About this file
This is Amendment 0002 to a U.S. Navy solicitation (N3220526R6006) for the operation and maintenance of eight Auxiliary Tug Supply (T-ATS) ships. The amendment incorporates industry feedback and key updates to the base solicitation dated September 23, 2026, effective October 27, 2026.
The contract requires a single firm-fixed-price award for ship operations across multiple operational tempos including Full Operating Status (FOS), Repair Availability (RAV), Reduced Operational Status (ROS), and Nuclear Certification (NUC-1, NUC-2, NUC-3) phases. The performance period spans a 12-month base period (366 days, anticipated start April 1, 2027) plus four 12-month option periods. Specific vessel delivery schedules range from T-ATS 11 Billy Frank Jr. (April 2027) through T-ATS 9 Lenni Lenape (December 2030). The amendment restructures the CLIN format to reflect anticipated days in each operating status for the base period and all four option periods. Pricing is submitted via completed Attachment 11 (Pricing Form B) with per diem rates for all operating tempos. The contract imposes a 7% Minimum Quantitative Requirement for small business subcontracting. Offerors must possess an active TOP SECRET facility clearance, ISO 9001:2015 Quality Management System certification, and an International Safety Management (ISM) Code-compliant Safety Management System. Technical proposals are limited to 30 pages excluding checklists and specified attachments. Past performance must include three relevant Government contracts completed within three years. The Government will evaluate proposals using a trade-off methodology prioritizing technical approach, past performance, and price in descending order of importance. Award contemplates operational readiness for forward-deployed maritime missions in remote locations with crew retention and maintenance performance as critical success factors.

Section F - Deliveries or Performance
Miscellaneous text in this section has been modified to:
Section F - Deliveries or Performance
F-1 PERIOD OF PERFORMANCE
The period of performance for this contract includes a 12-month base period and four, 12-month option periods. The base period will begin prior to the first vessel delivery from the shipyard and designated on the contract award and is anticipated to occur on or about 01 April 2027; however, this may change based on schedule delivery shifts from the shipyard. Periods of performance of the contract are as follows:
Period Days
Base 366
Option 1 365
Option 2 365
Option 3 365
Option 4 366
(a) The period of performance for each subsequent vessel will be adjusted to the remaining number of days in the base period and based upon actual delivery.
(b) Any voyage in progress on the date of contract expiration shall be completed by the Contractor. If the vessel has a voyage in progress on the date of contract expiration, the applicable per diem rate for that vessel for the period beyond the expiration date shall be the per diem rate that is in effect on the last day of the contract.
(c) Performance of phase-out services may be required beyond the scheduled termination date as stated in RFO Clause 52.237-3, Continuity of Services.
(d) Periods may be shortened through the effect of the contract expiration/termination provisions. The period of time required for performance of the joint inventory at the termination of the contract shall also be deemed to be within the contract performance period.
(e) The performance period commencement date may be shifted day-for-day to accommodate delays in performance attributable to protests, weather delays in vessel arrival, and delays in vessel availability due to on-going missions/voyages, which preclude turnover after the days shown in Section F below. During that period, the per diem rate that is in effect for the final performance period will apply.
(f) Nothing herein shall prevent the Contractor and the Government from mutually agreeing to the termination of a RAV period and changing operating status to FOS or ROS prior to the time required by these notice provisions.
F-2 PLACE AND DATE OF DELIVERY
(a) The ships are not currently operated by a Contractor. The Government shall deliver the ships to the Contractor at a Government-determined site (tentatively identified below) which could be a current layberth or a load-out port. The location is subject to change.
The familiarization/turnover/phase-in period shall occur IAW the requirements in Attachment 1. Variation of delivery date or delivery point shall not excuse the Contractor's duty to accept delivery of the ship for operation under this contract, nor shall any such variation be a basis for any adjustment to the contract price. The Government shall provide actual layberth and scheduled date of delivery of the ship by giving written notice to the Contractor not less than 15 days in advance of such anticipated delivery.

(b) Familiarization/Phase-In: Prior to commencement of performance, the Government will provide the Contractor with a familiarization/turnover/phase-in period IAW Attachment 1.
F-3 REDUCED OPERATIONAL STATUS (ROS)
(a) When so ordered by the Government, the Contractor shall maintain this ship in a degree of readiness which will enable the Contractor to achieve a transition from ROS to FOS in a period of time not to exceed 120 hours (five days).
(b) An exception to the 120 hours (five days) activation time period may be when activation is required in connection with a severe weather sortie or contingency. During instances when the required activation period is shorter than 120 hours (five days), specific details will be provided by the Contracting Officer or COR and will be handled on a case by case basis. See Attachment 1 for information about emergency sorties.
(c) During ROS periods, the vessel shall not be deemed to be in RAV status pursuant to contract RAV provisions.
(d) The Government will give the Contractor written notice to place the ship in ROS status specified in subparagraph (a) above.
Such notice will specify the time at which the period of ROS is to commence which:
(i) shall not be less than 48 hours subsequent to the receipt of such notice by the Contractor or its representative, or
(ii) shall be a later time at which the vessel can reasonably be brought to a safe port for the duration of the ROS period. The Government shall give the Contractor written or electronic notice within a reasonable period of time (or in the event notice is given by telephone, written or electronic confirmation) of termination of the period of ROS.
(e) At any time, the Government may, at its option and upon written notice to the Contractor, make crew adjustments during ROS periods IAW Section B.
F-4 REPAIR AVAILABILITY STATUS (RAV):
(a) The Contractor shall be placed in RAV status IAW the provisions of subparagraph (d) during regular overhaul, dry-docking and midterm availabilities or during any period when the ship is undergoing alterations for the Government's account.
(b) During such RAV periods, the then current daily RAV rate contained in the Section B Rate Schedule will apply. In addition, the Government shall reimburse the Contractor for the direct expenses of any additional approved crewmembers in excess of the minimum required by Attachment 1.
(c) Subject to the notice provision in subparagraph (d) below, the RAV shall commence no earlier than 48 hours after entering the shipyard, repair facility or berth and shall cease five days prior to sea trials or at the end of the availability period, whichever comes first.
(d) The Government shall give the Contractor written notice of exercise of RAV specified in subparagraph (a) above. Such notice shall specify the time at which the period of RAV is to commence. The Contractor shall give the Government written notice at least 72 hours (Saturdays, Sundays and holidays excluded) prior to the completion of the maintenance and repair type work and readiness of the ship to resume full operational status.
