1. PROPOSAL EXTENSION
The proposal due date has been extended to 27 April 2021 at 2:00 PM EST.
2. CHANGES TO THE SF1442, INSTRUCTION TO OFFERORS
The last paragraph in Section 5.2 PROPOSAL SUBMISSION INSTRUCTIONS under the Instruction to Offerors in the SF1442, has been removed and replaced with the following:
Volume 1: Technical Proposals shall be submitted separate from the Price Proposal and sectioned appropriately by major evaluation factor with the following characteristics:
(1) Text pages 8 ½ x 11 format, minimum 10 point font.
(2) Include a cover page with Solicitation Number, Solicitation Title, Prime Contractor Name, Address, Phone Number, Fax Number, DUNS, Cage Code, Point of Contact, phone number, and email address.
(3) Limit is not to exceed forty (40) single-sided pages for Volume 1. Technical Proposal Submission over this page limit will NOT be evaluated.
Volume 2: The price proposals shall be separate from the technical proposal and submitted with the following characteristics:
(1) Cover page with solicitation number, solicitation title, offerors name, address, phone number, DUNS, CAGE code, Point of Contact (POC), POC phone number, and POC email address
(2) Completed SF 1442 signed with all amendments acknowledged.
(3) P3003 Price Schedule
(4) Copy of Online Representation and Certifications and proof of registration in System for Award Management (SAM)
(5) Confirmation of filing of Veterans' Employment and Training (VETS) VETS 4212 for the 2020 filing cycle.
(6) Bid Guarantee in accordance with FAR Clause 52.228-1 Bid Guarantee. Amount shall be at least 20 percent of the bid price but shall not exceed $3 million.
(7) Responsibility Determination Information.
(8) Small Business Subcontracting Plan.
In response to this request for proposal, the complete proposal shall include both the Price Proposal and the Non-Cost/Price Factors Proposal, submitted in accordance with the above Basis of Evaluation and Submittal Requirements for Each Factor.
3. RFI RESPONSES
1. Are Offerors to submit an organizational chart and/or personnel resumes as part of the Technical Proposal?
GOVERNMENT RESPONSE: Please propose in accordance with the Basis of Evaluation and Submittal Requirements for Each Non-Cost/Price Factors.
2. Please elaborate on the scopes to be included in pricing CLIN 0002 and CLIN 0014 – is the Offeror to include the cost of furnishing and installing the basic furniture in CLIN 0002 and does CLIN 0014 represent an additional purchase of furniture or is it referring to the purchase of the basic furniture for the building by the Government?
GOVERNMENT RESPONSE: Refer to Specification section 01 30 01.00 23 DESIGN, PROCUREMENT, AND INSTALLATION OF FURNITURE, FIXTURES, AND
EQUIPMENT. CLIN 0002 - FF&E Design Services ONLY. This CLIN includes costs for the complete interior design package. CLIN 0014 – The Offerors shall propose a HAR rate for FF&E. CLIN 0014 will be awarded as a negotiated Modification to the contract. The contractor’s proposed HAR will be applied to all vendor/supplier costs for the FF&E.
3. Please elaborate on the scope to be included in pricing CLIN 0009 – is the Offeror to include the cost of furnishing and installing the AV Equipment in this item?
GOVERNMENT RESPONSE: Refer to Specification section 01 30 01.00 23 DESIGN, PROCUREMENT, AND INSTALLATION OF FURNITURE, FIXTURES, AND EQUIPMENT for requirements for CLIN 0009.
4. Ref Page 59 of 76 –is the requirement for self-performance to be measured by cost dollars compared to the total contract award?
GOVERNMENT RESPONSE: Self-performance is typically measured by cost dollars over total cost.
5. Can the contractor’s general conditions and general requirements be include in the self-performance calculation?
GOVERNMENT RESPONSE: Typically, included site oversite could be counted towards work executed by the prime.
6. Can the purchase of major equipment count toward the General Contractors self-performance?
GOVERNMENT RESPONSE: If it is permanent installed equipment like generators, HVAC, permanent cranes, etc., then this can be counted towards self-performance. If it is construction equipment where the prime pays for the rental fee, then it could be counted as self-performance.
7. Are there any costs to be carried by the Offeror for Base-issued security badges?
GOVERNMENT RESPONSE: No cost for security badges.
8. Please confirm that the Government is maintaining generator of waste status for hazardous materials encountered in/on existing conditions.
GOVERNMENT RESPONSE: Please refer to subsection 1.11 of section 01 57 19 “Temporary Environmental Controls”.
9. Drawing S-201 and S-321 state cold formed steel roof truss are by others. Confirm all cold formed steel roof truss are to be supplied and installed under this contract.
GOVERNMENT RESPONSE: Confirmed, all cold formed steel roof trusses shall be supplied and installed under this contract. Please note that “by others” indicates that the CFS roof trusses are a delegated design.
10. Drawings S-301, S-302, and S-502 state the RAP piers are by others. Confirm all RAP piers are to be supplied and installed under this contract.
GOVERNMENT RESPONSE: Confirmed, all RAP shall be installed under this contract. Please note that “by others” indicates that the RAP are a delegated design.
11. Drawing A-317 and A-318 do not call out a hat channel and 5/8” Gyp attached to the bottom of the cold formed roof truss. Is the hat channel and 5/8” Gyp required in the stair towers?
GOVERNMENT RESPONSE: Yes, provide hat channel and 5/8” Gyp attached to the bottom of the cold formed roof truss similar to detail A3/A-542.
12. Per sheet A-135, we are to provide 1 hr intumescent thin film coating per UL D601 at the underside of deck.
Additionally, we are to coat underside of structure and all structural members. We have typically not seen cold form metal roof framing fire proofed. Additionally, per GI102 (Life Safety 2nd Floor Plan) there is no indication that the floor / ceiling assembly will need to be fire rated. Please confirm that the cold form metal roof framing is not to be fireproofed.
GOVERNMENT RESPONSE: There is no intumescent thin film coating used on sheet A-135 in the CUP.
Only note 16 is used on this sheet.
13. Per the CLIN schedule, buildings B1558 & B1538 are to be demo and put in CLIN 0003. On page C-110, it states to remove all buildings on pages C-111 and C-112 (base bid) and the buildings shown on C-115 & C-116 are to be demoed as a bid option. Pages C-111-C-116 conflict with the general note on page C-110. Please clarify that B1558 and B1538 are base bid (phase 1) and B1522, B1522A, & B1523 will be a bid option (phase 2).
GOVERNMENT RESPONSE: All demolition is included in the base bid and shall be captured in CLIN 0003.
14. Section 10.a of the Construction Security Plan & Classification Guidance (attached to the end of 01 11 00 SUMMARY OF WORK) refers to separate “SCIF design and construction plans and documents.” Are these applicable to this project?
GOVERNMENT RESPONSE: Yes, SCIF design is applicable to this project.
15. The RF Building does not indicate any shielding. Please confirm there is no shielding required.
GOVERNMENT RESPONSE: No shielding required.
16. Please confirm that there is no RF shielding required for the building (copper mesh, copper membrane, shielded doors, window film, wave guides, power filters).
GOVERNMENT RESPONSE: There is no RF shielding required for the building enclosure.
17. Please confirm that the No. Units on the Price Schedule for CLIN 0006 should read 2,000 CY and not 2,000
LF.
GOVERNMENT RESPONSE: Correct, please use the unit CY. Please see the Revised Price Schedule that is uploaded as an attachment in Amendment 0005.
18. The Price Schedule indicates CLIN 0009 as providing “audio-visual design services.” It also states to “Design and provide the audiovisual (AV) package and to prepare the supporting plans . . . “ Are we to assume that the word “package” is referring to providing the system itself, rather than a design package? We assume the intent is for us to provide the AV rough-in requirements as part of CLIN 0001, and the design and system itself under CLIN 0009. Please clarify.
GOVERNMENT RESPONSE: AV rough-in is to be in CLIN 0001. Refer to Specification section 01 30 01.00
23 DESIGN, PROCUREMENT, AND INSTALLATION OF FURNITURE, FIXTURES, AND EQUIPMENT
for requirements for CLIN 0009.
19. The Price Schedule indicates CLIN 0011 as including specific quantities of trees, shrubs, ground cover, and boulders. L-001 includes two plant schedules - a Base Bid and a Bid Option. The quantities are different. Please clarify the desired landscaping required for CLIN 0011. If it is based on the CLIN 0011 description, please define the specific plant types. If it is based on the plant schedules, please define which schedule/s should be used and if there is a bid option that would need to be added to the Price Schedule.
GOVERNMENT RESPONSE: Schedule A on sheet L-001 are the BASE BID plantings that should be included into the base pricing. The Schedule B plantings shall also be included but as a separate Bid Option to be accepted at the Governments’ discretion. Use quantities shown on L001. CLIN 0011 should read 28 ornamental trees, 188 shrubs, 540 ground covers, and 33 landscape boulders. Please see Revised Price Schedule uploaded with Amendment 0005.
20. The Price Schedule CLIN 0011 refers to “brick inlay at main entrance sidewalk.” This is not shown on the plans. If brick is required, please provide details.
GOVERNMENT RESPONSE: The brick inlay has been removed. Please disregard this reference.
21. CLINs 0012 & 00013 call for testing of windows for water and air infiltration at 10%, 50%, 75% and 90% of installation completion. Please define how many different windows and/or window types need to be tested at those milestones.
GOVERNMENT RESPONSE: Test (2) Type ‘A’ windows and (1) of every other window type at each interval of installation in accordance with ASTM E1105 requirements.
22. Demolition Note 4 on C-116 references CLIN#7. We believe this should be CLIN 0005.
GOVERNMENT RESPONSE: This RFI response changes the Demolition note 4 on C-116 to refer to CLIN 0005.
23. Demolition Note 7 on C-116 references CLIN#5. We believe this should be CLIN 0004.

GOVERNMENT RESPONSE: This RFI response changes the Note 2 on TA-010 to TA-013 to refer to CLIN 0009.
30. Wall Type E4 on A8-03 shows a metal stud exterior wall at the RF Building. Please confirm that the exterior walls are E3 and that E4 is not used.
GOVERNMENT RESPONSE: Refer to wall section A1 on sheet A-162 for RF Building wall type. Wall type E4 not used.
31. Section 01 14 00 1.1.a refers to approval of Phase 1 before starting Phase 2. Is there a specified lag time required to allow the Client to vacate Buildings 1558 & 1539 after completion of Phase 1 or is the approval the only time constraint?
GOVERNMENT RESPONSE: The construction phase will be 745-calendar days as per the solicitation. There will be a 548-calendar day outfitting period before the demolition of buildings 1558 and 1539 occur. The demolition will have a 365- calendar day duration. The total duration will be 1,658 days. Please see Revised Price Schedule that has been uploaded as an attachment to Amendment 0005.
32. Reference specification 01 30 01.00 23 DESIGN, PROCUREMENT, AND INSTALLATION OF FURNITURE, FIXTURES, AND EQUIPMENT. The second paragraph of Section 1.3 and 2.1.a refer to an “A/V Planned Modification CLIN” for the purchase and installation of the A/V. There is not a separate CLIN for this shown on the Price Schedule. Is the purchase and installation of the AV included in the Budget amount for CLIN 0014? If not, please provide a separate A/V Planned Modification CLIN. Or is the design, purchase and installation of the A/V to be included in CLIN 0009? The following is our understanding of the FFE and A/V – please confirm.
a. FFE Design Services: CLIN 0002
b. FFE Purchase & Install: CLIN 0014
c. A/V Design Services: CLIN 0009
d. A/V Purchase & Install: Either part of CLIN 0014 or separate budget amount needs to be provided by Government

33. Note that page 13 of 14 of the CCC Construction Security Plan & Classification Guidance states that any and all documentation pertaining to this project should be annotated and referred to as the Bldg. 1906 project. Is this required during proposal submission process.
GOVERNMENT RESPONSE: Bldg. 1906 will be the building number for the new consolidated communication center once it is constructed. Reference to Bldg. 1906 is not required pre-award.
34. 01 50 00-2.3.2 and 2.3.3 - 6’ Construction fence spec’d in this spec section is in conflict with eight foot temp.
construction spec’d on page 7 of 14 in the CCC Construction Security Plan & Classification Guidance document and should be addressed by RFI. Also, found in 015000-3.5.3 , 6’ fencing with green vinyl strips spec’d for storage are fencing as well. What are we to use for construction fence?
GOVERNMENT RESPONSE: 8’ construction fence should be used per the Construction Security Plan.
35. Referenced Spec. 01 35 29.13 Health, Safety and Emergency Response Procedures for Contaminated Sites in Spec. 02 81 00 Transportation and Disposal of Hazardous Materials, para. 1.4.1Referenced spec. for TDC responsibility is not provide in the specifications. Please provide?
GOVERNMENT RESPONSE: Omit reference to 01 35 29 13. Training requirements in 1.4.2 to be completed per 49 CFR 172 Subpart H.
36. SD Kimberly Clark Liquid Soap Dispenser on schedule says Stainless Steel, but I am told that it only comes in black or white. Do you have a manufacturer’s part number for this item?

37. On Sheet A-601, Room 120C calls for AF-2/CPT-2. Specification section 09 69 13 2.2.4.3.c. requires that all carpet tile on access flooring be installed with a one to one alignment: however, CPT-2 is a 9”x36” carpet tile and the access flooring panels are 24”x24”. In addition, CPT-2 is not static dissipative. Should CPT-5 be used in lieu of
CPT-2
GOVERNMENT RESPONSE: Concur, Room 120C to have CPT-5 on the Access floor vs. CPT-2.
38. 07 81 00 SPRAY FIREPROOFING 2.1 refers to UL 262 which covers gate valves for fire protection systems.
The drawings indicate UL X632 for W-shape columns on B2/A-111. Should the specification be changed?
GOVERNMENT RESPONSE: No, this should not be changed. The Design No. X632 should be used per the drawings. Please refer to the following:

39. Demolition drawing. GD 106, Demolition Notes 2, “existing vault, remove in its entirety”. Please provide additional structural information on size, depth, below ground, slabs, etc. so an accurate price can be determined for removal.
GOVERNMENT RESPONSE: No existing drawings or as-builts of the structures to be demolished are available for this scope. Please reference demolition sheets for all available information. Vault at keynote #2 is approximately 18’X11’X14’ tall w/ 20” CIP concrete walls. Include demolition of 2500 sf mezzanine in central plant (Mech Room 1). Mezzanine constructed out of 4” concrete on 1 ½” metal deck supported by wide flange beams spaced at 6’ oc and composite wide flange steel girders supported by (11) wide flanged steel columns on spread footings. Steel stairs provides access to mezzanine. Additional documents for the demolition of buildings B1558 & B1538 are available for Information Only. 40. Demolition drawing. GD 106, Demolition Notes 3, “existing underground vault, remove in its entirety”.
Please provide additional structural information on size, depth, below ground, slabs, etc. so an accurate price can be determined for removal.

41. Are their any existing drawings for Buildings 1558 and 1539 that can be furnished to help determine building materials, structure and finishes to be removed, so an accurate price can be determined for removal?
GOVERNMENT RESPONSE: See response to RFI 39.
42. Can the relevant project experiences 1-3 be over $30 million and projects 4-5 be over $15 million? Page 13 (Factor 1 Experience) of RFP states that “Size: 50,000 Square Feet (SF) or larger and/or a final construction cost of $30,000,000 or greater”. Page 21 (Factor 4 Past Performance) of RFP states that “Relevancy: Communication center, data center, and/or administrative facilities with construction cost of $15,000,000 or greater”. Please clarify.
GOVERNMENT RESPONSE: Factor 1, Experience and Factor 4, Past Performance are two separate factors. The solicitation requirements remain unchanged. Please propose in accordance with the solicitation.
43. From the site walk conducted 4-1-2021 there appears to be a below ground tunnel or vault located under B1558. Could you please provide dimensions (depth, length, width) of this structure for bidders to include in their demolition cost.

44. Will all or any of the existing furniture be removed from the buildings to be demolished?
GOVERNMENT RESPONSE: Existing furniture to be removed by the Government prior to start of demolition.
45. As access to B1539 was not allowed during the site walk could you please provide interior pictures?

62. Work Note 18 on page C-141, states all water utilities 5' outside of building to be owned and installed by Terrapin Utility Services and refers to general note 9 on page C-002 which has conflicting information. Terrapin is responsible for the connections to the building and the contractor is responsible for the work from the demarcation point on? Please confirm that Terrapin work shall not be in our contract and clarify what work will be done by Terrapin and what work needs to be in our contract.
GOVERNMENT RESPONSE: General note 9 on page C-002 applies. If a connection fee can be negotiated, Terrapin will construct all site water utilities up to 5’ outside the building. This contract is responsible for constructing all site water utilities from the building to 5’ outside the building. However, if a connection fee cannot be negotiated, then this contract is responsible for constructing all site water utilities except the connection to the Tesystem. See RFI 101.
63. Please provide a geotech report for this project, so that we may review.

67. Sheet A-135 states that we are to coat underside of structure and all structural members for fire proofing purposes. Spec section 07 81 00, 2.1, states we are to provide an intumescent fire protective coating as tested in accordance with ASTM E119 or UL 262. Neither ASTM nor UL had tested a spray applied fireproofing to a cold formed metal truss assembly. That being the case, there isn't a means to determine how much fireproofing to apply to the cold form truss members to achieve a rating. As a result, please provide the following:
a. 1. Confirmation that spray fire proofing is not required at the roof trusses.
b. Detail for such spray fireproofing at the roof trusses. This should include thickness required for the desired rating, as ASTM / UL does not have this assembly published.

74. Reference the control drawing “Zone Temperature Control – VAV Box with Reheat Controls” (¶3.3.1) on MI716. The depiction of AI1 and AI2 as two separate physical inputs to the box controller is not correct for any ddc manufacturer. Velocity pressure is measured using the pitot array factory installed by the box manufacturer. That pressure is sent by tubing to a pressure transducer integral to the ddc controller. The transducer converts it to an analog signal usable by the controller. Thus there is only one AI to the controller for flow measurement. If the engineer simply eliminated AI1 from the drawing it would be accurate both physically and schematically.
GOVERNMENT RESPONSE: A single AI is sufficient provided it serves as a calibrated air volume sensing device as specified in 23 30 00 section 2.12.2.
75. Reference the control drawing in ¶3.2.12 and the sequence in 3.2.12.2.2 on MI716. It would be helpful if the local reset button required in the sequence were also shown on the drawing. Same suggestion applies to other control drawings also.

76. ¶3.4.1 on MI711 has the following two requirements: (1) “Each chiller shall be provided with the following factory controls: Flow switch, flow meter, entering and leaving chilled water temperature sensors”. (2) “Each chiller shall be provided with a BACnet communication board”.
a. It would be helpful if those two requirements on MI711 were also inserted as schedule notes in the chiller schedule to make sure they do not get missed by chiller bidders.
b. For each chiller MI710 shows AI points for entering chw temperature, leaving chw temperature, and chw flow rate. For example AI16, AI17, and AI18 for CH-1. Are these points acquired by the building ddc system via the BACnet interface to the chiller factory control panel, or are these field installed points in addition to the identical chiller factory installed sensors?
c. For each chiller MI710 shows a BI point for flow switch status. For example BI13 for CH-1. Are these points acquired by the building ddc system via the BACnet interface to the chiller factory control panel, or are these field installed points in addition to the identical chiller factory installed flow switches?

78. Air handler drawings such as MI702 and MI704 show “averaging” duct mounted or AHU mounted relative humidity sensors. For example, AI14 on MI704. Unlike averaging temperature sensors, we are not aware of any manufacturer who makes an averaging duct RH sensor.
a. Is a conventional single point probe RH sensor acceptable?
b. If a single point probe is not acceptable, one solution is to use a sampling tube system like those used on duct smoke detectors to send a mix of air to an enclosure mounted on the outside of the duct or air handler. A humidity sensor designed to be wall mounted could be installed in the external enclosure. Is that acceptable?

79. Work Note M118 on MI111 says “exposed controls conduit and supports must be galvanized steel with industrial coating.” This note is applied to Room 105 which is a loading dock on the first floor in the southeast corner of Area A. Where the note in applied inside Room 105 the word “(TYP)” appear next to the note. This combination raises several questions:
a. “Industrial coating” is a broad description. Does that mean just extra thick galvanized, or plastic coating, or an ASTM salt spray standard, or ??.
b. It seems Room 105 is the only loading dock, so what is meant by the “Typical” tag applied to Work Note M118 in Room 105? On MI111 and all other drawings, to what specific other Rooms does Work Note M118 (MI111) apply? Work Note M118 does not appear on any other Mxxx Controls Floor Plans.
c. Does the Work Note M118 (MI111) conduit standard also apply to outdoor conduit for the chillers?
d. Does the Work Note M118 (MI111) conduit standard also apply to Rooms U-14 or U-15?
e. Work Note M118 on MI111 does not exactly match Work Note MI117 on MP111. Should it? Most of the same questions still apply after discovering Work Note MI117 on MP111.

Are the frames for these openings to be 14GA continuously welded frames as noted in 083473 Sound Control Door Assemblies 2.1.1.2? Paragraph 2.3.1 doesn’t list a specific gauge for frames at STC wood doors.
GOVERNMENT RESPONSE: All wood doors are to have STC 35 unless indicated in the door schedule, otherwise to have a higher STC rating. For interior STC 35 wood doors use Level 2 (16 Gauge) knock-down frames for drywall partitions per Section 08 11 13. For interior doors with STC higher that 35 use welded frames in Section 08 34 74 (14 Gauge). For STC 35 rated doors, provide hardware and accessories per Hardware Sets in Section 08 71 00 regardless of STC ratings. For STC ratings higher than 35 provide hardware accessories per Hardware Sets in Section 08 71 00.
99. ACM drawings indicate pipe insulation that extends into wall cavities and therefore the extent is unknown.
Please clarify how the offeror is to bid this scope. Hazard Analysis report states areas and footages of material requiring abatement but also has an accompanying set of plans. The value established makes some sense for the new P-003 construction perhaps, but is questionable for the completion of the demolition of existing buildings 1539 and 1558 that cannot be demolished until the government occupies new P- 3003, unless the areas being created by the removal of these existing buildings have plans for immediate use behind the completion of this contract. Please clarify.

But for a stockpile location that has been designated on the Civil Drawings, there appears to be no designated areas for Contractor / Subcontractor staging for trailers and worker parking. Please confirm that the existing parking lots at the west end of the project site outside of the LOD that is to have existing striping to be removed is an option for temporary construction trailers and POV parking for Contractor staff and construction work force. Advise of any additional locations that would be acceptable to the Contracting Officer.

106. Dwg. A-431 Elevator Pit Plans says see Structural drawings for waterproofing requirements, but structural dwg. A3/S-301 does not indicate any waterproofing for the elevator pit. Is waterproofing required for the elevator pita and what type of waterproofing is to be used?
