MSC N41 Newsletter 2021 – Vol. 2
Director’s Note: Team MSC, Since our last newsletter, much has changed, with various COVID-19 restrictions being lifted or adjusted to provide more flexibility to the fleet. Our folks are now permitted to travel, so you may be seeing some of us come by for assistance in Husbanding, HAZMAT, postal, etc.
We’ve had more personnel changes, all additions. Jim Andreano has returned from an extended duty to N1. He will be working in Husbanding. Jennifer Miller has also joined the husbanding team here in Norfolk.
I continue to recommend attendance to the Supply Officer Refresher Course (SORC) when you are able, as we now have a virtual course available. The course is designed to provide the latest guidance, and several of the shore staff will be speaking to the classes as well.
One issue I should point out, as we’ve seen it on many ships. When conducting your annual HAZMAT inventory, be sure to include the shelf life of those items in your report. Managing shelf life helps to ensure you have material on hand ready for issue and to identify expired material for extension or disposal.
We look forward to seeing you in the fleet as ship-visit and travel restrictions are lifted.
Ernest Harden, MSC Logistics Operations Division Director.
PROVIDING PROVISIONS REQUISITIONING SUPPORT WHEN COMMUNICATIONS ABOARD SHIP ARE
DEGRADED/DOWN
(POC: Jerry Holley, Food Service Operations Manager (N43), Jerry.Holley@navy.mil)
Recently, there have been several instances when a ship communication system was severely degraded or completely down for a period of several days and the Chief Steward/Steward Cook needed assistance from the N43 Ashore Food Service Team in placing a provisions order on behalf of the ship.
If your ship has a communication issue in the future and will be down for a prolonged period of time, the correct course of action is to reach out to the N43 Ashore Food Service Team listed below who will assist you with submitting the ship’s provisions order.
The ashore food service team has the capability of creating and extracting provisions orders for your ship through the Shore Automated Subsistence System (SASS-E) in CMLS. Once the ship’s communication system is back online, the order placed ashore will automatically replicate to your ShipCLIP FSM.
In this Issue
• Providing Provisions Requisitioning Support
When Communications Aboard Ship Are Degraded/Down
• HSP Announcements
• ShipCLIP GCPC “Last Six Digits” Input

Attachment 22N
Please use the below methods to send the ship’s provisions order request to the ashore food service team:
1. Send your provisions order via SIPR e-mail to a food service team member listed below.
2. Call a team member and verbally communicate the list of items and quantity required over the phone.
3. Write out your list of items and quantity required, take a photo with your cell phone and send it to food service team members.
4. Call or send a text that your ship will need the food service team to build your ship’s provisions endurance requirements through SASS-E.
Once the ship’s provisions requirements are received, the ashore food service team will place the order in SASS-E, extract the provisions order file and send it to the Fleet Logistics Center (FLC) or Combat Logistics Officer that is responsible for processing and sending your requirements to the Subsistence Prime Vendor.
If you have any questions or concerns, don’t hesitate to reach out to one of the N43 Food Service Team Members:

HUSBANDING SERVICE PROVIDER (HSP) ANNOUNCEMENTS
(POC: Monty Rycroft (757) 443-2997 or monty.rycroft@navy.mil)
DD 250:
The DD Form 250 is the key document prepared by the ship to verify port services received and allow payment to the HSP. This FIAR-compliant document needs to be completed and digitally signed by the SUPPO and e-mailed to the fleet COR no later than 3 days after completion of the PVST. All quantities documented on the DD Form 250 should have an audit trail to the receipt inspector’s documentation to verify quantities received. However, sometimes “actual quantities” might not be the amount paid to the HSP. For example, a task order was awarded to an HSP for 16 hours of crane service, but the ship only utilized the crane for 12 hours. Contractually the HSP is allowed to invoice for 16 hours. Therefore, you’ll need to enter on the DD Form 250 the 12 hours listed as the “Ship Actual Total” and 16 hours listed as the “DD 250 Qty.” These examples will be explained individually with each unit by the COR and contracting officer so the unit’s SUPPO understands each individual line item. For each service provided, the DD Form 250 will include sub-contract line item number, exhibit line item number, item nomenclature, unit of issue, unit price, actual quantity received, reconciled quantity, extended price and total price of services at bottom in blocks 15 through 20 or on the continuation pages. A fleet-customized DD Form 250 and a DD Form 250 message template for units submitting their DD Form 250 via message traffic are available from the HSPortal website.
Note: SUPPOs shall not wait for the vendor invoice to complete the DD 250. Additionally, KOs will not issue a modification until a DD 250 is received and uploaded into the HSPortal by the assigned COR.
ShipCLIP GCPC “LAST SIX DIGITS” INPUT REQUIREMENT IN THE COMMENTS SECTION (POC: Vernon Ferrer, 757-341-5860 or Vernon.ferrer@navy.mil)
SUPPO, JSO, and Purchase Card Holders.
A few weeks ago we sent a new Naval Message (R 012117Z JUN 21 SUBJ/SHIPCLIP GOVERNMENT COMMERCIAL PURCHASE CARD (GCPC) REQUISITIONS//) regarding inputting the last six digits of the purchase card in the comments using a specific format (FORMAT: PCARD_CC:123456) for every GCPC or PCARD transaction inputted in ShipCLIP. The importance of this is highlighted since this information is needed in order to have them accepted in the MSC ERP financial system and to avoid any PCARD suspensions in the future.
It is crucial to have the proper format as shown in the example in each PCARD line comments section. We have noticed many had some issues with the format and others did not input this information at all.
To clarify the FORMAT: PCARD_CC:123456.
1. The “123456” part of the format is meant to be changed to the actual last 6 digits of the credit card used as noted in the beginning of the message.
2. Use the exact format shown. Some wrong input examples seen in comments are “CC: 236576”, “PC 133456”, “GPC:463821”, and many others. The exact format is very important so that CMLS Ashore can pick up the last 6 digits since there may be other numbers in the comments field.
3. You can add the exact format anywhere in the comments along with other notes as long as the correct format is used with the actual 6 digits of the purchase card.
4. Each PCARD line transaction must have this information in the comments, not just one of the lines for the entire Purchase Request (PR).
5. Remember to input since this is the only way to have this data for now until ShipCLIP version 4.1.2 is installed on your ship which makes it a mandatory entry for each PCARD line entered in ShipCLIP.
We appreciate all the effort as we navigate this requirement to support ERP and more changes to come.
USE OF SHIPS FPO ADDRESS
(POC: LSCS Jamie Venvertloh, MSC_HAZMATOFFICER.fct@navy.mil)
MSC Fleet Postal Operations: ALL USNS vessels, please ensure you advise any entity (vendor, official business, personal contacts, etc), that they should utilize your respective ship’s FPO address when sending mail. We have had many instances of mail being sent to DDNV/DLA Norfolk, which can lead to longer processing times and potentially frustrated mail being delayed for further routing to USNS vessels.
If you have questions regarding this or want postal training, please reach out to our Norfolk Regional Navy Mail Center POCs:

YOUR NWCF INVENTORY WILL BE AUDITED
(POC: Frank Dionne, MSC CLF Stock Control Officer,frank.dionne@navy.mil, This is a reminder to familiarize yourself and your team, again, of the new guidance and information in the updated NAVSUP P-723 regarding NWCF inventory management. USFFC is coordinating with Ernst & Young auditors to set up onboard visits and virtual audits of various NWCF inventory transactions. A significant update to the guidance requires all inventory transactions to be documented as it relates to LBI, GBI and Surveys. Prior to posting the actual adjustment in ShipCLIP CLF Module you must document the research and actions that led to the decision to post the inventory adjustment. Also, Letters of Designation are required to be signed and filed for the SUPPO and JSO or other designated custodians.
It is recommended that you review the external memo FY21-06 (Updated NAVSUP P-723 & Inventory Discrepancy Process Reference Guide) and go over the highlights of these changes with your team. These new administrative changes/updates will be specific areas the auditors focus on when conducting site visits or virtual sampling.
SUPPLY CHAIN MANAGEMENT (N48) UPDATES
ORDERING FROM OCONUS VENDORS
(POC: Al DeGuzman, Supply Chain Manager, al.deguzman@navy.mil)
Many overseas vendors accept US currency for payment. However, some will not. If those vendors will not accept US dollars and they happen to be an original equipment manufacturer (OEM), do not request a quote. Instead, pass the requirement to your Logistics Type Desk or GFM Manager, or query a US vendor (e.g. Lee Engineering or 17 Machinery) who can get you an OEM quote in US dollars. Conversely, research for a CONUS vendor who may be able to provide OEM parts and expedite shipment from the US anyway.
As always, when your materials have to be shipped by way of any of our warehouses, please instruct and remind the vendor to make sure the package is properly labeled and is clearly marked with the requisition/document number on the package. That way, when it comes through our warehouse, the distribution SMEs can quickly forward your package to your ship’s most current location.
OUTSTANDING REQUIREMENTS FOLLOW-UP (Repeat Reminder) (POC: Al DeGuzman, Supply Chain Manager, al.deguzman@navy.mil)
As mentioned in the last Newsletter; when sending requisitions to Supply Chain GFM Managers, especially those that have long procurement lead times, please provide follow-up emails about 2-3 weeks after your initial submission.
This will alert your GFM point of contact to reach out on your behalf for status. This will also ensure that your requirement is not put to the side, especially with the volume of material requests that are received from various ships. We continue to face challenges with ERP, so please track and follow up on open purchases by ensuring you send follow-up emails a few weeks after initial submission. Keep pressing for procurement status and also shipping status until you receive your material onboard.
FLEET ASSET SHARING (FAS) PROGRAM
(POC: James Shoemake, GFM/GFE Lead Manager, james.shoemake@navy.mil)
In accordance with the most recent guidance on FAS, please make sure that requested parts are sent to the requesting ship via fastest traceable means. Via fastest traceable means translates to a carrier/courier who is able to provide daily information on where the shipped material is and until it reaches the requesting ship. DHL, FEDEX, and
UPS are just a few examples of reliable shippers who can provide tracking information. Regular mail via the US Postal System (USPS) is not traceable and not fastest either so please do not use USPS.
Additionally, please clearly label the package you are shipping out to include the requisition number provided by the requesting ship. This is for every FAS material support which may or may not come through our warehouse. It is important that the requisition number is clearly marked to allow smooth and rapid follow-on shipment to the requesting ship.
PRIORITY MANAGEMENT OFFICE (PMO) ACCOUNT
(POC: James Shoemake, GFM/GFE Lead Manager, james.shoemake@navy.mil)
(https://pmohq.dc3n.navy.mil/PRIME.aspx) The link above is PMO’s URL. Barring any issues with your ship’s bandwidth and of course your workload, it is recommended that you create an account with PMO. In their website, there is information there to allow you to understand how they operate in the service of the entire fleet, which includes a recently updated standard operating procedure. Within your account, you can also create auto status that will feed daily CASREP and/or ANORS requisition status based on your ship’s UIC. There is also an option for how many times daily (and the actual time of the day) you would like for status to automatically pop in your e-mail address. This feature on the PMO website is very useful as it updates you on the status of your requirements in auto mode through your e-mail address.
On CASREPS; when sending W requisitions to PMO, please Cc myself, Juan Acevedo (juan.e.acevedo1@navy.mil), and Dahlia Feliciano (dahlia.feliciano.civ@us.navy.mil) especially on your initial email requisition so that we can begin tracking/monitoring for you. On the subject line of your email, please indicate the CASREP document number, CASREP category, and CASREP NAVMSG date time group. Example below:
GCPC, CMLS and HIGH-PRIORITY REQUISITIONS (POC: Vernon Ferrer, Code 45, vernon.ferrer@navy.mil)
Please be reminded that any critical part being requisitioned via GCPC by the ship must be processed as purchase card (PC). Do not use Supply Chain (Non-STD) option to generate a “W” or “A” document for “tracking” and/or messaging purposes. Input the requisition as PC if the intent is to buy directly from a vendor using the GCPC.
However, notify MSC Supply Chain of all pertinent information such as CASREP ID, CASREP Category, Criticality Code, SWFL, and other information as directed by current CASREP reporting procedures including the PC “S” requisition created in ShipCLIP. Additionally, indicate on the PARTS line of the actual CASREP message something like “PART ORDERED VIA GCPC ON REQN NBR (UIC-JULIAN DATE-REQN SER NUMBER).” This allows us to help monitor/track your “W” or “A” requisitions. Questions may be directed to either myself or Mr. James Shoemake.
AGED OUTSTANDING REQUISTIONS – A CRITICAL READINESS ISSUE
(POC: Parrish P. Guerrero, parrish.guerrero1@navy.(smil).mil, 757-341-2317)
Recent N41 CM Program Lead and ShipCLIP Program Lead audits have found that some units are not conducting an effective maintenance of the Material Outstanding File (MOF)/Requisition File. Most units have numerous “Aged” outstanding material requisitions (FY-18 and older). At this point, “Aged” material requisitions (FY-18 and older) are in excess of 1,000 and one ship alone has over 525 “Aged” requisitions.
To address this issue, Supply Officers are reminded to take a round turn in reviewing the Material Outstanding File (MOF)/Requisition File. An aggressive follow-up program assures an effective MOF. Validate external Material Obligation Validation (MOV) requisitions in conjunction with the monthly internal MOV processing of all outstanding DTO and Stock requisitions. Ensure each outstanding requisition is, in fact, a valid outstanding requisition held by a supply activity.
Utilize the attached MOF check-off sheets to validate all requisitions and establish an aggressive MOF maintenance program.
BOTTOM LINE: MOF problems will have a major impact and disruption across your entire operation, inventory accuracy, financial accountability, and stock record maintenance. The benefits of properly managing and maintaining the MOF include budget savings, decreased requisition lead-time, increased supply and maintenance effectiveness, and improvement in readiness and sustainability.

CLF REQUIRED ACTIONS DURING RECEIPT AND TRANSFER OF CUSTOMER SHIP DLRs (POC: Kevin Crosby (757) 443-3887 or kevin.a.crosby@navy.mil)
CLF procedures for receipt and processing Depot Level Repairables from customer ships are attached in the eRMS 2.0 Quick Reference Guide for your review. SUPPOs and JSOs, please review these procedures and hold training with your DLR manager and junior supply personnel.
When processing customer ship DLR retrograde, your DLR manager MUST post receipt of the DLR manifest in eRMS
2.0 upon receipt from the customer ship and also post the transfer when you offload to ATAC.
In cases where eRMS connectivity is not available, the receiving CLF ship MUST scan the DD-1348s and associated manifest and email them to your area servicing TARP Representative. This step is vital to ensure proper tracking and accountability of customer DLRs.
If you have questions about the process please contact your local area TARP Rep or the POC above.

CONTRACTED MARINER SAAR-N SECURITY CLEARANCE VERFICATION CHANGE
As of 23 April 2021 - DOD and Navy’s new system of record is the Defense Information Security System (DISS). The DISS only accepts the members’ Social Security Number as the means to verify clearance information in Part III of the SAAR form. DISS does not use the DOB and EDI PIN# to locate an individual. DISS only accepts the SSN as the only means to verify clearance information. Security clearance investigations or verifications are one of the authorized uses of a person’s SSN per DODI 1000.30. DO NOT PUT THE SSN Directly on the SAAR! Logistics Type Desk personnel must submit the members’ SSN via encrypted email directly to MSC_NRFK_N0211@navy.mil. Contact Sandra.m.steinson@navy.mil, (757)443-2872 if you have any questions.
Check-off Sheet
Steps for Material Outstanding File (MOF) / Requisition File maintenance and management Take the following actions:
Maintain the Material Outstanding File (MOF)/Requisition File per NAVSUP P-485, paras 3532 and 6188.
All STK outstanding requisitions, older than 5 days, must have "valid" and current supply status.
Those requisitions without valid status need to be followed up or cancelled to de-obligate funds.
See below listing of invalid statuses.
Check requisition status in One Touch. Although aged requisition is three fiscal years old or older, One Touch may indicate material is actually still outstanding – in which case, aggressively follow up by phone with last known requisition holder, e.g., PMO, DLA, NAVSUP, or GSA. See below Requisition Validation Contact Information.
Purge the Material Outstanding File (MOF)/Requisition Listing of all over-age shipment status.
Validate all outstanding DTO and STOCK requisitions. Research and clear requisitions with over-aged shipping (AS or BA) status. Consider shipment status over-age when material has not been received within 60 days in the continental U.S. (CONUS) or 90 days while deployed. In many cases, over-age shipment status results from material being received onboard without the receipt documents being processed. Thoroughly research the overage shipment, including contact with the customer/ordering department, before initiating follow-up action.
STOCK REQUISITIONS:
• Double check the “Completed” Requisition File for hard copy receipts associated with outstanding requisition. If you find hard copy receipt, complete requisition and post receipt in ShipCLIP. Perform physical spot check to ensure ShipCLIP stock on-hand and actual stock hand are in agreement.
• If receipt does not exist, perform physical spot check and review ShipCLIP on-hand quantity associated with the outstanding requisition. If actual material on-hand exceeds ShipCLIP quantity on hand, complete requisition/post receipt in ShipCLIP, using a “dummy” DoD Single Line Item Release/Receipt Document (DD Form 1348-1A).
• If actions above are negative:
- For requisition without valid supply status or shipping status, make sure follow-up action has been taken on all status documents (e.g., BF status is invalid for an active requisition;
additional research is required to obtain the correct status), otherwise, process an administrative cancellation in ShipCLIP and reorder, if still required.
- For requisition with over age shipping status, complete requisition (administrative receipt) in ShipCLIP, using a “dummy” DoD Single Line Item Release/Receipt Document (DD Form 1348-1A). Annotate the dummy receipt “Shipped not Receive" and file in Completed Requisition File. Post Loss by Inventory (LBI) in ShipCLIP to match ShipCLIP on-hand quantity and actual on-hand quantity. If an SDR is required, follow P- 485 paragraph 4268 to process Supply Discrepancy Reports (SDR). If the receipt shortage involves a DLR, prepare and process a Financial Liability Investigation of Property Loss (FLIPL), DD Form 200, for the loss in accordance with P-485, para 5034.
- If you receive material after posting an administrative receipt or administrative cancellation, process the receipt in ShipCLIP for the associated requisition.
DTO REQUISITIONS:
• Generate two ShipCLIP “Overdue Order Listing” for each shipboard department – one for Supply Representative conducting the Internal MOV and one for respective shipboard departmental representative for screening to make sure the customer still requires the material.
• Check “Completed” Requisition File for hard copy receipt associated with the outstanding requisition. If you find hard copy receipt, complete requisition and post receipt in ShipCLIP.
• Compare the annotated MOV listing from customer/ordering department against the MOF to validate the status of requisitions. The MOV listing should be annotated with: (a) V - Valid, C - Cancel or R - Received.
- For requisitions marked as R –Received. Complete requisition/post receipt in ShipCLIP, using a “dummy” DoD Single Line Item Release/Receipt Document (DD Form 1348- 1A). Have the respective Department Supply representative print their name and sign the dummy receipt before filing.
- For requisitions marked as C – Cancel. If valid supply status or shipping status does not exist, submit cancellation request (AC1) in ShipCLIP and to the last known holder of requisition. Monitor “BQ” status cancellation in ShipCLIP.
- For requisitions marked as V – Valid but without valid supply or shipping status, make sure follow-up action has been taken on all status documents (e.g., BF status is invalid for an active requisition; additional research is required to obtain the correct status), otherwise, process an administrative cancellation in ShipCLIP and reorder, if still required.
• For requisition with over age shipping status, complete requisition/post receipt in ShipCLIP, using a “dummy” DoD Single Line Item Release/Receipt Document (DD Form 1348-1A).
Annotate the dummy receipt “Shipped not Receive" and have the respective customer/ordering department print their name and sign the dummy receipt before filing.
• For GFM requisitions, reach out to N44 Type Desk for status update and to ensure they are valid. Post updated status, receipt, or cancellation in ShipCLIP.
• For GCPC related requisitions, reach out to N48 Supply Chain Management for status update and to ensure they are valid. Post updated status, receipt, or cancellation in ShipCLIP.

Preface
To obtain access to eRMS 2.0 and for instructions on how to log into the system, please refer to the
QRG_A_01 System Access and QRG_A_03 ATAC eRMS 2.0 Basics.
For instructions on how to process CLF ship generated or end-use DLR’s, please refer to Carcass
Turn-in processing QRG_B_01 through QRG_B_06 BER/BR and Activity Disposal Turn-in. Note, in eRMS 2.0 only one login is required to process both DLR movements from the ship as well as other ship transshipments; these are combined in shipment processing.
One of the advantages of eRMS 2.0 is that it provides the CLF Supply Officer with the ability to see what Depot Level Repairables (DLRs) have been manifested to them by customer ships. These incoming shipments will be displayed on the dashboard in the Due In > Not Shipped or Due In > In
Transit process categories.
Purpose
The CLF receipt processing function is used to receive retrograde from other afloat activities and prepare them for transshipment to Advanced Traceability and Control (ATAC) sites ashore.

All Logistics System SAARs and Addendums for One Touch should continue to be submitted by the CONMAR to the MSC N44 Logistics Type Desk using the DoD Safe website. (https://safe.apps.mil/).
LOGISTICS SYSTEM SAAR-N PROCESSING REMINDERS
ENSURE YOU HAVE A PRIMARY SAAR ON FILE WITH MSC N6: We continue to see logistics system SAARs (One Touch, eRMS, NLL, PRIME) come back rejected from MSC N6 because the member did not have a Primary computer user SAAR on file. All MSC employees are required to have a Primary SAAR on-file with MSC N6. The Primary SAAR is what gives you access to the NMCI Network and computers and is needed prior to getting access to secondary systems such as One Touch Support or Electronic Retrograde Management System (eRMS). Please check with your N6 department and ensure you have an approved Primary SAAR on-file prior to submitting a Logistics System SAAR.
For questions or additional information about Primary SAARs, please review the MSC SAAR Portal using this link:
(https://msc.navy.deps.mil/Intranet/CICO/SitePages/SAARProcessing.aspx) or email the SAAR team at:
comsc_nrfk_saar_rqst@navy.mil
DoD SAFE REMINDER: Please remember to use the DoD SAFE to upload and transmit logistics system SAARs for review and approval. Civilian and Contracted Mariner supply personnel must submit logistics program System Authorization Access Request Navy (SAAR-N) forms via the DoD SAFE Website. This includes the following four logistics systems: One Touch Support (OTS), Electronic Retrograde Management System (eRMS), Priority Requisition Information Management Enterprise (PRIME) and the Naval Logistics Library (NLL). After uploading forms to the DoD Safe, CIVMARs should send the link for accessing the files to kevin.a.crosby@navy.mil. CONMARs must submit the DoD Safe link to their respective Logistics Type Desk POC for processing. Please do not email these logistics program SAAR-N forms. Find the DoD SAFE website at: https://safe.apps.mil/
IA TRAINING NOTE: All Log system SAARs must include the Information Assurance Awareness (IA) training date in block 10. The training is required each fiscal year. During FY21, all SAARs with IA training dates prior to 1 Oct 2020 will be rejected.
ONE TOUCH LOG-IN REQUIREMENT: The One Touch Support (OTS) web portal requires all users to log into their account every 30 days. After 45 days of non-activity, the account is deleted and users must fill out a new SAAR-N and Addendum to re-gain access. OTS has discontinued the Purge Exception option. OTS users that go on extended leave or TAD periods can use a personal computer with a CAC reader and log into their account to maintain access.
