Aged Outstanding Requisitions by FY

T-AKE Aged Outstanding Requisitions Analysis MOR: Majority of outstanding requisitions appear to be MOR/DTO records. Managing these records employ minimal requirements as these do not impact on hand quantities or inventories. Validate material is on hand with workcenter or ascertain if the material requirement no longer exists.

If requisition status is shipped (BA/AS_): Process admin receipt If requisition is listed on External MOV: Validate requirement and submit MOV responses as applicable EML: Address all outstanding requisitions for subsistence with Chief Steward and complete as required.

STK: Validate material is on hand at location by conducting spot inventory. Inventory adjustments may be required depending on actions or results of spot inventory.

If requisition status is shipped (BA/AS_): Process admin receipt If requisition is listed on External MOV: Validate requirement and submit MOV responses as applicable

Recommended action Items for Aged Outstanding Requisitions:

Maintain the Material Outstanding File (MOF) per NAVSUP P-485 Vol.1 REV 6, Paras 3311- 3319, para 3332-3341, and MOF check Off Sheet.

Establish a monthly scheduled review of the Material Obligation Validation (MOV) listing confirming status validity of all DTO and stock obligations. Research and clear requisitions with over-aged shipping (AS or BA) status (over 60 days CONUS, and 90 days OCONUS). Prepare a Supply Discrepancy Report (SDR) and surveys, if required.

Institute an aggressive status follow-up program through One Touch for all NSN requisitions, monitoring all shipment statuses (ESD, delayed and backordered requisitions.).

Should reorder be required, include LTDs to ensure all valid deficiencies are reordered.

Submit cancellation (AC1) for all requested material no longer required through One Touch and ShipCLIP for NSN Requisitions without valid BA and AS1 status.

Process Receipts in ShipCLIP expeditiously once requisitions are received.

Complete an administrative receipt in ShipCLIP using a dummy receipt DOD Single Line Item Release/Receipt Document DD Form 1348-1A, for all aged requisitions (FY18 and below) per MOF check off sheet.

NET EFFECTIVENESS

This report serves as a notification of Net Effectiveness. If there is a PM-directed OPTAR funding limits issue, request an OPTAR augment from your PM. Re-order SRI shortages when funding permits.

The MSC goal for Net Effectiveness is 85%.

MSC GOAL: 85%

MSC GOAL: 85%

Recommended action items for Net Effectiveness:

Order items with on-hand deficiency provided funding permits. Mission Criticality Codes 3 & 4 should be priority.

Conduct aggressive Stock Material Outstanding File (MOF) maintenance and validation.

Ensure ship is submitting COSAL Feedback Reports (CFBRs) and Allowance Change Requests (ACR) on material as identified in COSAL/Equipment validation in collaboration with Logistic Type Desk (LTD).

Validate NIS demands and submit ACR to increase allowance quantity if on hand material does not support ship's consumption rate to meet material condition readiness.

Process receipts and issues in ShipCLIP expeditiously.

Conduct inventory and location audit program as required in MSC N41 QMS Audit Procedure N4.41-7520-1-Q-WP.

Recommend the proper use of ERC code of “R” on any allowance item with JCN against APL to ensure proper use of fund code and capture of all valid demand data prior to requisitioning.

The MSC Net Effectiveness goal is 85%.
