About this file

This document outlines training requirements for security guard personnel working on a regional security operations services contract for Naval District Washington. The contractor must provide labor, management, supervision, and equipment to perform security services at various Naval Support Activities and facilities in the Washington D.C. and Maryland areas, including the Washington Navy Yard, Naval Research Laboratory Chesapeake Bay Detachment, and Walter Reed National Military Medical Center. The document specifies mandatory pre-duty, annual in-service, and weapons training requirements across multiple phases. Pre-duty training includes administrative, physical security, legal, patrol, unusual incidents, and professional skills subjects. Annual in-service training must include standard subjects and additional site-specific topics. Weapons training and qualification requirements are outlined for initial and ongoing armed security personnel. Minimum training hours vary based on guard posts and phases but can total over 100 hours pre-duty and 24 hours annually, excluding weapons qualifications.

For example, if the Contractor proposes and hires personnel who are employees of the previous/incumbent contractor for the same or very similar positions and are fully qualified by virtue of training and experience, then those personnel shall not need to undergo duplicate Pre-Duty Phase I and Initial Phase III Training in relation to this new contract. Contractor must obtain, review and verify acceptability of employee training records in this regard. Such certification shall list employees by name and social security number.
Note 3. In the event of personnel turnover, the Contractor shall provide such certification for new employees before the start of any work by the new employee(s). If the Government determines that Contractor employees do not, in fact, possess such required training and qualifications, or if employees fail to successfully complete Phase Two Training annually, then the ACO will direct the Contractor to immediately remove such employees from duty and to provide qualified replacements. If the Contractor fails to provide such replacements, the Government may exercise one of its options under the CONSEQUENCES OF CONTRACTOR'S FAILURE TO PERFORM REQUIRED SERVICES Clause, Section E, or may exercise other options available through other provisions of the contract.
Note 4. No person will be authorized by the Government to be armed unless that person is currently qualified in the use of assigned weapons. In order to qualify, Contractor personnel who are required to be armed must satisfactorily complete the firearms training described in OPNAVINST 3591.F, OPNAVINST 5500.29C and as outlined below. Weapons Training is composed of: Initial (Pre-Duty), Annual and Semi-Annual requirements.
Note 5. No Contractor guard shall bear firearms on board a Naval Installation or activity until written certification of qualification meeting Navy Standards (OPNAVINST 3591.F pertains) is provided by the Contractor, and the guard has successfully completed training in the use of deadly force per OPNAVINST 5500.29C, and rules of engagement. In addition, contractors must comply with provisions prescribed by the State (or DC) in which the contract is administered/performed, including current licensing and permit requirements.
Note 6. The Government will provide a qualified Small Arms Range Instructor and Firing Supervisor. Contractor shall submit requests for use of the Government Range Facility and services to the NDW Armorer, via the NDW Security Officer 90 days in advance of the desired date. The Government Provided Range Facility and Range Personnel will be provided only for the Annual Qualification of Security Guard personnel. The Contractor must provide Range Safety Officers. All other firearms training, practice, familiarization and qualification practice shooting must be provided by the Contractor at his expense at another location/facility.
