The following have been added by full text:
AMENDMENT FIVE
Bidder(s) Question/Answer 31-33
Question 31
New CLIN spreadsheet provided has changed CLIN 0014 (Maintenance Support to the ship’s crew occupying the craft) and CLIN 0015 (Undisclosed Work) from a unit of issue “man-hour, material and G&A fee” to a unit of issue “each”.
These CLINs have now become an undefined scope of work and cannot be priced as listed. The
CLINs provided on the previous spreadsheet had a known quantity to price (man-hours, material and G&A fee).
Request, provide either a defined scope of work to price or reinstate the CLINs for man-hour rate, material figure and G&A percentage. Without some definitive quantity or defined scope of work, pricing of current CLINs as listed is not possible.
Answer:
CLIN 0014 is changed to a NTE amount. Please see the revised ELINs in Amendment 0005.
Question 32
New CLIN spreadsheet provided has changed CLIN 0017AA, (LWT 077-002 Hazardous Waste
Produced on Naval Vessels; control (for bidding purposes only) from a unit of issue “US dollars and known quantity 1500” to a unit of issue “US gallons, quantity 5000”.
This CLIN has now become an undefined scope of work and cannot be priced without knowing the type of hazardous waste to be controlled and disposed of. Prices vary greatly depending on the type of hazardous waste and where (what state) the hazardous waste must be transported to for final disposal.
Request for bidding purposes, reinstate in the unit of issue column, US dollars and a known quantity of 1500. If this is not possible, provide a completed copy of LWT 077-002 listing the exact types and quantities of hazardous waste to be controlled and disposed of (for bidding purposes).
CLIN 0017 is changed to a NTE amount. Please see the revised ELINs in Amendment 0005.
Question 33
In answer to Question 18 concerning removing barges from Mayport basin, relocating and securing in safe shelter when directed by the SUPERVISOR after hurricane condition II is set
(CLINs 0001AE and 0001AF, Paragraph C.8.1 of the SOW), the government stated in
Amendment A-0003: “The ‘safe shelter’ is being removed from Paragraph C.8.1 under the
SOW. A revised SOW will be provided on a future amendment.” Subsequently, Amendment A-
0004 deleted CLINs 0001AE and 0001AF from Paragraph C.8.1 of the SOW. Will the government correspondingly modify RMC L-2-0014 Pre-award Information required to be submitted in Volume III by unmarking check block (25) on page 158 of the original solicitation?
Yes, block #25 under RMC L-2-0014 will be unchecked.
