No. Reference Question Answer 0037 Part 3 Statement of Work/
Section 3.0 pg. 7

1. Is this a Navy supplied barge for equipment and materials?
2. Is there a cost associated to the contractor for this barge?
3. Will NAVFAC also provide the tractor and fork‐lift, or just the drivers?
4. Will there be a delay from staging to shipping to the island?
If so, please indicate the delay time frame.
1. The barge is a Navy dedicated barge to San Clemente Island for transportation of equipment and materials.
2. There is no cost to the contractor to use the barge.
However, contractor must coordinate with SPOC prior to mobilization. Final list of materials and equipment must be submitted to SPOC at least 3 weeks prior to expected mobilization.
3. NAVFAC will not provide transportation support for this project (Barge is operated by
NAVAIR).
Refer to Part 3 of the RFP, pg.7, section Access to San Clemente Island (Materials/Equipment/Vehicles):
"Contractor is responsible to load and unload materials and equipment on and off the barge." Contractor must provide personnel and equipment required to load and offload materials/equipment from the barge. Contractor will be required to be present at San Clemente Island to receive and offload shipment at the island.

uncommon. Delays typically range from a day to two days.
Most weather delays occur during winter months.
For reference; southern California has been experiencing an uncommon series of storms during the month of January, 2023, including a 50‐year storm.
The barge to SCI experienced a highly‐unusual delay of two weeks during the storms.
Schedule should provide any weather delays assumed by the contractor.
5. No. However, contractor must adhere to the San Clemente Island Barge Operations document in Attachment E of the RFP.
0038 Part 3 Statement of Work 1. Is there a gas station on the island?
1. There is regular gasoline and diesel available at San Clemente Island. However, contractors must have in place a Fuel Purchase Authorization (FPA) with Defense Logistics Agency Energy (DLAE), in order to access fuel at SCI. The process to establish an FPA is as follows:
a. Fill in and submit document FAR Part 51 US Government Contractor Fuel Purchase Authorization (will be provided at award).
b. Contracting Officer must submit FAR Part 51 to DLAE along with an authorization letter prepared by the Contracting Officer.
c. DLAE will verify that contractor does not have past due balances (90 days or more) on any other DLAE accounts (Contractors may have more than one DLAE accounts under separate contracts, clients, commands, etc.) before a new account can be established.

3. Regular unleaded gaslone and diesel are available at San Clemente Island. See response above for requirements to access fuel at SCI.
0039 Part 3 Statement of Work 1. Please supply the structural drawings and calculations for Bogue Field and Navy Dare?
1. No structural drawings or calculations are available for the Bogue Field and Navy Dare towers. Attachment P. Navy Dare drawings, provides general information for Navy Dare tower (Contractor is responsible to field verify all tower information provided).
Contractor will be responsible to map, and conduct structural analysis as required to complete all portions of the task order.
0040 Part 3 Statement of Work 1. Is this a Navy supplied/contracted transportation for personnel?
2. Is there a cost associated to the contractor for this transportation?

4. Will the contractor be able to apply/receive a weight limit exception on the Navy transport?
1. Shuttle flights to SCI are provided by NAVAIR.
2. There are no costs associated with air transportation from San Diego North Island to San Clemente Island to the contractor.
3. No. This task order does not warrant the use of a private airplane.
4. The contractor may submit request for a waiver for overweight luggage up to two weeks in advance. Contractor will receive approval as soon as the request is submitted.

0041 Attachment H‐ Schedule_of_Fully_Loaded_Fi rm_Fixed_Price_Rates Tabs ‐ Ordering Year 1‐5
Reference: Labor Category:
"QP5 Coating Inspector" RFP Language: Labor Category: "QP5 Coating Inspector"
On each of the Ordering Year tabs in the worksheet, a “QP5 Coating Inspector” is listed in the Labor Category section – which would suggest that it is expected that this position would be an employee.
QP5 refers to a certified inspection company as noted in Attachment H_UFGS_09_97_13_25. Section
1.14.6.3 is titled “Qualifications of Coating Inspection Company”:
“Submit documentation that the coating inspection company performing all coating inspection functions is certified by SSPC to the requirements of SSPC QP 5 prior to contract award. The approved coating inspection company shall not be changed through the completion of the contract.” Per the RFP, Pg. 60, it does note that the “QP5 Coating Inspector shall be a direct hire of the Prime Contractor” (QP‐5 also referred to in Part 3). It is our understanding that whenever required by a Task Order, the QP5‐ certified inspection company must be hired directly by the Prime contractor, and the QP5‐certified inspection company will then provide the appropriately certified inspector(s) for the job (certified as PCI‐2 or 3, NACE Level 2 or 3, etc..)
We do not believe that it is possible for a Prime contractor to have an employee who is a “QP5 Coating Inspector”. Please clarify this requirement in Attachment H.
QP5 must work directly for the Prime Contractor. The intent of the RFP is to require the Prime Contractor to hire a 3rd party AMPP/SSPC QP5 Certified inspection firm to provide an inspector that does not work for, and is separte from, contractor or subcontractor performing coating work.
Furthermore, the goverment must maintain the ability to contact the AMPP/SPPC QP5 inspector directly, and be included in the inspector's reports distro.
