33 AMND 1 8-Jul “fully burdened ship repair labor rate” AND a “fully burdened vessel modification labor rate”
Will the Government please confirm whether the Government is looking for two different rates or if these terms are meant to be synonymous, therefore, the Government is seeking a single rate for both ship repair and ship modification?
“Fully burdened ship repair labor rate” AND a “fully burdened vessel modification labor rate” are the same. The Government will change all references of "fully burdened vessel modification labor rate" to "fully burdened ship repair labor rate."
34 Note B 24 5.3.2
5.3.2 Physical Security states “Contractor must have
personnel available within a reasonable time 24/7 to report to the vessel and respond to any IDS, fire, or flooding alarms.”
Will the Government please confirm it is the Governmentʻs intent for the offeror to provide 24/7 on call support?

PWS 5.3.2 has been revised.

The Government provided Wage Determination 2000-0085 in Amendment 1, which explains the responsibilities of a Longshoreman, which includes responsibilities primarily surrounding manual or mechanical transferring of cargo, including rigging, and line handling. Many of the positions as described in section 6 PERSONNEL QUALIFICATIONS include rigging as a duty and crane operation under Education, Certification, and Licensure.
Many of the positions as described in Section 6 PERSONNEL QUALIFICATIONS include rigging as a duty and crane operation under Education, Certification, and Licensure. However, none of the positions include what the Wage Determination describes as a Longshoreman in their primary responsibilities.
Can the Government please clarify which positions, if any, map to the provided Wage Determination category of Longshoreman, and which map to occupations in the separately provided Wage Determination No.: 2015-5689.
The Government has amended the solicitation to include the wage determination 2015- 5689 rev 18 which lists all occupations subject to Service Contract Act. Furthermore, the Government will not confirm on how the contractor will meet the PWS requirement. Therefore, the Government will not map the PWS requirements specifically to the Wage Determination category.

2 CLINs 0002,0003, 1002,1003
Can the Government please clarify the assumptions taken to reach the Not-To-Exceed hours estimate provided, such as how many missions is assumes, and/or number of resources?
The Government has revised the hours provided. The Government states that not all positions are intended to be full-time positions as detailed in the PWS. PWS 6.3.4 has been revised.
37 Summary of Changes, Section B 2 CLINs 0003, 1003
The hours for CLIN 0003 were updated from 3,256 to 26,152 per year. We assume this update is to account for the maximum of seven (7) mission vs the minimum of three (3). However, when calculating the per mission hours and multiplying by seven (7) missions, there appears to be a surplus of more than 4,000 hours.
Can the Government confirm that offerors should bid the Government provided hours which will then serve as a ceiling?
The Government confirms that offerors should bid the Government provided hours.
38 Summary of Changes, Section B
Sample MATSS Mission Expenditures Diagram and Costs_21day

39 MM-03 41 9.1.1
Will the Government confirm all “Reports” and/or deliverables will be specified at the task order level, including the associated due dates. If so, will the Government consider amending the IDIQ PWS to reflect this understanding? For example, Report 2 List of Critical Spares is due “60 days after start of Contract”, recommend this is updated to “60 days after Task Order award”.
The Government confirms that all "Reports" and/or deliverables will be specified at the contract level with the exception of Report 10.
Report 10 already states that is applicable when the Vessel Modification CLIN is exercised.
40 Contractor Reports 1 Block 9 Offer Due Date and Time
We respectfully request that the Government reconsider the request to extend the offer due date. We understand that the Government is faced with critical mission requirements.
However, extending the offer due date will allow offerors to develop proposals that are more complete, complaint, and that will include offeror’s best terms which will provide the most value to the Government. An extension may also allow for efficiencies for the Government when evaluating proposals, as proposals will be at a higher level of detail.
The Government has reconsidered the request to extend the offer due date and agrees to change the offer due date and time to 6 SEPT 2022 at 10:00 a.m. HST.
