PARAGRAPH / SECTION NO: 2.1 Enclosures: List of Valves to Replace TITLE: Steam Valves Replacement Engine and Fire Room
Paragraph 7.2.1 states, “Disconnect and remove the Valves listed in 2.1”.
Contractor notes that there are no other references identified within the specification that includes the following listed specific information regarding the type of valves to be replaced.
Info being required: Size, Type, Material – Carbon steel, bronze, Flanged, Navy flange, Union end, Silver brazed, socket weld, etc. # 100, #150, #250, #400 ETC.
Example.
6” 250# Gate valve, bronze body, Monel trim, Navy flanged, hand wheel operated IAW 803-2177917
QUESTION: Can the Customer provide in an Errata the revised Enclosure 2.1 List of Valves to Replace that includes the technical details to all bidder’s?

TITLE: Rudder and Stern Frame Exam (5YR)
Paragraph 7.6.1 states, “Replace all packing & seals with new material as identified in ref 2.1.1 thru 2.1.1”.
Contractor believes paragraph 7.6.1 should state “Replace all packing & seals with new material as identified in ref 2.1.1 thru 2.1.4”.
QUESTION: Can the Customer validate the Contractors above assumption and will an Errata specification will be issued to all bidder’s?

PARAGRAPH / SECTION NO:7.2, 7.4.5, 7.6.2 & 7.6.6
TITLE: Stern Tube and Bulkhead Seals Major Overhaul (5YR)
(1) GOVERNMENT FURNISHED EQUIPMENT/MATERIAL Paragraph 4.1 states, “None”
Contractor notes upon soliciting OEM Wartsila for the parts identified in paragraphs 7.4.5, 7.6.2 and 7.6.6 the response was that they have a complete seal on order for the USS Emory Land due for delivery in June.
Contractor notes that the OEM was unable to confirm the MX however the MX9 Seal they were providing was intended for this job since this specification reflects an overhaul not replacement of the MX9 shaft seal.
(2) Paragraph 7.2 states, “Contractor shall provide machining services to machine stern tube face plate. For Bidding purposes, approximately 20 man hours to death with”.
Contractor believes the phase death with was intended to state deal with and appears tobe incomplete.
QUESTION (1): Can the Customer provided clarification that the material identified in paragraphs 7.4.5, 7.6.2 and 7.6.6 are being provded by the OEM as (1 ea.) Wartsila MX9 Stern Tube Shaft Seal Kit and will be GFM and that the intent is to replace and not overhaul the Stern Tube Seal and will an Errata specification be issued revising the SOW to all bidder’s?
QUESTION (2): Can the Customer provided clarification that the the intent of paragraph 7.2 was to states “to deal with” and if so what is the Contractor suppose to be dealing with and will an Errata specification be issued revising the SOW to all bidder’s?

TITLE: Fan Room (02-41-2-Q) Vent Repair
QUESTION:
7.2.3 Contractor shall template from existing flange to fabricate and install new spool piece in way of the preheater removal.
What size is this spool piece?
7.2.4 Contractor to remove and replace Five-hundred (500) square feet of overhead lagging insulation and Two-Hundred (200) linear feet of chill water piping
What material & size is the chill water piping. How many bends/fittings penetrations should be expected.

SPECIFICATION ITEM NO.: 0021_A
PARAGRAPH / SECTION NO: 7.3 & 7.5,
TITLE: Clean Gas Free Tanks Voids and Cofferdams
Paragraph 7.3 states, “Provide a clean storage facility with a capacity of approximately 600,000 gal of fuel oil, 0 gal of JP-5 and 20,000 gal of lube oil.
Paragraph 7.5 states, “When directed by the MSCREP, return all fuel oil and lube oil to the vessel”.
Contractor notes the following, Due to strict environmental regulations in San Diego, CA, contractor repair facilities do not possess the regulatory permissions to store fuel onsite in the specified quantities identified in para 7.3. Consequently, no local fuel barge operators are available to store quantities listed within the specification.
With these environmental constraints, government vessels in San Diego use the Point Loma, CA Fuel Depot prior to entering a contractor repair facility and also following their departure from a repair facility for fuel offload and onload needs.
MSC can use Defense Logistics Agency SEA Card System as a low cost solution.
Contractor notes the following if required to propose fuel requirements in San Diego, IAW JFMM Volume VII, COMUSFLTFORCOMINST 4790.3 REV C CH-3, Paragraph 7.6.6 that states, “Fuel Off-Load Prior to an Industrial Availability. Surface force ships and aircraft carriers should enter any significant availability with a maximum fuel load of 15-20 percent unless there is an approved waiver to enter with more fuel onboard”.
600,000 gal of fuel oil is about approximately 190,266 gal above 20% of the vessels total fuel capacity based on the data provided in ENCLOSURE 2.2.1.
A San Diego contractor having to propose the additional costs to procure an out of town barge, including transit, tankermen, and storage services, adds undue cost and risk to submitting a competitive proposal, as well as, introducing schedule risk if awarded in San Diego CA.
QUESTION (1):
Due to onsite storage restrictions and prohibitive costs of out of town barges, Will MSC make fueling requirements, as outlined in the specification, for out of port San Diego bidders only and utilize the Point Loma CA. Fuel Depot?
If no, and required to propose fuel requirements in San Diego, QUESTION (2):
Will the vessel enter the contractor’s facility in accordance with the JFMM, a maximum fuel load of 15-20 percent, and will an Errata be issued revising paragraph 7.3 to reflect an approximate quantity (gallons)?
QUESTION (3):
To mitigate costs in San Diego CA, can Ship’s Force make arrangements with the government’s Point Loma CA Fuel Farm, to provide barges, hoses, and tankermen to offload/transfer and return/replenish ships fuel oil and lube oil?

SPECIFICATION ITEM NO.: 0117_A
PARAGRAPH / SECTION NO: 3.1
TITLE: NR 2 and NR 4 SSTG Condensate Pump Fnd Renewal (VR16-0055)
Paragraph 7.1.6 states “Contractor to lock-Out/Tagged-Out Motor and Pump and all associated systems prior to removal of the equipment. Remove and Repair pump and motor using Work Item 0523”.
Contractor notes Work Item 0523_A is titled “Thermowells Install (VR19-0051)” and is unrelated and has no interferface work requirements.
Contractor notes Work Item 0510_A is titled NR2 and NR 4 SSTG Condensate Pump and Motor Repair (VR16-0055) and appears to be the intended Work Item that should be identified in paragraph 7.1.6.
QUESTION: Can the Customer provide clarification as to the disparity regarding paragraph 7.1.6 and will an errata be issue correcting this specification.
