uctural grating for the ide the tent of ly and

N4008018R0007

Response: The level and severity of rust varies throughout the existing steel, with some areas being entirely clear of any deterioration. The contractors would be more qualified to observe and determine the total cleaning effort required so that all the steel in contract scope meets the qualifications of SSPC-SP3.

Recommend the government provide site pictures to contractors, or allow for a contractor walk-through of the site, to help facilitate clearer bidding.

52. In conjunction with the above RFI, Structural Steel Note L4 states to clean, prepare and re-paint the existing exposed roof dunnage, platforms and guard rail steel. Please advise if we will be required to remove the existing metal galvanized grating prior to cleaning, preparation and re-painting of existing exposed roof dunnage, platforms and guard rail steel?

Response: If the contractor believes that he or she can clean and paint the required steel while the existing grating remains in place then removal of the grating is not required.

53. In conjunction with the above RFI, Structural Steel Note L6 states the existing grating shall be cleaned IF directed by the Contracting Officer and touched up galvanizing applied. Without pre-bid clear direction, it is impossible for the Offerors to determine the cost associated with this undetermined task of work. We respectfully request the Gov. provide the Offerors clear direction, with detailed drawing(s), detailed description, quantities, photographs etc. clearly delineating the extent of the cleaning, preparation and re-galvanizing scope of work for their use in establishing all cost accordingly and therefore ensuring equity in bidding across all Offerors.

Response: The level and severity of deterioration varies throughout the existing galvanizing, with some areas being entirely clear of any deterioration. The contractors would be more qualified to observe and determine the total effort required to restore the state of the overall galvanizing. Recommend the government provide site pictures to contractors, or allow for a contractor walk-through of the site, to help facilitate clearer bidding.

54. Please refer to RFP Replace Chillers Buildings 210D and 210C, Drawing M-001. Hazardous Materials Summary indicates lead base paint exists on the existing metal platform beams on the roof. Please clarify if this is in fact correct?

Response: Yes, this is correct.

55. In conjunction with the above RFI, if correct, please clarify if only the beams or the metal grating as well?

Response: Lead was present on the beam and the chiller platform.

56. On drawing E101, GC-01 through GC-04; On drawing E102, GC-20, GC-21, GC-22; on drawing E103, GC-31, GC-32, GC-33, GC-34 and 39 to be intercepted from existing branch circuit, but panel schedule shows to provide new breaker. Please clarify, and if they were originally fed from different panel, please indicate the original circuit, if old conduit and conductors are to be removed.

Response: The intent is to provide the GC circuits, which are currently only served by a normal power source, with a means to be connected to the emergency power distribution provided by the generator.

This is effectively done by connecting these branch circuits to panelboards that are connected to the emergency power risers. As a result of Panel DHU-1 being provided with emergency power via under this contract, all panels on this riser are emergency power (see E-703).

Therefore, Disconnect GC circuits, listed above, from their existing normal power source. Intercept conduit and conductors outside of the room of device location. Provide conduit and conductors and connect GC circuits to new power sources as indicated. Unused existing conduit and conductors shall be removed back to nearest source.

57. On drawing E101, GC-01 and GC-02 to be connected to Panel LU-102, circuit 21. The panel schedule on drawing E-602 shows separate circuits, please clarify

Response: Combine conduit and conductors from both locations and land on LU-102 circuit 21.

58. On drawing E101, the connection is shown between GC-02 and GC-03, and the panel schedule on drawing E-

602 shows GC-03 and GC-04 on same circuit, and GC-02 on different circuit. Please clarify.

Response: Connect GC-02 to circuit 21. Connect GC-03 and GC-04 to Panel LU-102, Circuit 23.

59. On drawing E102, GC-14 to be connected to LUE21, circuit 14. The drawing does not show the location of the panel. Please advise the location.

Response: Connect GC-14 and GC-28 to Panel LUED3, Circuit 26

60. On drawing E102, GC-28 to be connected to LUED3, circuit 26. The panel schedule does not indicate GC-28.

Please clarify.

Response: See RFI # 59 response.

61. On drawing E103, the connection is shown between GC-31 and GC-32, and the panel schedule on drawing E- 603 shows GC-31 and GC-32 on different circuit. Please clarify.

Response: GC-31 and GC-32 Connected to same circuit. Refer to drawings on “Attachment 10 CLIN 0002 1325675 -141-98 NRL-210 Control & Transfer Switches - Revision Set.

62. On drawing E103, GC-37 to be connected to LUED3, circuit 26. The panel schedule does not indicate GC-37.

Please clarify

Response: Connect GC-37 and GC-38 to Panel LUED3, Circuit 27. Provide single pole 20A circuit breaker in existing space. Provide updated panel register.

63. On drawing E103, GC-38 to be connected to LUED3, circuit 21. The panel schedule shows different equipment connected as existing. Please clarify.

Response: See RFI# 62 response.

64. On Sheet E-101, Panel LUE22 is indicated as a location for a homerun. However this panel is not shown anywhere. Please advise.

Response: See RFI# 17 response.

65. Please advise on chiller replacement and phasing. Can all of this work happen at the same time? Or will each chiller have to be done independently?

Response: Please refer to sequencing statements on sheet M-001.

66. Re: Spec Section 236426 Par 3.6. This requirement includes the cooling tower which is existing. I think this may be an error and should only include the new equipment-chillers. It does not make any sense for the contractor to be responsible for water treatment that is existing for the existing cooling tower. See paragraph

2.6.4 in this same section that describes existing condenser water treatment that is still under contract.

Response: See RFI #45 response.

67. Please provide building elevations floor to floor, ground to roof. Please provide information for staging crane to set up on for to rigging equipment from and into the building (what is the surface crane stages on in the proposed staging area?) (How close to the building can the crane set up?) (does the equipment rig out the side of the building or through the roof?)

Response: See note 2 MD-402 for point of entry into the penthouse. Penthouse elevation is 77 feet. The parapet is 5 feet high. Coordinate with the Government for exact location for crane placement within parking area/roadways. Stage the crane at the northwest corner of the building.

68. Ref CLIN 0002 Bldg. 210 - Subject: Mounting of new ECB’s at Generator #2. Reference: M-301, E-401, E-

703. Comment: Details indicates equipment mounting to generator. Question: Do ECB’s and wireway mount directly to generator? If not please clarify location and/or mounting requirements.

Response: See RFI #37 response.

69. Ref CLIN 0002 Bldg. 210 - Subject: Existing feeders from Substation #2. Reference: E-601, 702 & 703.

Comment: Existing feeders (size, quantity) to FP, Generator #2 and DHI1 are not indicated. Question: What are the existing feeder descriptions (conduit size/quantity, conductor size/quantity)?

Response: See RFI #38 response.

70. Ref CLIN 0002 Bldg. 210 - Subject: Substation #1 & 2 manufacture name plate. Reference: E-601, 701.

Comment: Manufacturer indicated is GE AKD-8. GE is asking/requesting a picture on the name plate which would indicate additional information (type/date/serial #). Question: Please provide picture of name plate(s).

Response: See RFI #39 response

71. Ref CLIN 0002 Bldg. 210 - Subject: Fire Pump control wiring. Reference: E-401, 402, 701 Note 2.

Comment: Conduit/control wiring needs to be installed between FP Controller and PLC cabinet in Penthouse.

No column lines indicated on 1st, 2nd & 3rd floor plans. Question: Where is penthouse in relationship to FP room? What are the elevations of 1st floor and penthouse?

Response: See RFI# 40 response.

72. Ref CLIN 0002 Bldg. 210 - Subject: Instrumentation Control. Reference: E-001, 701, 801, 802. Comment:

801, 802 revisions are indicated for 9-Code/Function/Input/output control. E-701 indicates more work.

Drawings do not agree with E-001 (symbol/device location). Question: Are all solid lines to “Input Devices” new work? Where are field devices located (Penthouse, FP Room, Generator Room)? Are KW demand meters new?

Response: See RFI #42 response.

73. Reference CLIN 0001 Bldg 210D and 210C - Subject: Heat Trace Circuits. Reference: E-101 Notes 8 & 9, E-

102 Note 5, E-602 Panel Schedules. Comment: Floor plans indicate 3-heat trace circuits. Question: Where is the location of the “heat trace” fed from panel DHU3?

Response: See RFI #48 response.

74. Reference CLIN 0001 Bldg 210D and 210C - Subject: Demolition referenced but not shown. Reference: E-

601 Notes 4 & 6. Comment: Note indicates removal of breakers made available during demolition. Drawings do not indicate removal of equipment/circuiting back to MCC-1. RTU Chiller is utilizing existing feeder.

Question: What equipment is being disconnected from MCC-1 Cubical 14 and DP-1 Cubical 3, please clarify size/ampacity of existing cubical?

Response: See RFI #49 response.

75. Please clarify personnel requirements. Is a full-time Superintendent, Quality Control Manager, and Site Safety and Health Officer required? Can any of these duties be combined and performed by one individual?

Response: For project 1391555, NRL Building 210D Replace Three Chillers and Building 210C Replace Chiller #2, specification section 01 35 26 delete paragraph 1.7.1.2 and insert new paragraph 1.7.1.2 as follows:

Additional Site Safety and Health Officer (SSHO) Requirements and Duties:

The SSHO may also serve as the Quality Control Manager. The SSHO may not serve as the Superintendent.

76. Each CLIN was issued with separate set of specifications. Please confirm that the same staffing of the project (Superintendent, SSHO and QC Manager) can support both CLIN scopes of work and that separate staffing is not required for each CLIN.

Response: Confirmed, the same staff can be used for both projects.

77. Is all work within the building to be done under escort?

Response: Escort is required for all personnel who do not have clearance of Secret or higher.

a. If so, what are the escort hours? In past projects in the building, the escorts were only available from 7am to 2pm. And not on weekends.

Response: 6:30am to 2:00pm, M-F. With Secret clearance, work could continue as late as 6pm.

b. What is the escort ratio per construction worker?

Response: No fixed ratio, determined by building on case basis.

c. How many total escorts available to support this project?

Response: Escorts will be available as needed and will be arranged/positioned as project progresses. Use of scaffolding could significantly reduce the escort activity, particularly regarding smoke breaks. It should be considered but is not required.

d. Are escorts to be “line-of-sight” so that if a worker needs to use the restroom or go down to the staging area or go somewhere else on-site, then all workers being escorted by the same escort will need to all stay together?

Response: Yes. Division will provide multiple escorts so work will not stop.

78. CLIN – 0001 Section 013526-1.7.1.2 states the Superintendent may be the SSHO. CLIN-0001 Section 014500.1020-1.5.1.1 states the QC Manager may be the Superintendent. CLIN-0002 Section 013526-1.7.1.1.1 states the SSHO may serve as the QC Manager. CLIN -0002 Section 014500.1020-1.5.1.1 states the QC Manager may serve at the Superintendent.

a. Can one person fulfill all three roles on both CLIN’s?

b. If not, how many minimum staff members are required to fulfill Superintendent, SSHO and QC Manager for both CLIN scopes of work?

Response: See RFI # 75 and 76 responses.

79. CLIN – 0001 Section 019100.15 “Total Building Commissioning”, paragraph 1.1 states the Commissioning Agent has been employed by the Government. CLIN-002 Section 019100.15-1.1 states for the Contractor to hire the Commissioning Agent. Please confirm the Contractor is to provide the Commissioning Agent for only the CLIN-0002 scope of work.

Response: See modification to specifications issues under amendment 0005.

80. CLIN-0002 – Section 019100.15 requires a third party commissioning agent for commissioning of the load shedding system. Is this necessary since Section 260800 requires a third party testing agency to test the entire system?

Response: The third party testing agency is testing the operation of the breakers. The commissioning agent verifies the operation of the PLC controlling the breakers

81. CLIN-0002 specification contain sections for Asbestos Abatement and Lead-in-Construction, but no Hazmat Report for CLIN-0002 scope of work has been provided. Is one available?

Response: No hazmat report is available. The portion of the building where the majority of the work for CLIN-0002 takes place was built in 1986 so minimal hazmat is expected. The sections are included for how address suspect materials if any are encountered.

82. Please confirm that Section 00600 – “Representations and Certifications” is not required to be submitted with the proposal since the RFP requires a full copy of the on-line Representations and Certifications to be submitted.

Response: Confirmed

83. CLIN-0001, Specification Section 011400-1.4.1 specifies that all workers must be US Citizens. Does this apply to workers that will not enter the building, such as delivery drivers and crane operators?

Response: Yes, requirement is applicable for workers requiring base access.

84. CLIN-0001, Specification Section 011400-1.4.1 specifies that all workers must be US Citizens. CLIN-0002, Specification Section 011400 does not mention this restriction. Please confirm that this restriction applies to both CLIN scopes of work and not just for CLIN-0001.

Response: Yes, requirement is required for both scopes of work.

85. CLIN-001 Specification Section 033000-1.6.7 requires a Concrete QC Manager to be a professional engineer.

Due to the limited concrete work on this project, we request this requirement be waived.

Response: The requirement may be waived.

86. CLIN-001 Specification Section 099000-1.9.3 and 1.9.4 requires painting of all interior chilled water piping and all exterior condenser water piping prior to installation of insulation. Please confirm this requirement.

Response: Yes, this is confirmed.

87. CLIN-001 Specification Section 099000-3.6.f requires painting of ALL new and existing roof top steel (dunnage and guardrails). Note L-4 and 5 on S-001 also mentions power tool cleaning and repainting of all roof dunnage, platforms and guardrail steel on Buildings 210C and 210D. Please confirm that this is limited to the steel shown on S-101 and S-102.

Response: The steel in the structural scope is only the members and assemblies shown and identified in the contract drawings.

88. CLIN-001 Specification Section 099000-1.9.4 states to paint screen wall braces, but none are shown on the drawings. Please confirm screen wall braces do not need to painted in this contract.

Response: Along with pipe and MEP equipment supports, Specification Section 099000-1.9.4 includes the screen wall supports in the contract for the painting process.

89. Note L-6 on S-001 states to clean and touch up galvanizing on existing gratings “if directed by the Contracting Officer”. Shall this be included in our proposal? If so, what amount is to be included?

Response: Include clean up and touch up of deteriorated galvanizing on the entirety of the existing grating that is to remain.

92. CLIN-001 Specification Section 051200-2.4.1 states “provide removable sections of steel handrails as indicated”. None are indicated. Are any required? If so, what locations?

Response: Removable handrails are not required, and thus none are indicated in the drawings.

93. CLIN-001 Specification Section 011400-1.2.a mentions temporary chillers, but the Sequencing Notes on M-001 discuss cross-connections and phasing of the chiller replacement work without the mention of temporary chillers. Are temporary chillers required? If so, please clarify the requirements.

Response: Temporary chillers are not required. For Specification Section 011400, delete paragraph 1.2.a.

95. CLIN-002 Drawings E-101 through E-103 have new circuit work requiring removal and reinstallation of ceilings.

a. Can we be provide a Reflected Ceiling Plan that denotes the ceiling types in each room so we could confirm which rooms have acoustic tile ceilings and which have exposed structure?

b. Should we assume all ceilings are acoustic tile and there are no hard ceilings requiring cutting and patching?

Response: For basis of bid assume all ceilings to have acoustical tile ceiling.

97. 01 50 00 3.4.3 states; Construct a temporary 6 foot high chain link fence around trailers and materials. Include plastic strip inserts, colored brown, so that visibility through the fence is obstructed. Fence posts may be driven, in lieu of concrete bases, where soil conditions permit. Please confirm concrete/steel bases can be used?

Response: Concrete/steel bases are acceptable.

98. On page 10 of the Solicitation, under Factor 1 Construction Experience it states that “Projects submitted for the Offeror shall have been completed within the past five (5) years of the date of issuance of this RFP.” However, under Factor 3 Past Performance under the Basis of Evaluation, it states “This evaluation will consider how well the Offeror’s team performed on relevant projects submitted under Factor 1 – Experience . . . with a value of $1M or greater completed within the past seven (7) years of the date of issuance of this RFP.”

Please clarify whether the requirement is for project completed within the past 5 years or the past 7 years.

Response: See RFI #47 response.

99. Page 7 of the solicitation under Instructions for Hand Delivery of Proposals states that only individuals holding DoDCAC will be allowed to hand deliver the technical proposal to Bldg 212 at the Navy Yard. In previous solicitations that we have responded to, we have been able to access the Navy Yard without a DoDCAC. Has this changed? This requirement of having a DoDCAC gives those individuals holding a DoDCAC a more advantageous approach in delivering the Proposal. Please confirm that the Washington Navy Yard can be accessed by anyone with a valid government issued ID, proof of car insurance and car registration.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses

(29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
