From MSC N4 Director & Force Supply Officer “Inspect what you Expect…” – Anonymous
Team, It’s an old saying, “Inspect what you Expect” – one you’ve probably heard many times throughout your career; if not, you will. But what does it really mean? Details do matter and are the difference between good and great. As a leader, you must be engaged and focused on the details while still maintaining a strategic, big picture perspective. Every plan and strategy associated with a goal must always be monitored and inspected to ensure proper execution and achievement. Inspecting what you expect provides you the opportunity to adjust and provide course corrections as needed. It also provides you an opportunity to show your team that the work they are doing is important and successful completion is a top priority.
As many of you are aware, significant Department of Navy (DoN) resources have been invested to ensure auditability and you play a critical role in this effort. You are in charge of your team and the products they generate. Don’t allow those deliverables to leave your ship without first inspecting what you expect. Are all the Ts crossed and Is dotted? We learn early on in our careers as logisticians the importance of “circle, sign and date” yet we still see Financial Improvement and Audit Readiness (FIAR) reporting failures due to a lack of basic administrative compliance. Your leadership, engagement and focus on the details are key to overall MSC success in FIAR reporting.
Great leaders get out into their spaces, talk to their teams and constantly monitor the basics. In fact the Navy even has an acronym for that; it’s called MBW, or Management By Walking around!
Three easy steps to remember: 1) Set specific expectations; 2) Be consistent and provide open communication; 3) Stay visible, do not get stuck behind your stateroom door. Your team needs to know you are engaged and actively involved in the review process. Now there is a fine line between micro-managing and holding your team accountable to your expectations. Answer their questions.
Motivate them. By inspecting what you expect, you can give your team the freedom to accomplish the mission in new and innovative ways while potentially streamlining processes for improved efficiency. You will catch errors before they become bigger issues and ensure all team members are on the same page and working towards your vision, goal or expectation.

ShipCLIP Afloat Purchase Card Requisition Input
MSC recently transitioned to Navy Enterprise Resource Planning (N-ERP) for its financial system of record.
To ensure that all Afloat Government Commercial Purchase Card (GCPC) requisitions can be recorded and reconciled correctly, it is imperative that GCPC requisitions are initiated properly in ShipCLIP.
If you use a GCPC to purchase material or a service, then it must be recorded in ShipCLIP as a GCPC requisition. This is to make sure that the GCPC requisition replicates and records in CMLS ashore and is then sent to N-ERP for financial reconciliation.
Some additional considerations and reminders when entering GCPC requisitions in ShipCLIP are:
1. Make sure to continue adding the last 6 digits of the GCPC used in the comments section of the GCPC requisition using the format
PCARD(UNDERSCORE)CC(COLON)######.
Sample format: PCARD_CC:######. In the format, the six ###### denote the actual last 6 digits of the credit card used for the purchase request that needs to be inputted. In the future version of ShipCLIP, there will be a mandatory entry field.
2. When adding an estimated shipping or freight charge line for a GCPC requisition, please make sure that the estimated amount is at least 0.01 and not 0.00.
Input the words “SHIPPING” or “FREIGHT” in the part number field with a cage of “00000”. Do not input any FSC or NIIN information for the shipping line. In the future version of ShipCLIP, there will be field validations in place and a dedicated add shipping line function, as well as the required mandatory information.
3. Start using the add “attachment” function in ShipCLIP for GCPC requisitions. Refer to MSCs FY-22 Afloat Logistics Guidance (ALG) Naval message (MSG) 101644Z SEP 21. See below excerpt from the message.
12.C. ATTACH THE FOLLOWING
DOCUMENTS IN SHIPCLIP FOR EACH GCPC
PURCHASE WITHIN TWO (2) CALENDAR
DAYS AFTER PURCHASE IS COMPLETED:
CARDHOLDER (CH) PURCHASE LOG,
PURCHASE REQUEST FORM
INVOICE/RECEIPT, QUOTE(S)
PROOF OF RECEIPT AND ANY
OTHER SUPPORTING DOCUMENT
(I.E. WAIVER FROM APC)
Users can add attachments by searching and selecting a PC requisition in the ShipCLIP Purchase Card Manager, then select the “Manage Attachments” tab at the bottom of the screen, then attach a file. There is a 2MB file size restriction for each attachment. Limit to documents that are required and adjust the file size of the intended attachment as needed to conform to the current file size restriction. A file can be compressed in size by using Adobe “PDF” print, then selecting “Microsoft print to PDF” for the printer option, or doing a print to file. Another way is to do a screenshot function or print screen (prt sc), then paste to a word document as needed.

Purchase Request Cancellations in CMLS and N-ERP
With the recent migration to the Navy Enterprise Resource Planning (N-ERP) as MSC’s financial system of record, there are a few business practices quite distinct from the old financial system of record (FMS).
Unlike FMS, N-ERP does not allow Purchase Requests (PR) to be “recycled.” With ERP, PRs have to either be used or discarded, but never re-used. For example, if a National Stock Number (NSN) item PR has a backordered status with a long lead time but can be procured quickly using the Government Commercial Purchase Card (GCPC) or a contracting action, then the original NSN PR cannot be converted over as a GCPC or contracting PR. The NSN PR will have to be cancelled and a new PR generated then submitted based on the best suited procurement method. Make sure that when you encounter situations such as the example above that you are coordinating with your Logistics Type Desk (LTD) for the proper course of action.

Fleet Asset Sharing and Asset Redistribution Program
Updated Fleet Asset Sharing (FAS) guidance was recently released. See COMSC message (MSG) 131419Z SEP 21. This guidance emphasizes the use of a FAS offline requisition number, and also on approving the expenditure document number in ShipCLIP. Please review the guidance and make sure that a copy of a completely filled-out expenditure document with the ultimate consignee address is on a packing envelope attached on the outside of the box, and the expenditure document number is clearly marked on the outside of the shipping container. These extra steps will ensure proper documentation, receipting, and rapid shipment of material from the provider to its intended recipient, especially when it comes through the warehouse.
Also in the FAS message guidance is an initiative on Asset Redistribution (AR). This effort is intended to balance excess Store Room Items (SRI) on some ships with shortages on others without having to generate shipboard requisitions. Asset Redistribution will be handled by your Logistics Type Desk (LTD) personnel and will occur between ships within the same area of responsibility (AOR). The SRI may or may not necessarily pass through any MSC warehouse, as the SRI may be cross-decked whenever operational opportunity allows ships to execute. Please read the guidance and contact your assigned LTD for more details on AR.

CASREP/ANORS Fleet Asset Sharing Requests - Labeling and
Shipping Please remember, for all CASREP and NORS requirements, the requisition number for the high-priority material should be clearly marked on the outer shipping container for rapid identification, handling, and further shipment. Be sure to include a properly completed DD Form 1149, then enclose in a packing envelope and securely attach on the outside of the shipping container. A properly documented and clearly labeled package will definitely mitigate the potential for material to become frustrated while in transit.
Lastly, do not use W or A requisitions to pursue stock replenishment. Identify your shortages early and submit those with the corresponding Issue Priority Group (IPG) dictated by your current Force/Activity Designator (FAD).

N-ERP Challenges with the GCPC With N-ERP upon us, please know that there will be times when the system is very slow in linking up monthly payments to get processed through the Defense Finance and Accounting System (DFAS), which is required before DFAS is able to certify/push payments to US Bank. That issue is aggressively being worked. As a recommendation, please make sure that you consistently communicate with your ashore proxy Approving Official (AO), who will work on your behalf and communicate with the Agency Program Coordinator (APC), along with the N8 Accounts Payable section to ensure that your monthly payments are getting through DFAS. For more information on who your respective ashore proxy AO is, please contact your APC.

Do not request liability insurance and gas cards, it’s included in the price. The vendor should refuel your ship vehicles based on daily usage.
Forklift and Mobile Crane Service The Husbanding Service Provider (HSP) shall provide mobile crane services (shore and floating cranes) with operator(s), riggers and safety observer(s). In addition, HSP shall provide forklift services with operator(s). Unit price for both services shall be inclusive of all pricing variables, including, but not limited to, all necessary equipment, licensed operators, holiday and overtime costs, customs clearances, mobilization and demobilization (including all associated equipment and labor required to satisfy ship and port requirements), removal, disposal, transportation, setup, pre-positioning, staging, charter, vetting of operations, detention or demurrage, fuel and operating expenses, dismantling and labor, repositioning, all applicable taxes and surcharges.
Global Stock Control Update CARGO 9M Surveys – Any survey of Consolidated Afloat Requisition Guide Overseas (CARGO) subsistence (9M) requires a DD Form 200, since 9M is Defense Working Capital material and DLA requires that DD Form 200’s are on file for any instance of loss/survey, regardless of the amount. Please email any DD Form 200 as soon as you enter a loss/survey of CARGO 9M in ShipCLIP.
Fuel Accountability – Please review NAVSUPINST 4026.1A for information regarding the management of DLA fuel that is carried onboard Combat Logistics Force ships for sale to customers. Specifically, Appendix G provides Fund Codes and Serial Numbers that are entered in ShipCLIP when you transfer or sell fuel. Accountable Officials (Supply Officer) must be thoroughly familiar with the NAVSUPINST 4026.1A. If you have any questions or are unsure of how to process a fuel transaction, please contact Mr. Cesar Narvarte, cesar.p.narvarte.civ@us.navy.mil.
CACI Support Team – For the last few years, MSC N46 Global Stock Control operations have been supported by this team. They conduct daily Transaction Item Reporting (TIR) reviews, requisition management of Defense/Navy Working Capital resupply transactions, and a host of other tasks. You should have received emails from them and your prompt replies to their queries are appreciated.
The members of the CACI team are Mr. James Chandler, james.l.chandler28.ctr@us.navy.mil; Ms. Renee Sanderlin- Gelzer, renee.sanderlin-gelz.ctr@navy.mil; Ms. Laura Fewell, laura.a.fewell.ctr@us.navy.mil; and most recently Ms. Nardia Corley, nardia.a.corley.ctr@navy.mil.

Unit price shall be inclusive of performance at night, overtime, Fridays, Saturdays, Sundays, Holidays, performance under heavy rain and other inclement weather, and service to tankers and ships carrying explosives, as well as any cost associated with all necessary insurance (including Admiralty insurance) as required by local laws, licenses and permits or incurred to comply with applicable laws, codes, and regulations, in connection with the performance of the work.
Monitoring HSP Port Visit Performance (Surveillance)
The first day of the Port Visit (PVST) is paramount in setting a tone with the HSP that the ship will steadfastly verify all services and maintain an auditable record of when services started, stopped, and were provided within the standards of the contract. The first day of the PVST is a dynamic event and requires significant coordination between the unit, the HSP, and the Contracting Officer Representative (COR) if they are on site. The ship’s role in surveillance is formally captured during the daily reconciliation and OPNAV 4400/4 Port Visit Checklist, where mandatory entries are required by the Supply Officer (SUPPO) and signature by the commanding officer. The SUPPO or Junior Supply Officer (JSO) will arrange a daily reconciliation meeting with the HSP to review upcoming services and services received during the previous 24-hour period. The SUPPO/JSO, or their designee, will chair this meeting. The purpose of this meeting is to obtain agreement between the ship and HSP on all services received, with particular attention on volumetric services such as water, sewage Collection, Holding, and Transfer (CHT), oily waste, and trash. A comprehensive reconciliation is required on the final day of the PVST to resolve any differences. Unresolved differences will be immediately elevated to the COR. Ship's personnel will not sign any invoice or other documentation presented by the HSP. The final number of services provided and received on the final daily reconciliation will be utilized for the DD Form 250.
Additionally, the SUPPO/JSO will provide surveillance comments about the services received and HSP’s performance providing those services. The draft daily reconciliation will be provided to the vessel by the COR, but can also be downloaded from the Naval Supply Systems Command HSP Portal at:
https://my.navsup.navy.mil/apps/ops$logssrv2.home
Issues we have seen in particular are:
1. Daily reconciliations not signed by the SUPPO.
2. Daily reconciliations provided by HSP vendors (use what’s provided to you by the U. S. Government).
3. Daily reconciliations and DD Form 250s that don’t match. You should be using the daily reconciliation to complete your DD Form 250, so they should match.
4. Using Exhibit A to complete DD Form 250 and not the daily reconciliation.
5. Turnaround time on supporting documents is averaging 8 days and some have taken more than 30 days. The requirement is 72 hours (3 days). Timely submission of surveillance documents when prompted by the COR via email, naval message, or by phone is paramount.
Global Logistics Requirements (LOGREQs)
Global LOGREQs for each class of ship are located on the HSP Portal. Download them and share with your Operations Officer and ship COs. We are still seeing older versions of LOGREQs that are not accurate.

Logistic System SAAR-N Processing Reminders
Ensure You Have a Primary SAAR On File With MSC N6 We continue to see System Authorization Access Request - Navy (SAAR-N) for logistics systems come back rejected from MSC N6 because the member did not have a primary computer user SAAR-N on file. All MSC employees are required to have a Primary SAAR-N on-file with MSC N6. The Primary SAAR- N provides access to government computer networks and is required prior to getting access to secondary systems such as One Touch Support, Electronic Retrograde Management System (eRMS), Naval Logistics Library (NLL), and Priority Requisition Information Management Enterprise (PRIME).
Please check with your N6 department and ensure you have an approved Primary SAAR-N on-file prior to submitting a Logistics System SAAR-N. For questions or additional information about Primary SAAR-Ns, please email the SAAR- N processing team at: msc_n62_saar_rqst@us.navy.mil
Use DoD SAFE - Please remember to use the DoD Secure Access File Exchange (SAFE) to upload and transmit logistics system SAAR-Ns for review and approval. Civilian Mariner (CIVMAR) and Contracted Mariner Supply personnel must submit logistics program SAAR-N forms via the DoD SAFE Website. This includes the following four logistics systems:
One Touch Support (OTS), eRMS, PRIME and NLL. After uploading forms to the DoD SAFE, CIVMARs should send the link for accessing the files to Mr. Kevin Crosby, kevin.a.crosby.civ@us.navy.mil. Contracted Mariners submit the link to their respective Logistics Type Desk POC for processing. Please do not email these logistics program SAAR- N forms. Find the DoD SAFE Website at:
https://safe.apps.mil/
One Touch Log-in Requirement -The One Touch Support web portal requires all users to log into their account every 30 days. After 45 days of non-activity, the account is deleted and users must fill out a new SAAR-N and addendum to re-gain access. One Touch Support has discontinued the Purge Exception option. One Touch Support users that go on extended leave or TAD periods can use a personal computer with a CAC reader and log into their account to maintain access.
Annual Information Assurance Training Note - All logistics system SAAR-Ns must include the Information Assurance Awareness (IA) training date in block 10. The training must be renewed each fiscal year. As we quickly approach FY-22 be mindful of this annual requirement and ensure you renew IA training before submitting SAAR-N in the new fiscal year.
