About this file
This document contains an amendment to a solicitation for construction services for specialized antennas, towers and communication facilities for the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) worldwide. The amendment provides responses to requests for information from offerors. NAVFAC EXWC intends to issue an indefinite delivery, indefinite quantity multiple award construction contract with a total maximum value of $99 million and a base period of 60 months plus a 6-month extension. The contract will replace an existing contract for similar services awarded in 2017. The amendment clarifies requirements for letters of commitment, page limits, key personnel roles, and the critical path method schedule. It also updates information for an upcoming site visit.

AMENDMENT 0006
The following Requests for Information (RFIs) and associated Government responses and hereby incorporated into the solicitation:
No. Reference Question Answer 0008 Section of the Request for
Proposal: 00 11 00, 5.3; 00 20 00, 5(i); and 00 20 00, 5(i)(1)(e)
Paragraph: 00 11 00, 5.3; 00 20 00, 5(i); and 00 20 00, 5(i)(1)(e)
In the instructions, the government states the offeror must supply Letters of Commitment in Volume I and place them before Factor 1 – Experience in the volume (00 11 00, 5.3). However, Letters of Commitment are mentioned again as a requirement when using any Subcontractor experience included in Factor 1 – Experience as well as in Factor 2 – Management Approach for any proposed subcontractors. Would it be possible to provide all subcontractor LOCs in an appendix to Volume I to fulfill these separate requirements?
Contractors may provide subcontractor LOCs and joint venture LOCs together in an appendix.
Please clearly indicate for which factor and project the LOC is for.
0009 Section of the Request for Proposal: 00 20 00, 5(i) & Attachment B
Paragraph: 00 20 00, 5(i) & Attachment B
In Section 00 20 00, 5(i), the RFP states that Factor 2 – Management Approach must be “six pages or less.” However, Attachment B – Management, which is a required attachment for Factor 2, states that is should “not exceed 4 pages.” Is the 4‐page limit of the required Attachment B included in the six‐page limit for Factor 2?
Contractors may utilize up to six pages.
0010 Please provide a list of all attendees to the pre‐proposal conference that was held.
Attendees are provided in Attachment O “Pre- Proposal Conference Meeting Minutes”
0011 Please consider extending the proposal due date by 14 days to allow a little more time to assemble a responsive proposal. If the Government doesn’t want to extend the bid date date for the entire Solicitation, please consider extending the bid date for Volume 2, Pricing, Factor 6 by two weeks.
An extension will not be granted at this time.
0012 Please confirm this process will be a single phase proposal and both Volume

Part 2A Para 6, Para 34.

In the Parts/Attachments listed above, the RFP for this program contradicts itself regarding which roles (Superintendent, SSHO, QCM) may be fulfilled by an individual serving in multiple roles. Please clarify/confirm the following:
1) The Superintendent may also serve as the SSHO, Yes or No?
2) The Superintendent may also serve as the QC Manager, Yes or No?
3) The SSHO may also serve as the QC Manager. Yes or No?
1) No, the Superintendent may not serve as the
SSHO.
2) Yes, the Superintendent may serve as the Quality Control Manager on this project.
3) Yes, the SSHO my serve as the QCM on this project only when ongoing work is either not at height and/or not high risk (i.e., when workers are not on towers at height). The SSHO shall not have other duties that do not allow the SSHO to dedicate their full time and attention to safety during construction operations.
0014 The second sentence limits the CPM schedule submission to 60 activities.
The seed project includes 8 task orders.
Limiting the schedule to 60 activities across 8 task orders may not provide/allow sufficient detail or clarity as to the contractors understanding of the work. Please clarify/confirm the following:
1) Is the CPM to be limited to 60 activities covering all Task Orders. Yes or No?
2) Is the CPM to be limited to 60 activities per Task Order. Yes or No?
No, the CPM is not limited to 60 activities covering all task orders.
60 line items per individual location is acceptable. They can go over 60 for the task order.
