This request for quote [focuses only on key furniture items.] [All anticipated required items are included in this request for pricing.] The intent of this RFQ is to select a single [manufacturer] [packaged office dealer] for the products specified as the overall best value to the government.
Products indicated in this Request for Quote (RFQ) are the approved basis of design to convey general style and required performance. The identification of specific products is not intended to limit the consideration and selection of products provided by other manufacturers. Products meeting these salient characteristics and performance criteria will be considered and reviewed by the Interior Designer of Record (IDOR) and the NAVFAC Interior Designer and approved by the Contracting Officer.
Freight, design, installation, project management, and any other anticipated fees/costs must be identified and cover [all items in the SIN indicated above] for the total project, based on the floor plans provided with this RFQ. .. These items and any other anticipated fees/costs must be separate line items, clearly defined as a specified percentage of the product total. The proposed percentages must be held for the duration of the project.

The drawings in PDF and CAD format are included for your use. Quantities listed in the Best Value Determination (BVD) RFQ Spreadsheet are based on the preliminary design and are provided as a courtesy to aid in assessing the project for scope of work. Final order quantities will be the responsibility of the vendor awarded the project.
PROPOSAL REQUIREMENTS:
[Provide proposals in CD format only]. Please provide the following information in your proposal:
1. Price all the requested items utilizing your [BPA] [GSA contract] [Open Market pricing] on the BVD RFQ Spreadsheet and return a “live” Excel document. (Note that the Excel form has three (3) tabs for Part 1- 3). Partial proposals will not be accepted. All proposed products must be compliant with the Buy American Act or Trade Agreement Act.
2. Provide a single bookmarked PDF with the following information in the order shown:
a) Cover letter on the BPA vendor’s letterhead, summarizing the pricing total and outlining the vendors’s terms and conditions, signed by the representative managing the account. Include the BPA number and expiration date.
b) The BVD RFQ Spreadsheet response to Parts 1-3.
c) Literature images for all items proposed in the BVD Request for Pricing Form.
Provide supporting documentation to validate that items included in your proposal meet or exceed all requirements for the requested items in this BVD Request for Pricing.
[Include manufacturer’s cut sheets and specifications/pricer pages with specified features highlighted for each item submitted.]
d) [Detailed bill of materials (BOM) for [all items] [list specific items]. The BOM must include the quantity, part number, part description, list, sell, and discount based on the typical requirements. Clearly show which product line is proposed for each item proposed.]
e) Vendors must clearly flag/identify any and all proposed items that do not meet the required specifications. Proposals that do not flag/identify these items will not be considered.
f) Vendors must clearly flag/identify any product tolerances that will not safely, functionally and aesthetically accommodate the RFQ furniture layout and design.
Provide explanation and associated cost for any alternate layout and design required to achieve an acceptable solution.
g) GSA and other price increases will not be allowed for [12] [18] [24] months from the date of this RFQ. If future price increases are expected, approach manufacturer about holding current pricing. If a known price increase is expected, and current pricing cannot be held for the duration requested below, the pricing provided must reflect the anticipated increase.
h) Errors in product counts and/or overlooked product required for the installation are the responsibility of the dealer and costs cannot be added to the project after the pricing proposal has been submitted.
i) Price increases will not be allowed at a later date in order to meet specifications in this
RFQ.
j) Provide evidence of how the products can contribute to Sustainable Program credits for the project.
k) Provide other supporting documentation on the BPA vendor team credentials as needed/requested.
l) Provide a separate fee for product storage, in 30-day increments, in case of unforeseen construction delays. (See line item for this fee, not included in project total, on the BVD RFQ Spreadsheet.)
3. Manufacturer to provide design services, if required, based on specifications and/or typicals.
As-built drawings will be provided after award.
4. Enclosure (X) Project Specific Information shall take precedence over the minimum requirements outlined in enclosure (X) Performance Criteria.
5. It is the responsibility of the FF&E Vendor and the Construction Contractor must coordinate and determine the FF&E installation schedule and site conditions for installation. The FF&E dealer will be a sub-contractor to the Construction Contractor. Any issues regarding contract, payment, scheduling, safety, base access or liability are the responsibility of the FF&E Vendor and the Construction Contractor and are not the responsibility of the Government. The FF&E Vendor may be required to execute a sub-contract or Purchase Order with the Construction Contractor.

ERGONOMIC SEATING TECHNICAL SPECIFICATIONS
1. The chair shall be a high-performance, long-term ergonomic chair that meets or exceeds all
ANSI – BIFMA standards.
2. The chair shall have a fixed or ratchet-style adjustable back.
3. The chair shall be offered with a fixed and adjustable arm option. Fixed arms shall be available with urethane arm caps. Adjustable arms shall be molded urethane with resilient surfaces that protect the arms and worksurfaces.

Chair Mechanism
1. The task chair mechanism is to be a synchronized – tilt, 3-point pivot, or a balanced tilt style passive ergonomic types with a tension control that is easily reached by the user in a seated position.
2. Sliding seat pan or chair available in small, medium, and large sizes.
Pneumatic Seat Height Adjustment
1. The chair is to have a pneumatic seat height adjustment that allows a minimum of 4” for travel between 16” to 20” above finished floor.
2. An optional 7” height adjustment for travel between 15” to 22” in product offering is preferred.
Seat Depth Adjustment
1. A seat depth adjustment is required with a minimum range of 2” or various size chairs offered. A waterfall edge is required.
Adjustable Lumbar Support
1. A manually adjustable lumbar is required with a minimum of 3.75” of vertical adjustment and can be reached easily from a seated position.
2. Additional offerings with independent support controls on each side of the lumbar control along with a passive pelvic support at the lower part of the mechanism is preferred.

CASEGOODS TECHNICAL SPECIFICATIONS
This specification establishes the minimum requirements for the acquisition and installation of the complete and usable suite of furniture composed of wood panels, supporting components, electrical hardware, communication and data cable routing, locking features, special electrical features and accessories.
Requirements and configurations shall be in accordance with the furniture layout and typical types shown in drawings and specified herein. If dimension variations are not mentioned after the called out dimension within this specification, nominal dimensions are acceptable. Components and hardware shall be provided by a single manufacturer and shall be a standard commercial product as shown in the vendor’s current GSA pricelist. Vendor shall submit a single product solution for the workstation. All product must be branded from the same manufacturer with the exception of the articulating keyboard tray, monitor arm, CPU holder, work tools, adjustable height legs, and task lighting.
Casegoods General Requirements are as follows:
1. Lines should offer Contemporary, Transitional or Traditional design element options.
2. Contractor shall provide casegoods products that meet or exceed the requirements of
ANSI / BIFMA X5.5.
3. All products must be available on GSA contract.
4. All products shall carry a minimum 10 year warranty. Limitations or exclusions involving materials and components such as lamps and ballasts, wood veneer, and upholstery fabric are acceptable.
Construction and Materials
1. Minimally acceptable cores shall be composed of lumber core plywood, minimum (3) ply-particleboard or MDF as defined in ANSI A208.1. They shall be of sufficient strength, and designed to prevent top from warping while in normal use.
2. All exterior wood veneered surfaces shall be grade A architectural veneers of genuine walnut, mapleor cherry. The veneer shall be a minimum one-thirty-second inch (1/32” or .03125”) thick before sanding and carefully book matched or reverse slip matched for color and grain. The veneer shall be in full length pieces, applied in balanced construction. All wood shall be thoroughly air and kiln dried to a moisture content not to exceed seven percent (7%) at time of assembly. All exposed wood and veneer shall be bright, well sanded and free from brashness, discoloration, worm holes, pits and shakes.
All wood shall be free of defects affecting appearance, durability and serviceability.
3. Laminate tops shall be a standard option with high pressure plastic laminate meeting NEMA LD3 specifications. The laminate shall be of a uniform quality, free from blisters, wrinkles, cracks, scratches, dent marks, heat marks or other defects. The laminate shall be .040” thick. The pattern, color and finish shall closely match the veneer pattern of the desk pedestals and panels. The top surface shall have a non-glare or “matte” finish.
4. Work surfaces shall be a minimum 1 3/16” (1.1875”) thick with a minimum of 3-ply balanced construction.
5. Edge detail must be solid wood.
6. All floor casegoods to have adjustable leveling glides and shall be inserted into solid wood cleats.
Drawers
1. Drawer fronts shall be solid wood, MDF, lumber core, or a minimum three (3) ply balanced laminated construction of minimum forty-five pound (45lbs.) density fiber-core material with face veneer on the exposed side.
2. Drawer fronts shall attach separately to the drawer box.
3. Drawer boxes shall be constructed of solid wood, lumber core, wrapped MDF or particleboard, or metal materials.
4. File drawers shall utilize a heavy-duty full extension metal ball bearing slide for smooth operation. Box drawers shall utilize a full extension slide.
Finishes
1. Desk tops shall have a minimum 95%, full fill finish.
2. Finishes shall be a pre-catalyzed varnish, uv coating or comparable for maximum stain resistance and durability.
3. All wood casegoods, storage, conference room furniture and wood seating shall be available in a variety of finishes including Walnut, Mahogany, Beech, Cherry and Maple.
4. Finishes shall be available in low luster and optional high luster sheens.
5. Laminate finishes for work surfaces shall be offered in finishes to match solid wood, and wood veneer components.
6. Veneer grains on “U” desk configurations (e.g., desk, bridge, credenza) shall run in the same direction.
7. Custom finishes shall be available.
Product Design and Offering
1. Work surfaces shall be available in a variety of sizes and styles. Custom sizes and shapes shall be available per government specification.
2. Manufacturers’ product line must have a minimum of the following pieces; single and double pedestals, bullet and bow desk shapes, returns, credenzas, transaction tops, bridges, file cabinets, bookcases, overhead storage, storage cabinets, pedestals, wardrobes.
3. Desks shall feature removable or hinged panels on the desk’s approach or user side to access wire management. Wire management capabilities shall be built inside the furniture.
4. Locks shall be standard on all desks, credenzas, returns, undersurface pedestals, and certain storage units. Lock cylinders shall be removable if rekeying is necessary. Key random and key specific options are available.
5. Optional items such as keyboard trays, tack boards, center drawers, and monitor arms products shall be available (teaming agreement option).
6. Furniture mounted task lights shall be standard on upper storage units and shall not be less than 6” shorter than the corresponding storage unit from which it is hung. All task light power cords shall be enclosed within a vertical wire cover or clipped between the overhead storage and the work surface.
Panel Options
1. Modesty panels for modular desks shall be recessed under the desk top.
2. Bridge modesty panels shall be used in conjunction with component work surfaces to create a modular bridge unit. Three-quarter or half-height modesty panels shall be available for access to voice, data and electrical outlets.
3. Return modesty panels shall be used in conjunction with component work surfaces and undersurface pedestals to create a modular return unit. Three-quarter or half-height modesty panels shall be available for access to voice, data and electrical outlets.
4. Back panels can be attached to undersurface pedestals to provide a finished back.
5. Undersurface pedestals can support the end of a work surface and are spaced to accommodate back or modesty panels or provide space for cable access.
6. End panels or T-leg end panels can support the end of a work surface when there is no pedestal. End panels are used to accommodate modesty panels; T-leg panels do not require a modesty panel.
Storage Options
1. Upper (set on surface) bookcases shall be available in 42” to 54” heights and be offered in widths of 18” to 60”. Bookcases shall be offered in veneer or laminate finish and have wood, frosted glass or metal door options.
2. Overhead cabinets shall be available in 16” to 30” heights and be offered in widths of 18” to 72”. These shall be offered in veneer or painted MDF finishes and have multiple door options including wood veneer, frosted glass, painted MDF or metal.
3. Wall mounted cabinets shall be hung with wall mount brackets.
4. Vertical wardrobe and storage units shall be available in heights to line up with the total height of desk and upper bookcase units combined.
Technology
1. Grommet locations may be specified for factory installation on desks, works surfaces and credenzas.
2. Panels on approach or user side of desks shall be removable or hinged to allow for access to internal wire management capabilities.
Ergonomic Tools:
1. Monitor Arms:
a. Monitor arm ranging from 8 – 40 lbs, offers min. 11.5” of dynamic height adjustment and up to 22” of depth adjustment.
b. Optional crossbar: Rugged, high-capacity construction that supports two monitors side-by-side and facilitates simultaneous adjustment; easily able to add crossbar to an existing single monitor arm.

DORM and QUARTERS METAL FURNITURE (BEQ) General Features:

DORM AND QUARTERS METAL FURNITURE TECHNICAL SPECIFICATIONS:
This specification establishes the minimum requirements for the acquisition and installation of the complete and usable suite of metal dorm furniture composed of metal panels with wood trim, supporting components, heavy duty hardware, locking features, special electrical features and accessories.
Requirements and configurations shall be in accordance with the furniture layout and typical types shown in drawings and specified herein. If dimension variations are not mentioned after the dimension called out within this specification, nominal dimensions are acceptable. Components and hardware shall be provided by a single manufacturer and shall be a standard product as shown in the most recent published price lists or amendments.
General Requirements
1. Design/Aesthetics: The design shall be age appropriate for men and women within the range of 18-28 years of age. Style shall be appropriate for small campus like spaces. All furnishings shall have simple lines and detailing that is durable and easily maintained. All furnishings specified herein shall be of a design, material and workmanship to withstand heavy daily usage over an extended life with a minimum of maintenance and repair.
The style shall include a full range of dorm and quarters furniture pieces.
2. Manufacturer Requirements: Dorm and Quarters manufacturers must be able to manufacturer all coordinating products listed in this document. Offeror/Dealer must have in-house services including sales and installation. Offeror/Dealer must have warehousing capability.
3. Mockups: Room mockups may be required on a project by project basis. Evaluation of the mockup will be conducted by the NAVFAC Interior Design POC, Base Property and End User, if desired. Mockups may be required to remain on site until project installations are complete.
4. All products must carry a 25 year warranty.
5. Finish samples shall be required for final approval prior to production of any orders.
Construction and Materials All steel shall be cold rolled, oil treated, dimension stock steel of commercial grade quality conforming to international standards. Low carbon steel shall be ASTM A366 standard with the highest grade carbon quality available. Weight per sheet in lbs shall be 120 lbs per 60” x 144” size sheet.
Thickness should be a min of 1.2-1.5mm thick (18-16 gauge). Where 16 gauge is called for lesser grade shall not be considered equal. All square tubes shall be 16 guage, 1.3mm thickness.
1. Internal construction should allow for easy parts replacement.
2. All welding and rivets shall be smooth to the touch and visually without dimple or indentation.
3. All welding shall be smooth to the touch and visually without dimple or indentation, which could cause visual adversity or affect the structural integrity of the tubing
Underbed Storage
1. Recessed locking device.
2. Solid mattress decking
3. Gas cylinders for easy opening and closing of underbed storage lid.

5. Angle of lid when opened should not exceed 45 degrees.
6. Gas Springs to require min. lift force when opening and closing.
Shelves
1. All shelving to be fully finished and adjustable.
Drawers
1. Drawers to have recessed padlock hasp.
2. Pullout drawers to have 2 sets of 150 lb minimum, full extension, steel ball bearing drawer glides.
3. Drawer construction and materials, to include drawer bottoms, shall be able to withstand a load of 125% of the rated load of the drawer glides without sagging or failing.
Laminated Tops
1. Laminate color shall match the wood species finish and color.
2. Laminate shall be high pressure grade that meets or exceeds NEMA LD3-2005 for Grade VGS specification and performance of specified color with a nominal dimension of 0.031” thick face glued to ¾” thick MDF with a standard 0.02” phenolic backing sheet. Where wood grain plastic laminate is called for, laminate is to match the color and grain of natural (sealed, or stained and sealed) wood as closely as possible. If match is unachievable with laminate specified due to the inherent color of wood, manufacturer is to submit an alternate wood grain laminate, wood finish sample and edge banding sample for approval.
3. Edging for laminate shall be 3 mm PVC with matching grain pattern.
4. Laminate Top shall be butt jointed to side panels and fasted to case with screws.
Hardware
1. Bearing glides, wherever required, to be high quality steel ball bearing drawer glides with full extension and epoxy or powder coated to match finish requirements
2. Single locking system in powder coat finish is required on lift top beds w/drawers, wardrobes and desk units. Please provide matching matte black scuff plates behind each hasp lock area where wood finish would be prone to scratching.
3. All shelf supports to be metal powder coated in powder coat, to match color of hardware package.
4. Metal powder coated hooded drawer and door pulls in powder coat is required, with a minimum of four (4) concealed screw attachment points required.
5. All handles to be steel powder coated to match hardware package with mounting hardware of heavy duty quality.
6. Levelers to be nylon based (felt covered to protect flooring), color: black or silver
7. Provide generic wire management where required.
8. Hardware made in the USA is preferred.
Task Lighting Provide energy efficient 18” wide LED task lighting. LED to have a 2700 K color temperature and a minimum of 1050 Lumen or 97 footcandles output. Cord is required to have a 45 degree flat plug.
Finishes All metal pieces shall have a powder coat finish with an epoxy finish that is a minimum of 1.5mil thickness and a hardness of 3H.
All finishes shall be formaldehyde free and low or no VOC. Acrylated UV curable epoxy and polyester finish or water based acrylic are acceptable finishes- no catalyzed lacquer or other solvent based finishes are allowed.
The wood, laminate and metal finish on all furniture pieces shall coordinate. Provide scratch resistant finish coats on all furniture pieces. All surface finishes shall be electro-statically applied utilizing electro-static finishing processes. All six sides on any three dimensional items shall be finished to ensure a full barrier and shall be suitable for construction grade institutional use quality.
Sustainability and Warranty
1. Greenguard, MAS Green, or SCS certification is required.
2. FSC certified wood may be required. If the supplier is a certified member of the Forest Stewardship Council or subscribes to a similar program that promotes sustainable logging practices, a verifiable certification number shall be provided. FSC certification may be considered an advantage over other certifications.
3. Finish coats should use low VOC materials.
4. All finishes shall carry a minimum of a 10-year manufacturer warranty for pealing and chipping.
Painted finishes must comply with Federal Regulation 16CRF 1303 for lead content.
Metal Bunkable Bed Unit
1. Bed ends shall be steel. Bed ends shall be tool-less, 4 ladder style with 1 ½ x 1 ½” posts with concealed steel adjustable height pin settings.
2. Brackets shall be U-shaped and made of metal and secured to bed posts with bolts. Brackets to match bed ends in powder-coated finish.
3. Metal Finish shall be thermoset epoxy powder coated finishes electro-statically applied utilizing environmentally friendly, state of the art painting processes. All surfaces shall be cleaned and washed and sprayed with top sealers prior to a 21-step finishing process.
4. Horizontal bracing at end of bed is preferred.
Wardrobe with Full Doors and Drawer Option
1. Metal unit featuring a fixed shelf with coat hooks, clothes rod mounted with towel rod.
2. Provide riveted steel construction and nylon leveling floor glides
3. Ensure construction allows for replacement of individual components.
4. Provide a 3 point latching locking mechanism on door handle capable of using a padlock.
Wardrobe with Full Doors
1. Metal unit featuring a fixed shelf with coat hooks, clothes rod mounted with towel rod.

Footlocker
1. Provide a steel footlocker with removable steel trays. All Steel shall be cold rolled treated, dimension stock steel. Low-carbon steel shall be ASTM A366 standard with the highest-grade carbon quality available. All steel shall be commercial grade quality cold-rolled steel grade conforming to international standards. Weight per sheet in lbs. shall be 120lbs per 60” x 144” size sheet with Riveted Steel Construction. Construction must allow for replacement of individual components.

General Features:
Manufacturer must have the same desk base/modular product as the panel system, using the same components (storage, worksurfaces) as the panel system. Desk supported and wall mounted overheads must be available as part of manufacturer’s standard offering.
Electrical Incrementation 11”-14” All storage including towers, overheads, and files must be available in steel construction.

SYSTEMS FURNITURE TECHNICAL SPECIFICATIONS

Workstation requirements and configurations shall be in accordance with the furniture layout and typical workstation types shown in drawings and specified herein. If dimension variations are not mentioned after the called out dimension within this specification, nominal dimensions are acceptable. Components and hardware shall be provided by a single manufacturer and shall be a standard commercial product as shown in the vendor’s current GSA pricelist. Vendor to submit a a product solution using a single manufacturer for the workstations. All products must be branded from the same manufacturer with the exception of the articulation keyboard tray, task lighting, and work tools.
Panels
1. The panel frame shall be a metal.
2. Panel thickness including the fabric outer surface shall be approximately 3”-4” (+/- 1/8”). The panel shall be a moveable monolithic panel or segmented. Worksurfaces and other components must be able to attach in 1 - 2 inch increments.
3. Stackability: Each panel shall have the ability to accept a minimum of two additional stack units, on the base load bearing unit, without replacing the base panel (s) or having to counter balance the panel.
4. Each panel shall have the ability to route utilities within the stack unit.
5. Panel heights shall fall into the following height ranges: 36” to 42”, 48” to 57”, 64” to 68”, 78” to 82”H. 78” – 82” height may be achieved with a base panel and one stack on panel. All panels shall be available in approximate widths of 24, 30, 36, 42, 48 and 60 inch.
6. Panel system to have a sliding door unit as part of the product’s standard offering
7. Base raceways shall be provided with every panel. The base raceway must be 3 3/4” to 8” high. Magnet held base covers will not be accepted. The raceway cover and top caps shall be constructed of painted roll formed metal (see general note).
8. Cables shall be capable of being accessed behind the removable pad/skin covers. The base raceway shall allow lay in cabling and as required, shall include any cable management accessories to do so. Each stack on panel segment shall have the ability to route utilities within the stack unit.
9. Modesty and privacy panels for free standing workstations shall be mounted on desk top or side without interfering with the work surface.
Panel Connectors Panel connectors shall be constructed of steel or aluminum. They shall be available in straight, two-way, three-way, four-way, end-of-run, T-mount, off modular, and wall mount conditions.
Light blocks shall be installed the full length of the connector. The panel connector shall accept adjoining stack on segments without removing the existing connector.
Face Tile
1. All panels, pads and connector cover seams shall be no more than ½ ” thick.
2. Face tile options should include tackable fabric, embossed metal, glass, wood and marker board options. All pads/skins shall have a metal hooks for attachment to panel. Fabric pads shall be bonded to the frame with an adhesive. Paper management pads/skins (slatwall) shall be constructed of extruded aluminum or steel with a powder coat finish (see general note) and allows the mounting of various types of paper and accessory management devices. All pads/skins 48 inches above the floor shall be structurally engineered so that when overhead components are added to the panel the pad/skins are not crushed.
3. The panel’s fabric shall be field replaceable, so that the entire panel doesn’t have to be replaced.
Electrical
1. The systems furniture is pre-wired to a wiring harness and shall meet one of the following configurations:
5-wire harness consisting of 3 circuit conductors, 1 oversized neutral conductor and 1 equipment grounding conductor.
8-wire harness consisting of 4 circuit conductors, 1 oversized neutral conductor, 1 full sized neutral conductor and 1 separate equipment grounding conductors.
Serve 5-wire harnesses with 3 separate circuits and 8-wire harnesses with 4 separate circuits.
Provide oversized neutrals to match the harness configuration and balance loads between circuits and phases. A single circuit must not serve more than 4 cubicles under any circumstances.
