About this file

This is a DD Form 254 (Department of Defense Contract Security Classification Specification) for solicitation N32205-26-R-6077 with a due date of June 25, 2025. The document establishes security requirements for a Contractor Owned-Contractor Operated (COCO) Offshore Supply Vessel (OSV) that will support submarine rescue operations and related services in the Mid-Atlantic Region under Military Sealift Command (MSC).

The primary mission involves Submarine Rescue, Submarine Rescue Diving and Recompression System (SRDRS), and NATO Navy Rescue System (NRS) deployment, which are classified as unclassified with occasional Controlled Unclassified Information (CUI) level tasking for training activities involving dynamic positioning, unmanned underwater vehicles, explosive ordnance disposal, and underwater salvage training. The vessel will require a Secret facility security clearance, though no classified material storage is required at the contractor facility. Contractor personnel performing on this effort must be U.S. citizens possessing at least an interim or final Secret security clearance with a favorably adjudicated Tier 3 investigation, and must maintain continuous evaluation status. Key personnel requiring Secret clearance include the Master, Chief Mate, Chief Engineer, 2nd and 3rd Mates, and Supply Officer. The contractor must comply with comprehensive security protocols including counterintelligence awareness training, operations security (OPSEC) requirements, key control procedures, badge/CAC requirements, information security procedures, privacy act compliance, and annual mandatory training through MSC. The vessel will operate primarily in the 2nd Fleet Area of Responsibility but is worldwide assignable based on mission requirements. The Contracting Officer is Stephanie Ricker (N105B) and the primary point of contact is Jon T. Schauwecker, both with Military Sealift Command in Norfolk, Virginia.
