About this file

This is a Force Protection (FP) Contract Requirements addendum (N34, FY25) for Military Sealift Command (MSC) Contractor-Owned/Contractor-Operated (CO/CO) vessels operating under MSC Operational or Tactical Control. The contractor must comply with COMSCINST 5530.3 (Series) and implement comprehensive force protection measures including signage standards per UFC 3-120-01, with restricted area warnings using 3-inch lettering visible from 75 feet and illuminated at night on standard 3' by 5' signs.

The vessel must maintain a Vessel Security Plan (VSP) and be outfitted with Hull Perimeter Lighting (HPL) providing minimum 5 foot-candles from waterline to 30 feet distance with port/starboard selective capability; a Closed-Circuit TV (CCTV) system monitoring all entrance/egress points and restricted areas including fantail, foc'sle, main deck, engine space, master's cabin, and small arms locker; and an Intrusion Detection System (IDS) with motion sensors and audible alarms integrated with CCTV. All three systems' costs are included in the fixed per diem rate. Security watch requirements mandate a Force Protection Officer (FPO)—a licensed officer with MSC-approved Anti-Terrorism Level II training and SECRET clearance—who provides Level I Awareness Training to crew; a Mate-On-Watch (MOW) assisting with access control, signage verification, and security journal maintenance; a Gangway Watch at all active access points maintaining visitor logs and issuing color-coded ID badges; roving patrols varying routes and timing with hourly check-ins; and a Security Reaction Force (SRF) of at least five mariners with triennial MSC-certified training, annual SWS-A course completion, small arms qualification, quarterly Rules of Force and deadly force training, and quarterly warning shot training for rifle-qualified personnel. The Government provides small arms as Government Furnished Property (GFP) stored in Class 5 weapon safes or GSA-approved equivalents with the Master maintaining custodial control, and upon request, the contractor must be prepared to install crew-served weapon gun mounts (Mark 16 Mod 9 deck-mounted and Mod 8 bulwark-mounted base plates) with storage space and classification society seals. The Government also provides a high-security Ready Service Locker (RSL) for weapons and ammunition and Force Protection equipment per applicable Allowance Equipment Lists (AEL) issued by N44 and N47, with contractors designating separate storage space and conducting annual FP equipment inventories reported to MSCHQ PML. When directed, an Embarked Security Team (EST) or Contract Security Team (CST) may be placed onboard; the EST receives Government-provided ammunition allowance with the Master maintaining custody and delegating to the EST Officer-In-Charge (OIC), while the CST must provide its own weapons and ammunition with authorization to fire residing with the Master. Ammunition is provided as ships property per classified SHIPFILL allowance listings; contractors cannot expend without approved requests except in emergencies and must report any changes in location, condition, or quantity to MSC N4 OAA within 24 hours, conducting annual physical inventories reported within 5 days. Unless notified by government, Counter Unmanned Aerial Systems (C-UAS) operations must be conducted by trained personnel; upon notification, vessels must comply with C-UAS policies per COMSCINST 9470.1 (Series) with training available at MSC Underway Training Center (MUTC) Little Creek. All mariners designated to bear small arms must complete U.S. Navy or MSC-approved small arms training per COMSCINST 3591.1 and 5530.3, with semi-annual sustainment training conducted at four to eight months intervals; the FPO may conduct approved sustainment training. For OCONUS vessels, MSC delegates authority to extend small arms qualifications to the Master of government-operated vessels and operating companies of contract-operated vessels (and potentially to individual ship Masters at MSC discretion); mariners must arrive current on small arms qualification and sustainment, complete additional sustainment at 16-20 months if extending beyond 12 months, cannot exceed 24 months from most recent qualification, must requalify with live-fire if departing over 30 days, and vessels returning CONUS after prolonged OCONUS deployment (>60 days) have up to 90 days to requalify personnel. FP training requirements per COMSCINST 5530.3 include: AT Level I (all crew, annually, conducted by ship's FPO), AT Level II (FPO triennial or Master once during career via MSC-approved course), AT Level III (Master once if active/sailing, recommended every three years, or if not sailed in five years must renew), Small Arms Qualification (annual with sustainment at 4-8 months), Rules for the Use of Force (quarterly for small arms personnel by FPO), MSC Security Watch stander Advanced/SWS-A (annual for small arms personnel by MSC-certified trainers), FP Drills (monthly by ship's FPO with all security personnel), Warning Shot Training (quarterly for rifle-qualified personnel by FPO), FP Exercise (annual for security department coordinated with Area Command FPO), Self-Assessment (annual by ship FPO six months after AT-PR), and Anti-Terrorism Program Review/AT-PR (annual by Area Command FPO on long-term charters with completion reported to MSCHQ N34; long-term vessels must also conduct self-assessment using approved AT-PR checklist). Monthly FP drills must exercise each Planned Protective Reaction (PPR) at least once annually using Personnel Security Bill personnel, and the Master/FPO must annotate small arms qualification extensions in monthly ATFP reports. The document includes technical drawings of Mark 16 Mod 9 deck-mounted tripod base plates and Mark 16 Mod 8 bulwark-mounted base plates for weapon mounts.

MSC also delegates this authority to the operating companies of our OCONUS contract-operated vessels. Additionally, at their discretion, MSC can permit the operating company to delegate that authority to the Master of the ship.

5.1. The Master may determine the suitability for a mariner to receive a small arms qualification extension but, at a minimum, must adhere to the following criteria.

5.1.1. Upon arrival to an OCONUS vessel, the mariner must be current on their small arms qualification to include sustainment training.

5.1.2. Upon extending the small arms qualification beyond 12-months from initial qualification, the mariner must complete an additional sustainment training at the 16-20-months. 5.1.4. If the mariner departs the ship over 30 days, a live-fire qualification must be conducted.

5.1.5. The ship’s Master, as applicable, must annotate the extension in the monthly ATFP report for tracking purposes.

5.1.6. Vessels returning CONUS after a prolonged OCONUS deployment (> 60 days) will have up to 90 days to requalify any personnel granted a small arms qualification extension.

5.2. Force Protection Drills. The Master/FPO must conduct a Shipboard Force Protection Drill monthly IAW COMSCINST 5530.3 (series) Afloat Force Protection Manual. The ship must exercise each PPR at least once during the year. The drill will utilize those personnel assigned by the Physical Security Bill.

5.3. Force Protection Exercise. Annual requirement coordinated with Area Command FPO.

5.4. Anti-Terrorism Program Review (AT-PR). Area Commander FPOs must conduct an AT-PR on any long-term charter. Upon receiving their AT-PR, the vessel must report completion to MSCHQ N34 using the monthly report. Each vessel must coordinate with the MSC Area Command FPO to have their AT-PR conducted annually while onhire. Long-term vessels are additionally required to conduct a Self-assessment per the COMSCINST

5530.3 (series) using the approved AT-PR checklist.

5.5. FP Training Requirements. The below table identifies FP crew training requirements. All training shall be accomplished IAW COMSCINST 5530.3 (series).
