142. Please provide the existing sequence of operations of the ATO.

145. Per the HAZMAT Report Conclusions and Recommendations: Lead-based and lead-containing paints were identified during the survey. Removal of materials with lead as a result of renovation activities does not necessarily constitute a lead abatement provided the removal has not been included in the renovation plans to reduce or eliminate a lead hazard. However, if lead materials are removed with the intention of reducing or eliminating a lead hazard, then the removal must be performed by a licensed lead abatement contractor.

Please advise if “reducing or eliminating a lead hazard” is part of the “intention” of this project and that these materials are to be abated as part of the general contractor’s scope, or if the report was provided simply to notify contractors of their existence.

Response: Report is to notify contractor of the existence of lead containing material. Contractor shall perform abatement if materials are disturbed in the process of performing the scope of work.

146. Are there any permits, from the base or the city that must be obtained prior to beginning any work?

Response: Refer to Division 01 of the specifications for required permits and items such as safety plans.

147. Will all project personnel be required to obtain a badge prior to beginning any work?

Response: Refer to specifications for access requirements. All personnel will need access via badge or pass. Requiring a badge in lieu of pass depends on the nature of their work and frequency of their activity on base.

148. Is there a cost to the contractor for obtaining a badge from the base?

Response: There is no cost for badges. Manpower to obtain badges is the responsibility of the Contractor.

149. Is a full time QC Manager required to be on the job site during the performance of either project?

150. Can the Superintendent also serve as the SSHO and implement and administer the contractor’s safety program and Government-accepted Accident Prevention Plan?

151. Please confirm that the Commissioning Agent for both projects will be employed by the Government and responsible for the development of all required commissioning plans.

152. The Replace Electrical Controls and Transfer Switches Project requires full preventive maintenance and testing according to NETA guidelines and manufacturer’s written instructions for the switchgear and all main, tie and branch circuit breakers (see drawings E-001 and E-601) prior to making any modifications to the controls. Is the contractor responsible for making any repairs that result from this preventative maintenance and testing before modifying the controls required by the contract documents?

153. Reference: Section 019100.15 – Total Building Commissioning. CLIN 0001 Specification Section 01900.15 paragraph 1.1 Summary states “The Commissioning Agent for this project has been employed by the Government.” CLIN 0002 Specification Section 019100.15 paragraph 1.1 states “Employ the services of an independent Commissioning Firm. The Commissioning Firm must be a first tier subcontractor of the General or Prime Contractor and must be financially and corporately independent of all other subcontractors.” Which of these is to be used to determine who is to supply the Commissioning Agent or Firm for this project?

Response: See response to RFI#45

154. Reference: Specification Section 013216.00 20 – Small Project Construction Progress Schedules. As only a

162. Reference: Existing Ceilings. Can we be provided with Reflected Ceiling Plans for CLIN 0002 area to properly determine the ceiling removal and replacement required for the installation of conduits?

Response: See RFI #95 response.

163. Reference: Steel and Aluminum Market. With the current state of the Steel and Aluminum market due to the tariffs being imposed subcontractors are only guaranteeing the proposals for 10 to 30 days. Due to the length of time it normally takes to review and award the MACC ‘s will we be provided with the opportunity to adjust our proposal due to any increased cost in these areas?

Response: The Government intends to award without discussions. Therefore, most likely, price adjustments during pre-award may not be applicable. However, FAR Clause 52.216-4-Economic Price Adjustment-Labor and Material will be added to the Seed Project.

164. Contract docs indicate demo of 210C air cooled chiller but does not reference associated piping, valves, etc.

Does this include piping, valves, etc.?

Response: Refer to MD-403 keynote 2. Piping and other appurtenances are indicated. Points of demolition for piping are indicated.

165. Contract docs require temporary chilled water sources for duration of project; no location is specified for this equipment. Is rooftop structurally capable of supporting this equipment? If so, location? If not, a location at ground level?

166. Specification 236410 – 2.3.c calls for “Motor enclosure type may be either TEAO or TEFC.” Is the purpose of this specification to address heat rejection by the chiller motor? If so, chiller heat rejection is typically ~1% of the chiller tonnage; would supplemental cooling be an acceptable substitution for this specification?

Response: In reference to Specification 236410, paragraph 2.3.c, delete sentence “Motor enclosure type may be either TEAO or TEFC”. Supplemental cooling is not required.

167. Some of the penthouse level metal floor grating was noted to be in poor condition and recommended to be replaced. Contract docs only indicate painting existing exposed surfaces. Should grating demo and replacement be included?

Response: The drawings call for the new grating to be galvanized, therefore the new grating does not need to be painted.

168. What is the definition of ‘GC’ as is indicated on the drawings as ‘Circuit GC-02’? For example on 1st floor Drawing E-101, it shows that existing circuit ‘GC-01’ is to be intercepted from an unidentified panel in Room 1440 and re-routed to existing panel ‘LU-102’ located in Room 1437. We need this information so that we and the tenants know what is being disconnected.

Response: Tenants will be made aware by NRL 210 facilities staff what equipment outages will affect.

169. Specification 23 64 10 - 2.3.c calls for "Motor enclosure type may be either TEAO or TEFC- Is the purpose of this specification to address heat rejection by the chiller motor? If so, chiller heat rejection is typically ~1% of the chiller tonnage; would supplemental cooling be an acceptable substitution for this specification?

Response: Refer RFI #166 response.

170. Amendment 0005, RFI 45 response states recommend these requirements be waived. Please advise if requirements are waived and if so exactly what?

Response: Specification 236426, paragraph 3.6 requirements are waived.

171. Amendment 0005, RFI 45 response states additional equipment will be required to properly maintain the cold loop independently of the current system. Who is to provide this additional equipment and exactly what needs to be provided?

Response: Subcontract with the existing vendor. Provide additional equipment under this contract.

172. Amendment 0005, RFI 45 response states Contractor shall subcontract to the existing water treatment contractor for this work whereas RFP Drawing M-401 Note 22 states to coordinate with the current company. Please clarify which is correct?

Response: Subcontract with the existing vendor. “Existing contractor” and “current company” are one in the same.

173. Please refer to RFP Replace Chillers Buildings 210D and 210C RFP Specification Section 23 64 26, paragraph 2.6, Water Treatment. It appears there is no contract requirement for water treatment of the condenser water except per Drawing M-401 Note 12. Please confirm if this is correct?

Response: Contractor is to subcontract to existing water treatment company for additional condenser water chemical treatment. Contractor is required to treat chilled water systems per specifications with any provider who meets the specification requirements.

174. For the chilled water the specifications says to provide a shot feeder for the chilled water. Is that the shot feeder shown on Drawing M-404?

Response: Correct, shot feeder for Building 210C on M-404 is new. Chilled water shot feeder for Building 210D on M-401 is existing and requires connection per note 12.

175. In conjunction with the above RFI, if not, where does the new one get installed?

Response: See RFI #174 response.

176. The specifications are vague regarding the water treatment contract requirement, specifically paragraph 2.6.2.

Please detail the full scope of any water treatment desired for this job.

Response: See RFI #170 through #174 responses.

177. Please refer to RFP Replace Chillers Buildings 210D and 210C RFP Specification Section 23 00 00, paragraph

207. We have a concern regarding the stated contract performance period for the SEED project of 360 calendar days duration. We have been advised that the fabrication and delivery lead time for the chillers can be as long as 16 weeks after submittal approvals, which when taking into consideration the mandatory 20 working day Gov.

review period (Section 01 33 00, 1.10.e), which we anticipate could take an additional 8 weeks for a total of 24 weeks (approximately 170 calendar days) thus leaving only 190 calendar days to complete the actual work.

Wherefore, we respectfully request that NAVFAC reconsider the contract performance period for the SEED project, we believe it should be no less than 420 calendar days. Please advise.

Response: Contract duration for the Seed project is hereby revised to 420 calendar days.

208. Drawing E-001 Notes that PM and Testing of existing switch gear will occur over weekend outages. Note 3 on drawing E-601 states that the draw-out breakers are restricted to 4 hour outages. How are these two statements to be understood? Is the breaker PM and Testing to occur only on weekends and only 4 hour per weekend or is the work to take place throughout the weekend in multiple 4 hour increments. If the latter is the case please provide the duration of time between outages so we can estimate the number of weekends needed for the Preventive Maintenance and Testing of all the existing switchgear breakers

Response: PM and Testing can take place throughout the weekend outage; however, there are a number of breakers, indicated by Note 3 on drawing E-601 substation schedules that are restricted to a 4 hour outage. Multiple four hour outages are permissible. Submit Outage schedules to Contracting Officer for approval prior to testing.
