REQUEST FOR SPECIFICATION CLARIFICATION #10 (revised)
SPECIFICATION ITEM NO.: 0523
PARAGRAPH / SECTION NO: 2.1 & 7.2.1
TITLE: Thermowells Install (VR19-0051)
QUESTION:
This work item describes the requirement to install thermowells in the condenser inlet and outlet pipes.
Reference 2.1 S9516-AA-MMO-000, Ship’s Stores Refrigeration Plant is the tech manual which does not address the condenser inlet and outlet piping. The tech manual page 1-3 addresses only thermometers for the Freeze Room, Chill Room, Compressor Suction and Suction Discharge. No Piping.
Is there a drawing available that addresses the condenser inlet and outlet pipe so we can determine thermowell and thermometer sizes, material and installation location in the pipes per the specification?
ANSWER: Install the standard Navy style 'lollipop' thermometers on the SW Inlet & Overboard for each of the three (3) reefer plants. These would be installed in a dry well fitting, should be welded directly to the pipe (CUNI 5").

QUESTION: Emory Land work item 602 paragraphs 7.2 thru 7.2.4.2 calls for sand and reseal of existing Terrazzo. Enclosure 2.3 of specification calls for Terrazzo replacement in vestibule and Laundry. 3.1 References Location: Navy and MSC Berthing
Please conform locations and repair as this is conflicting.

TITLE: NSF Firemain Piping Replace
QUESTION: The pipe location for removal and reinstallation within the space is not identified. The specification states to renew 2 feet of 4” CUNI pipe using drwg ref in 2.0, which are all diagrams and do not identify location or fittings as there are no Bill Of Materials provided only Schedule of Materials, Para 7.2.2 states to reinstall the pipe using new gaskets and 316 CRES hardware, From the above statement is the contractor to assume this is a straight piece of 4” CUNI pipe that is flanged and bolted into the pipe system and will require no hot work on the vessel for removal and installation? If this is so, it can be built in the shop with only a shop hydro required?

TITLE: 02 Level Underdeck T-Beam Stiffeners Repair
QUESTION: 1.1 This item describes the renewal of 02 Level Underdeck T-Beam stiffeners. 3.1 02 Level Port Side Underdeck Longitudinal and transverse T-Beam stiffeners Frame 47-80 outboard. 3.2 Quantity: Approximately 300 Linear Feet of steel plate. 7.2.1.1 Crop out deteriorated steel as marked. Steel plate and shapes are to be cropped back to sound material. For bidding purposes, approximately 300 square feet of steel plate to dealt with. 7.2.2.1 Replace steel removed in 7.2.1 with ABS Grade A or B Steel having a plate thickness equal to the original plate thickness as well as longitudinal/transverse structure as determined by MSC and ABS.
Please clarify if the GOV’T is requesting pricing for:
3.2 300 Linear feet of steel plate (Underdeck Longitudinal and transverse T-Beam stiffeners)?
7.2.1.1 Crop out deteriorated steel as marked. Steel plate and shapes 300 square feet of steel plate to dealt with.
Is this to address 300 square feet of steel plate AND 300 Linear Feet of steel Plate (Underdeck Longitudinal and transverse T-Beam stiffeners)?

2.1.3 MSC Drawing No. 191-8613455, Permanent Lead Ballast Installation, Tanks (8-50-1) and (8-50-2) This DWG on Page 2 of 11 Item 07 states the Lead is GFM 1,086,400#
4 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: None
7.2.7 Install the lead ballast containment structure, rubber and the contractor furnished 485 long tons of lead ingots in phases per the recommended procedure in Reference 2.1.3.
Please confirm if the Lead Ballast is CFM or GFM
ANSWER: Lead Ingots are CONTRACTOR FURNISHED MATERIALS as per the WI. Disregard ITEM 07 of the DWG.

L-5 INSPECTION OF VESSEL / PRE-PROPOSAL CONFERENCE states, “Inspection for the USS EMORY S LAND (AS-39) will take place at the ROK Ammo Base at Chinhae, Korea, 17-23 February 2020. Inspection is not mandatory and shall be at the offeror’s expense”.
Contractor is not able to attend the inspection of the vessel in Chinhae, Korea and notes that there is no specific interference identified in the within the SOW for the following listed (18) Work Items.
· WI’s 0103_A, 0104_A, 0105_A, 0108_A, 0111_A, 0112_A, 0114_A, 0115_A, 0120_A, 0121_A, 0125_A, 0127_A, 0128_A, 0129_A, 0130_A, 0135_A, 0139_A, 0140_A, Contractor notes square footage is given for allowable wastage for estimating, however it is unclear if the square footage all together in each work item or spread out in multiple areas?
QUESTION (1): Can the Customer provide any photographs for the above listed (18) Work Items that may assist bidders in identifying potential interferences in way of wasted steel outlined in these work items?

TITLE: Fixed Ballast Install (T-alt 14001R)
Paragraph 4 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES states “None”
Paragraph 7.2.7 states, “Install the lead ballast containment structure, rubber and the contractor furnished 485 long tons of lead ingots in phases per the recommended procedure in Reference 2.1.3”.
Contractor notes paragraph 4, there is stated to be no Government Furnished Materials. In the drawing mentioned in paragraph 2 section 2.1.3 (DWG No. 191-8613455) page 2 lists item no. 6 lead ballast as GFM.
QUESTION: Can the Customer provide clarification as to the disparities regarding if the lead ballast in fact Government Furnished per the drawing or for the contractor supplied as per 7.2.7?
ANSWER: LEAD INGOTS ARE CFM AS PER PARA 7.2.7.

PARAGRAPH / SECTION NO: 7.1.2.6
TITLE: CHT Tank Preservation (VR18 0094)
Paragraph 7.1.2.6 states, “Coat the surfaces prepared in 7.1.2.4 in accordance with 7.3 for tank interior surfaces and Work Item 903 for the tank exterior surfaces”.
Contractor notes Work Item 903 is a category “B” option item titled “Propulsion Shafting and Bearing Bore Alignment” and is unrelated and has no interface work requirements.
QUESTION: Can the Customer provide clarification as to the disparity regarding paragraph 7.1.2.6 and will an Errata specification be issue?
