About this file

This is a pricing template attachment for a fixed-price time charter solicitation (RFP N3220526R6077) issued by the Department of the Navy Military Sealift Command for the charter of a Jones Act-qualified, U.S. flag Offshore Supply Vessel to support submarine rescue operations near Hampton Roads, Virginia. The charter period consists of one base year (365 days) followed by three one-year options (366, 365, and 365 days respectively) and one eleven-month option (335 days), with anticipated lay days from 18 February to 28 March 2027.

The pricing template requires offerors to provide daily cost breakdowns across five main categories: crew-related expenses (wages, training, victualling, transportation, and other crew costs); vessel operating costs (maintenance, lubricants, surveys, equipment, capitalized costs, and depreciation); insurance costs (protection and indemnity, hull and machinery, and other insurance); general and administrative expenses; and profit. Additionally, offerors must complete fuel consumption data specifying barrels per day for four operational modes (fuel underway laden, underway ballast, auxiliaries underway, and idle periods) and select a fuel type from DLA-Energy standard price tables. The Government will convert fuel consumption to metric tons using specified conversion factors and apply DLA-E standard prices as of 1 July 2026 (MGO/MDO at $1,188.66 per metric ton, IFO-180 at $759.23 per metric ton, and IFO-380 at $752.49 per metric ton). All pricing must be expressed in U.S. dollars and based on the applicable annual calendar as specified for each period.
