About this file

This is a Questions and Answers document (Amendment 0003) for RFP N3220526R6077 that clarifies technical and contractual requirements for a vessel charter contract.

The document addresses six substantive questions regarding contract performance requirements. Key clarifications include: (1) MSC will pay supercargo personnel at $30 per person per day via reimbursable CLIN for accommodations and victualling, separate from the daily charter hire rate; (2) the vessel must have a minimum 36-foot unobstructed stern opening for LARS winches, with no alternative configurations accepted; (3) the required stern opening is definitively 36 feet, superseding a conflicting 32-foot specification in the MOSHIP document which will be updated; (4) Starlink is acceptable as the required communications system if it provides minimum 1 megabyte bi-directional bandwidth and enables internet connectivity while underway; (5) Dynamic Positioning System positioning reference systems must include at least three different systems with at least one operating on a different principle, and must not interfere with SRS operations on the same frequency bands, with specific frequencies detailed in MOSHIP section 2.2.8; and (6) stability calculations should reference 419 short tons (380 tonnes) for both the sea state 4 and sea state 6 operating scenarios, with a corrected Special Time Proforma revision provided with the amendment. These answers provide binding interpretations of contract specifications and eliminate ambiguities regarding vessel specifications, personnel costs, and equipment requirements.

Questions and Answers

Amendment 0003

Q03 “Performance Work Statement (PWS) paragraph 1.10 requires the Contractor to provide meals, bottled water, hotel services, and berthing for up to 31 embarked Supercargo personnel in accordance with Special Time Proforma Part IV(k)(1). Special Time

Proforma Part III(a)(1), Charter Hire, states that the daily hire rate is payment in full for all services of the Vessel and Associated Equipment, including all messing and berthing for PWS-specified Government personnel. However, Part IV(k)(1), Supercargo and

Government Designated Representatives, states that the Charterer shall pay $30.00 per day, per supercargo, covering all expenses including accommodations and victualling.

Please clarify whether the $30.00 per day, per supercargo amount under Part IV(k)(1) is payable in addition to the Box 13 daily charter hire for the PWS-specified Supercargo, or whether all messing/berthing/victualling costs for those personnel must be included in the

Box 13 daily charter hire with no separate $30.00 per-person payment.”

A03: Part IV(k)(1), Supercargo and Government Designated Representatives, states that the

Charterer shall pay $30.00 per day, per supercargo, covering all expenses including accommodations and victualling. MSC will pay $30 per person per day for supercargo as required (by reimbursable CLIN) with appropriate documentation by the contractor.

Q04: “Attach 02 – PWS section 1.12: requires a minimum 36 ft unobstructed stern opening to provide clearance for the LARS winches. Will MSC accept a 17 ft 11 in unobstructed stern opening with a roller installed in the opening?”

A04: No, MSC cannot accept a 17 ft 11 in unobstructed stern opening with a roller installed in the opening.

Q05: “Attach 02 – PWS section 1.12 requires a minimum 36 ft unobstructed stern opening to provide clearance for the LARS winches; however, Attach 24 – MOSHIP requires a 32 ft opening. Please clarify whether the required stern opening is 36 ft or 32 ft.”

A05: 36 FT is correct. The MOSHIP will be modified at a later time to reflect the correct the stern opening.

Q06: “Attach 02 – PWS section 1.24: will MSC accept Starlink as the “vast or equivalent” communications system?”

A06: Yes, Starlink is acceptable as an equivalent installed broadband internet capability with a minimum bandwidth of 1 megabyte (bi-directional) and allow embarked personnel internet connectivity while underway as stated in 1.24.

Q07: Attach 24 – MOSHIP section 2.2.4: for open-ocean operations, is an acoustic position reference system required? If so, please identify the frequencies that must be avoided.

A07: 2.2.4 The DPS shall have at least 3 different positioning reference systems, with at least one system operating on a different principle. -

MOSHIP section 2.2.8 The DPS positioning reference systems shall not interfere with

SRS operations by operating in the same frequency bands of the equipment used. -.

**NOTE: See chart in MOSHIP section 2.2.8 for specific frequencies for various SRS systems.

Q08: “Proforma page 106, & Attach 20 sections 4.9 state:

The offeror will provide stability calculations to ensure the vessel is able to conduct aft deck and launch and recovery operations with a 419 short ton (380 tonnes) system

(SRSRCS) installed in up to sea state 4, IAW MOSHIP Manual para 2.7.3, deck loading.

The vessel shall maintain ship survivability with a 380 short ton (419 tonnes) system installed in up to sea state 6. For all operating scenarios, the Vessel Of Opportunity

(VOO) with the Launch And Recovery System (LARS) and Pressurized Rescue Module

(PRM) installed, shall comply with all intact and damage stability criteria required by the

VOO's flag administration and classification society's rules.

Assume the second reference to tonnage in the above paragraph is typo and should also be 419 short ton (380 tonnes)? This would match the PWS language.”

A08: It is a typo and should read 419 short ton (380 tonnes). See Attachment (1)

SPECIALTIME Proforma revision attached. The change is highlighted in yellow.
