About this file
This is a Technical Offer Worksheet that outlines the documentation and technical requirements contractors must submit as part of their proposal for a Submarine Rescue Vessel Extended Time Charter solicitation (N3220526R6077) issued by the Department of the Navy Military Sealift Command. The worksheet specifies that offerors must provide comprehensive vessel documentation and certification, including a five-year history of overseas port calls, current Vessel Certificate of Inspection, Certificate of Documentation confirming U.S. flag status and Jones Act eligibility, and Classification Society documentation demonstrating current certification including Dynamic Positioning capabilities and Failure Mode and Effects Analysis (FMEA).
Offerors are required to submit detailed vessel specification sheets identifying principal characteristics (length, beam, speed, passenger capacity, deck space in square feet, deck strength, draft, power availability, and crane capacity/reach), General Arrangement drawings depicting deck layout, transom arrangement, berthing spaces, deck obstructions, and crane/davit locations with swing circles, and photographic evidence validating vessel configuration and condition. The proposal must include specific structural details on all aft deck bulkheads from the transom to 50 feet forward, including frame locations, construction details, and stiffener spacing. Additionally, offerors must provide stability calculations demonstrating the vessel's capability to conduct launch and recovery operations with a 419-short-ton submarine rescue system installed in up to Sea State 4 and maintain survivability in up to Sea State 6, ensuring compliance with all intact and damage stability criteria required by the vessel's Flag Administration and Classification Society. Completion and submission of the Mothership (MOSHIP) Criteria Manual Checklist (Appendix D) for U.S. Navy Submarine Rescue, Revision E, is also mandatory.
