SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
CHANGES MADE BY A0005
The responses to the questions presented below constitute an amendment to this solicitation:
1. Q&A 2 (Amend 003) / L-7(B)(2)(a) / C-3.8 / C-3.7 / Question & Answer 2 (Amend 0003) appears to imply the government’s intent is that the resume requirements of L-7(B)(2)(a) are less restrictive(“only required”) than the requirements of C-3.8. However the answer stating we must meet the requirements of L-7(B)(2)(a) are actually more restrictive because it appears the alternative personal qualifications provided in C-3.7 are excluded. Please confirm that it is the government’s intent to limit the qualifications for key positions in the bid beyond what is required by the statement of work.
A: The Government’s intent is not to limit the qualifications beyond what is required by Section C. Section L-7(B)(2)(a) has been updated for clarity.
Additionally, an key shoreside position of Assistant Property Control Manager was incorrectly listed at Section C-3.8.7. This position has been removed and the section has been marked as Reserved.
2. Offeror notes a conflict between the solicitation and the “Total Evaluated Price” tab provided in Attachment L. The solicitation requires that the final 6 month extension be included in the costing and evaluated pricing, but the Attachment L provided and required for submission does not include a place for the this entry on the “Total Evaluated Price” tab. Should it be included in the 4th option or will you revise this costing sheet. The 6 month option could be manually added to the Total Evaluated Price tab in Attachment L Pricing spreadsheet, with your approval.
A: Attachment L, Tab “Total Evaluated Price” has been updated to reflect an entry for the FAR 52.217-8 Optional Period. See Attachment #1.
3. Attachment B –CBA-1 Does not include fringe contribution rates. Please update to include Aggregate Contribution Letter from American Maritime Officers.
A: Please see Attachment #2 to this Amendment, which contains an updated Attachment B CBA #1, including the Aggregate Fringe Benefit Contribution Letter.
4. The Amo Wage information included as part of Attachment B did not include all of the fringe information needed to be able to determine what the SCA is. The only benefit information provided was vacation entitlement and Money Purchase Benefit percentage. Please provide total daily benefit cost per billet so that we can certify that we are in compliance with the SCA.
A: Reference response to question #3.
5. Please provide the data to aid in developing a proposed level of small business participation (i.e. Past data regarding reimbursable costs).
A: Offerors are encouraged to review Section L requirements and submit their small business participation information accordingly.

C-1.1.1.1. Directives The contractor shall comply with the MSC Standard Operating Manual (SOM), COMSCINST 3121.9 (series), Standard Operating Manual (SOM) and directives as listed in Attachment X. In cases where the SOM and this Contract conflict, the contractor shall notify the COR, and the Operational Commander immediately.
C-1.1.2. Operational Control (OPCON) Operational control is the authority to perform functions of command over subordinate forces involving organizing and employing commands and forces, assigning tasks, designating objectives and giving authoritative direction necessary to accomplish the mission.
Operational control of the ships covered under this contract is normally exercised by a designated operational which may or may not be the cognizant MSC Area Command. The contractor shall comply with Operational Commander and MSC Area Commander’s direction. If there is a conflict between the Operational Commander and the MSC Area Commander, then the contractor shall follow the direction of the Operational Commander. If compliance with the diretion of the Operational Commander will result in expenses that exceed available funding obligated to the contract, then the Contractor shall immediately follow the procedures outlined in section B-1.17 of the contract.
Contractor shall comply with all anti-terrorism/force protection (AT/FP) and other security requirements for the ships while at sea and in port that the Operational Commander requires MSC ships follow. If a situation arises which prevents the operator from complying with mission tasking, then contractor shall immediately notify the Operational Commander and provide an information copy to COMSC and the cognizant MSC Area Commander.
The Operational Commander or Area Commander will obtain clearances to call at foreign ports for each ship. Each operational mission will be the subject of a classified Operational Order (OPORD) or Sailing Order (SAILORD) that specifies exactly how the mission will be accomplished. The contractor shall comply with all direction and instructions in OPORDs. The Master is authorized to make minor deviations from sailing orders to meet mission requirements, provided the Master immediately notifies all commands within the operational chain of command of the deviation.
The contractor shall immediately report any delay of any ship and/or diversions from operations to the Operational Commander.
C-1.1.2.1. Tactical Control (TACON) TACON is a sub-element of OPCON. It includes the detailed and local direction and control of ship movements necessary to accomplish operational missions. It is normally delegated to the cognizant MSC Area Commander or office by the Operational Commander.
The command exercising TACON will issue sail orders IAW the established ship schedules. The contractor shall comply with all sail orders. However, the Master is authorized to make minor deviations from sailing orders to meet mission requirements, provided the Master immediately notifies all commands within the operational chain of command of the deviation.
C-1.1.2.2. Administrative Control (ADCON) Administrative control of the ship will be exercised by the Program Management Office, Military Sealift Command Headquarters (MSC HQ).
C-1.1.3. Area of Operations The contractor shall plan to operate the ships worldwide and have the ability to do so during the entire period of performance. At time of solicitation, ships are operating in the areas identified in C-1.1.3.a.
C-1.1.3.a. Vessel Operating Areas The Government anticipates that five T-AGOS and one T-AGM vessel will operate the Northern and Western Pacific and one T-AGM will operate in the Gulf Of Arabia, Indian Ocean, and Western Pacific. The government does not provide any guarantee the ships will continue to operate in these areas during the contract’s period of performance. Contract price shall not be increased or decreased to account for cost changes due to a change in ship(s) operational locations.
Concept of Operations:
At commencement of Contract performance and throughout the performance period of this contract, the government anticipates the ship(s) will be operated as indicated in C-1.1.3.b. However, the Government may direct ships to be placed into a Full Operating Status (FOS), Reduced Operating Status (ROS), Repair Availability Status (RAV) at any time and offerors shall account for this risk in their pricing. Contract’s firm fixed price shall not be increased or decreased to account for cost changes due to a change in a ship’s operating status.
C-1.1.3.b. Operating Tempo (OPTEMPO) Normal OPTEMPO for each ship is described below. All ships are anticipated to be in Full Operating Status for the duration of this contract. However, due to the nature of the ships’ missions, these schedules are subject to short-notice changes that can hav
