AMENDMENT 0008

The following Requests for Information (RFIs) and associated Government responses and hereby incorporated into the solicitation:

No. Reference Question Answer 0015 Is it possible that you can share with us the exact location and the number count for the towers in interest in Latitude and longitude? Thank you in advance.

Coordinates for each individual tower can found in the "General Information" section or "Introduction and General Information" section of each Structural Inspection Report. In addition, a KMZ file is attached for convenience.

0016 1. Will there be an opportunity to get access to climb the tower for inspection of repairs required?

Climbing of towers will not be permitted during pre‐proposal site visits.

Once project is awarded, contractors may coordinate site visits to climb towers and assess existing conditions.

0017 2. In order to have permission/access to climb, will climbing cards be required to be submitted or just on person at site, in order to have a competent climber at the site walk conduct the inspection?

Review RFP Document FY23_TAC Tower Repairs ‐ Part 2A_project specific general requirements, Paragraph 8 Supervision, for climber qualification requirements.

A Safety Plan will be required prior to climbing any tower.

0018 3. Will all sites need to be included in the bid in order to be considered for award on the IDIQ, or is there a minimum requirement for submission of repair pricing of sites?

All sites need to be included in the bid.

pg. 60 Reference: 7. Key Personnel Resp & Req:

RFP Language: "QP5 COATING INSPECTOR: The QP5 inspector shall be a direct hire of the Prime Contractor"

QP5 refers to an inspection company that holds the AMPP/SSPC QP5 certification. Our assumption is that this section means that the QP5 inspection firm must work directly for the Prime Contractor. Is this correct?

It is correct that the QP5 must work directly for the Prime Contractor. The intent of the RFP is to require the Prime Contractor to hire a 3rd party AMPP/SSPC QP5 Certified inspection firm to provide an inspector that does not work for, and is separte from, contractor or subcontractor performing coating work.

Furthermore, the goverment must maintain the ability to contact the

AMPP/SPPC QP5

inspector directly, and be included in the inspector's reports distro.

0029 Part 6a ‐ 5. SCI‐OP‐1

pg. 8 Reference: Scope Items '5.20 & 5.21 RFP Language: 5.20 Install underground ground ring (counterpoise) throughout the exterior of the site per NFPA 780.

RFP Language: 5.21 Install a grounding system for tower and Communication Building compliant with Motorola R‐56 and NFPA 780 standards.

These two scope requirements appear to be duplicative so they are addressed together. This will likely be an unusually high cost item. The presence of bedrock at/near the surface will require rock‐ trenching with a Chem‐Rod style system with Ground Enhancing Material (GEM) ‐ resulting in a very expensive installation ‐ especially given the island location, the bedrock, the below‐grade bunker, the presence of other facilities, etc. This essentially becomes a design/build scope based on a "build to these standards" requirement with very difficult site conditions. As there is no GFI design nor a comprehensive list of the equipment and facilities to be protected, the scope will require investigations and an engineering design to determine a system that will meet the required standards. And, we will have to price the construction piece based on a 'worst case' design/site conditions, which may result in excess expense to the government. Given these complexities and the attendant cost risk, we respectfully suggest that these 2 requirements be removed and an Option added with the

The government has reviewed input from the contractor. Based on the uncertainty presented in the Grounding Inspection Report for tower SCI‐OP‐ 1, the government has incorporated the recommendation from the contractor into the RFP. Attachment A ‐ List of Tower Maintenance and Repair Tasks has been amended to reflect the changes. 0030

Attachment B9 NB_Coronado_SCI_OP1_ Electrical Grounding Inspection Report ‐ pg. 3 Reference: 1 General Information, 2.2.1 & 2.3.5 RFP Language: The OP1 facility utilizes an above grade ground wire grid and ground electrodes. The ground mesh encompasses the roof of the communications building (bunker) and connects to ground electrodes. A single ground electrode (ground rod) serves the communications tower at the site.

RFP Language: 4. Soil resistivity measurement was not taken at this site as the soil in the area has bedrock right beneath it. The surrounding area is a cliff face and the entrance road.

Generally, the grounding system is not in compliance with current standards. The site is unique and poses many challenges to creating a standards compliant grounding system. The current grounding system needs to be replaced completely to bring the site into compliance with NAVFAC AND Motorola R‐56 standards.

RFP Language: 8. An underground counterpoise grounding system should be installed throughout the exterior of site. It is likely that rather than ground rods a ground conductor will need to be installed horizontally around the towers, bunker, and buildings. Ground enhancement material will likely need to be installed around the conductor to provide the appropriate low resistance path to ground.

RFP Language: 5) Soil resistivity measurements were not recorded at this site as the soil in the area was bedrock. The surrounding area is cliff face and the entrance road.

following deliverables: (1) perform a site survey and equipment assessment to accurately define the grounding system coverage requirements and limits ‐ in conjunction with the government, (2) conduct an engineering analysis for an acceptable grounding system, (3) deliver a PE stamped design plan for a standards compliant grounding system, and (4) a construction cost estimate derived from the finalized design. (Key related information from the Inspection Report is also listed for ease of reference)

Island Terminal to San Clemente Island.

0033 Part 3 ‐ pg. 7 Is there a cost to use the San Clemente Island barge? If so, what are the rates?

There are no costs to the contractor associated with use of Navy dedicated barge to San Clemente Island.

0034 Part 3 ‐ pg. 13 Part 3‐pdf pg 13 states that Bldg. 210 requires electrical grounding repairs.

Part 6A does not specify and grounding repairs for Bldg. 210. Please clarify.

There are no grounding repairs to tower bldg. 210 as part of this task order.

However, please note that troubleshooting of electrical work required for this tower must meet the standards outlined in section D5010 Electrical Circuit Inspect/Repair & Grounding Systems if applicable.

0035 I found solicitation and amendment but I can’t find structural analysis to understand the scope of work for the repairs. Could you please provide that paperwork?

I am requesting structural analysis for all towers, I am not referring to any specific repair.

There are no structural analysis for any of the towers. Contractor will be responsible to conduct structural analysis as required to complete all tasks outlined in the RFP.
