door 101.1 (1st Floor, A1/A-111)
W-11 is looking at the elevation of door 222 (2nd Floor, A1/A-121)

46 236426 3.1.10.10
236426-3.1.10.10 states that multiple runs of piping shall be installed on a common base member with a clip or clamp at each pipe. Detail A3 on M-504 indicates piping on a unistrut channel but does not indicate a clip/clamp on piping 3” and larger.
Please confirm a clip or clamp is not required for 3” and larger piping supported by unistrut channel.
Provide clamps for each pipe per specification. The note requirement for "clamps 2-1/2" and smaller" only should be removed from detail.
47 134873
Specification 134873 includes the requirements for seismic bracing. Per S-001 the seismic design category for this building is ‘B’, which does not require mechanical or plumbing systems to be seismically restrained. Please confirm no seismic is required for the mechanical or plumbing systems.
Confirmed. No seismic is required for the mechanical or plumbing systems.
48 236426 3.1.4.3
Specification 236426-3.1.4.3 states that the pipe shall be filled with an inert gas while brazing and welding. An insert gas purge is typically done during GTAW welding. “Stick” welded or SMAW, which does not require an insert gas purge. Please confirm that an insert gas purge is not required for brazing or SMAW welds.
UFGS specification does not distinguish between GTAW and SMAW. Therefore, specification requires inert gas while brazing and welding.

M403
The floor plan piping drawings do not indicate piping to some terminal equipment. For example
FCU-4 (MP414), VAV-13 (MP416) SAV-33 – 40
(C1/M403) do not indicate any heating hot water or chilled water (FCU-4) to the terminal units. The schedules for this equipment indicate hot water reheat coils. Please provide a floor plan drawing indicating the HVAC piping routing to the terminal equipment. On M-604 states that SAV-33 – 40 are to have a hot water reheat coils. Part plan drawing C1/M-403 does not indicate any heating hot water piping to these units. Please advise.
All the indicated terminal units need hydronic piping as required.
Piping should be routed to/from nearest piping main.
55 M-504
Detail A4 on drawing M-504 indicates that the typical low points drains are to have a 3” gate valve and hose connection. Please advise if this should be a ¾” valve and hose connection.

Since Amendment 2 revised the procurement process from a two-step to a one-step process, we request consideration for a second site visit. This additional visit will enable us to properly price the project and engage subcontractors effectively. It will provide key subcontractor partners the opportunity to visit the site, understand site access, logistics, and existing conditions.
Additionally, since we were unable to take any pictures during the site visit on 06/27/24, an in-person site attendance would be beneficial to all parties involved.
Another site visit will not be scheduled. In lieu of another site visit, the Government has provided pictures via Amendment No. 0004.
The provided pictures are: (1) based upon the requests submitted via PPIs; and, (2) intended to highlighting the existing conditions, to the extent possible, for bidding purposes.
