About this file

This is a Basic Pricing Data template (Attachment 06) supporting a fixed-price time charter solicitation for submarine rescue vessel services. The solicitation, N3220526R6077, issued by the Department of the Navy Military Sealift Command, seeks a Jones Act qualified, U.S. flag Offshore Supply Vessel (OSV) for a one-year base period with three one-year option periods and one 11-month option period. The vessel will support submarine rescue requirements, sea trials, and Fleet mission support operations in the Hampton Roads area of Virginia, with anticipated lay days from February 18 to March 28, 2027.

The pricing template is designed to capture the contractor's cost structure for the time charter services over the solicitation's performance periods. As a basic pricing data document, it serves as the framework for offerors to submit their financial proposals in accordance with the fixed-price time charter arrangement. The solicitation has been subject to multiple amendments addressing administrative corrections, proforma updates, government-furnished property clarifications, wage determinations, and responses to contractor questions. Offerors must submit formal proposals following all instructions detailed in the RFP and its attachments.
