AMENDMENT ONE
CLARIFICATION SPECIFICATION
Bidder(s) Questions/Answers 1-13
Question 1
CLIN 0001 (tow barges): CLINs 0001AC and 0001AD list requirement for one-way, ocean tow up to 1400 miles. Since most berthing barge tows require delivery of barges to and from
Norfolk, VA (approximately 700 mile tow), recommend two CLINs be added for tow (one-way, up to 700 miles, ocean tow) for YRBM(L) and APL class barges. If these two CLINs are included, the government will only be required to pay for the exact amount of the tow, i.e., 700 miles v 1400 miles.
Note: If additional tow CLINs is added, the CLIN spreadsheets (base year plus 4 option years) will require modification.
Answer:
Since the CLIN is a NTE 1400 miles, the actual delivery order will specify the mileage for the requested move.
Question 2
CLIN 0002AF: specifies requirement to provide 1000 gpm diesel powered fire pump. The solicitation, para C.8, AF, (page 97) specifies a diesel powered fire pump, 500 gpm at 125 psi.
Please clarify if the pump is to be 500 gpm at 125 psi or 1000 gpm at 125 psi. This greatly affects cost to provide the fire pump.
Note: If 500 gpm fire pump is determined to be the correct size required, the CLIN spreadsheet
(base year plus 4 option years) will require modification.
The 500 gpm Fire Pump is the correct size. RFP requirements will be amended.
Question 3
Solicitation section A (proposal submittal requirements), para 4 (volume III pre-award information), subpara 14: request a copy of a Heavy Weather Plan that meets the requirements of NAVSEA Standard Item 009-69. A large majority of berthing barge work accomplished under this contract will be performed as specified in the solicitation at NAVAL STATION
MAYPORT. Will a heavy weather plan that meets the requirements of local standard item 099-
58SE be more appropriate and acceptable?
Also, will approved JASRA Heavy Weather Plan 099-58SE (FY14 edition) be acceptable?
Yes, Para 14 will be changed to provide a copy IAW LSI 099-58SE. RFP requirements will be amended.
Question 4
CLIN 0003AK and AL: specifies requirement to chemically clean heat exchangers (in-place or in-shop). For bidding purposes, request that the Government provide the type, size and location of heat exchangers to be chemically cleaned in order to ensure consistency of specifications being bid to. Also, is the chemical cleaning restricted to the salt-water side only?
Leslie F-1500 steam water heater with a 15 gpm flow and Healitherm heat exchanger by Airco.
All are located in the Laundry and are fresh water only. RPF requirements will be amended.
Question 5
Several CLINs (Barge Towing CLINs, temporary diesel generator, temporary diesel fire pump, and temporary diesel air compressor) require base year and four option year pricing which must include fuel market prices and fuel surcharge prices. Sub-contractors and vendors so far have been reluctant to quote fuel pricing beyond the base year. The market fuel prices and the fuel surcharge prices are extremely difficult to calculate for each of the four option years of the contract. Will the government allow for increased compensation if the fuel market prices and fuel surcharge prices actually incurred exceed the estimated contract bid CLIN pricing?
No, RFP will be amended to include Economic Price Adjustment (EPA) Clause 52.216-2
Question 6
Multiple CLINs requested for piping replacement (0010AA through 0010AR) and plating/steel replacement (0012AA through 0012AE) are difficult to price when the location and type of service is unknown. Some systems may require 009-88 gas-free, insulation/lagging removal, interference removal, lead paint analysis and abatement, and space gas-free. Will separate
CLINs be provided for these support services or should the expected costs of these support services be included in the quote per CLIN item listed?
The CLINs and NAVSEA STANDARD ITEMS (NSI) referenced below apply. CLIN 0004AC and 009-88 for Gas free. CLIN 0010AS, 0010AT, 0010AU, 0010AV, and NSI 009-11for insulation/lagging. 009-23 for interference removal, paint CLIN’s 0013AA – 0013AH and 009-
32 apply. The contractor shall price appropriately based on general specifications. Undisclosed work requirements (CLIN’s 0015AA/straight time for man hours, 0015AB/material, and
0015AC/material G&A handling) will be addressed in detail in individual Delivery Orders.
Question 7
CLIN 0011AD: replace ventilation duct. Request provide vent duct approximate size and type of material required.
Please bid one each of the following vent duct sizes: For round vent ducts <6 inch, 6-12 inch, 12-48 inch, and 48-84 inch diameter in linear lengths of 1,3,5 and 7 feet. For rectangular vent ducts <6 inch, 6-12 inch, 12-48 inch, and 48-84 inch diameter in linear lengths of 1,3,5 and 7 feet. Material will be stainless steel. Contracts will provide an revised ELINs.
Question 8
Clause HQ L-2-0009 Small Business Subcontracting Plan is included in the solicitation, however item 19 Small Business Subcontracting Plan is not marked as part of the Pre-award Data. Is a
Small Business Subcontracting Plan required?
IAW FAR 19.702b (1), subcontracting plan is not required for small business concerns.
Question 9
Past Performance Proposal requirements state that “Relevant contract efforts are US Navy service craft availabilities similar in scope and complexity to the solicited work performed by the offeror as a prime and completed within the last three years with a reported dollar value of the assessed performance at or above $500,000.” Does the Government mean service craft availabilities or contracts?
Availabilities and contracts are the same in this scenario
Question 10
The ELINS pricing sheet has rates already entered for ELINs 0016AA and 0016AC, as well as the corresponding ELINs in the option years. Is it the Government’s intention that the offeror use these rates, or should the offeror propose their own rates?
Use the current rates provided to you; this is a Not to Exceed amount.
Question 11
On page 140 of the solicitation, Section J (b) refers to J-5 Past Performance Questionnaire
(PPQ). Imbedded Word document ATTACHMENT FIVE is intended to be said Past
Performance Questionnaire. However, the document is the PPQ cover sheet only (page one) which is to be submitted with the proposal. There is no Questionnaire following the cover sheet.
Please provide the Past Performance Questionnaire.
The PPQ will be included in amendment
Question 12
Clause HQ L-2-0009 SMALL BUSINESS SUBCONTRACTING PLAN (NAVSEA) (JUN
1999) is listed on page 160 of the solicitation. Since the RFP is 100% Set-aside, does this clause apply; particularly since PRE-AWARD Item (19) Provide a Small Business and Small
Disadvantaged Business Subcontracting Plan on page 157 is not required.
IAW FAR 19.702b (1), subcontracting plan is not required for small business concerns.
Question 13
Due to the time required to solicit and receive vendor quotes, a 30-day extension is requested.
No extension is granted at this time

52.216-2 ECONOMIC PRICE ADJUSTMENT--STANDARD SUPPLIES (JAN 1997)
(a) The Contractor warrants that the unit price stated in the Schedule for $4.00 is not in excess of the Contractor's applicable established price in effect on the contract date for like quantities of the same item. The term "unit price" excludes any part of the price directly resulting from requirements for preservation, packaging, or packing beyond standard commercial practice. The term “established price” means a price that (1) is an established catalog or market price for a commercial item sold in substantial quantities to the general public, and (2) is the net price after applying any standard trade discounts offered by the Contractor.
(b) The Contractor shall promptly notify the Contracting Officer of the amount and effective date of each decrease in any applicable established price. Each corresponding contract unit price shall be decreased by the same percentage that the established price is decreased. The decrease shall apply to those items delivered on and after the effective date of the decrease in the Contractor's established price, and this contract shall be modified accordingly.
(c) If the Contractor's applicable established price is increased after the contract date, the corresponding contract unit price shall be increased, upon the Contractor's written request to the Contracting Officer, by the same percentage that the established price is increased, and the contract shall be modified accordingly, subject to the following limitations:
(1) The aggregate of the increases in any contract unit price under this clause shall not exceed 10 percent of the original contract unit price.
(2) The increased contract unit price shall be effective (i) on the effective date of the increase in the applicable established price if the Contracting Officer receives the Contractor's written request within 10 days thereafter or (ii) if the written request is received later, on the date the Contracting Officer receives the request.

(4) No modification increasing a contract unit price shall be executed under this paragraph (c) until the Contracting
Officer verifies the increase in the applicable established price.
(5) Within 30 days after receipt of the Contractor's written request, the Contracting Officer may cancel, without liability to either party, any undelivered portion of the contract items affected by the requested increase.
(d) During the time allowed for the cancellation provided for in subparagraph (c)(5) of this clause, and thereafter if there is no cancellation, the Contractor shall continue deliveries according to the contract delivery schedule, and the
