REQUEST FOR SPECIFICATION CLARIFICATION #1

SPECIFICATION ITEM NO.: WI 0024 & 0025

PARAGRAPH / SECTION NO: Reference NAVSEA SI 009-72 TITLE: Security requirements

QUESTION: For the table on page 8 of 12 of NAVSEA SI 009-72, what type of asset is the USS EMORY S LAND (AS-39)?

ANSWER: The USS EMORY S LAND (AS-39) is an auxiliary ship. Therefore, the following security measures apply:

- Adjacent landside security (patrols, surveillance, pier access control) no special requirements in waterways.

- Identify restricted area waterways with buoys and signs.

- Security Zone per 3.2.4

- Use of a water barrier, numbered Fleet Commander-approved barge or other physical barrier (dependent on expected geographic and environmental conditions as determined by the SUPERVISOR) per 1.d above, or other physical barrier approved by the numbered Fleet Commander.

- In areas where the cognizant SUPERVISOR agrees the use of waterborne barrier(s) is not in the best interest of the US Navy, a dedicated waterborne security boat must patrol within 200 yards of the protected vessel equipped with a bullhorn, night vision device, spotlight, marine flares, lethal and non-lethal weapons, and a two-way communications device according to the specifications described in Addendum 1.

** Note: If the primary security measure is unavailable, then the Private Contractor Facility must ensure adequate backup security measures are in place to maintain the security posture as per the associated FPCON

TITLE: Thermowells Install

QUESTION:

Please provide the pipe size for the 6 thermowells.

What is the temperature range for the 6 thermometers?

What is the type of material of the existing piping where the thermowells are to be installed?

Are the thermowells being installed on the refrigerant side or the water side of the condensers?

ANSWER: Install the standard Navy style 'lollipop' thermometers on the SW Inlet & Overboard for each of the three (3) reefer plants. These would be installed in a dry well fitting and should be welded directly to the pipe (CUNI 5"). A couple of representative photos from other equipment is attached. The REOTEMP 0-240 Deg F model as shown should suffice for this, though Weksler or Ashcroft may be another source.

TITLE: Overboard Discharge Replace

QUESTION:

Please provide pipe size/length/type of material & quantity/type of fittings required for each overboard discharge to be replaced.

Photo's of each would help.

ANSWER: The 3 locations have the same fitting. Looks like a 4" pipe connection to the hull reduced down to a standard navy hose connection.

PARAGRAPH / SECTION NO: 7.3.1 & 7.3

TITLE: CMWD Piping Repair Nozzles Replace & Flush

QUESTION:

Reference 2.1. On NAVSEA Drawing AS39-506-4792798 Rev.A It references Drawing 810-1385828 J which probably shows the Type "G" and Type"S" spray heads. Please provide.

Need to know the pipe sizes for each type and how to disassemble each type for cleaning.

Photo's of each would help.

ANSWER: 3/4" CUNI pipe for both the S and G type nozzles. The type G 'sprinkler heads' can be threaded off from the pipe and cleaned out. Usually we will remove these and run the system without the nozzle for a period of time to flush out any obstruction. The type S 'flush deck nozzles' have a 'tee' connection upstream of the nozzle to allow access for clean out. These are a little trickier, as most of those connections are inside the skin of the ship, and inside workspaces, berthings, etc... The general design of these make it much more difficult to remove any obstruction.

TITLE: Vent Tube Replace

QUESTION:

Please provide quantity of vents to be replaced.

How many decks do the vents penetrate?

Provide pipe size/length/type of material & quantity/type of fittings required for each vent to be replaced.

Photo's would help.

ANSWER: 1.5" SCH 40 Galvanized ASTM A53 Carbon Steel. Transits through one compartment, down to 4-142-2-A. This compartment appears to have once been used for oxygen bottle storage, but right now is just a parts store room.

TITLE: L.O. Purifier Replacement

QUESTION:

Please provide missing References 2.1 and 2.2. Reference 2.1 Drawing 211-3391804 Reference 2.2 Drawing 185-3391811 Is the old unit a similar match for the new unit?

Provide photo's of the existing unit.

ANSWER: DWG are all 8391804 and 8391811.It is similar to the MAB-104, though will obviously require some piping mods, power mods, etc..

PARAGRAPH / SECTION NO: 4.1 – 7.3.2

TITLE: CMWD Piping Repair Nozzles Replace and Flush

QUESTION:

This item describes the requirement to repair piping, replace nozzles and flush.

In an attempt to estimate this item our suppliers state that the type “S” sprinkler head has been replaced with the type “SB” per NAVSEA drawing 803-1385828. Your reference NAVSEA Drawing 8381538 is no longer available.

I am trying to determine what is involved with the rebuild kit installation.

I am told that the type “S” and type “SB” are the same,, however the specification references (7.2.2) the removal of a threaded clean out cap from the bottom of all type “S” deck nozzles. The type “SB” does not have this feature.

I would like to compare the two so I can formulate a proper estimate and to do that I need the referenced NAVSEA Drawing 8381538.

ANSWER: Revised WI, removed NAVSEA DWG from the GFM List to avoid issues, We have accomplished this work during GUAM VRA and we don’t have any issues replacing with GFM listed. Attached Revised WI

TITLE: Thermowells Install (VR19-0051)____

QUESTION:

This work item describes the requirement to install thermowells in the condenser inlet and outlet pipes.

Reference 2.1 S9516-AA-MMO-000, Ship’s Stores Refrigeration Plant is the tech manual which does not address the condenser inlet and outlet piping. The tech manual page 1-3 addresses only thermometers for the Freeze Room, Chill Room, Compressor Suction and Suction Discharge. No Piping.

Is there a drawing available that addresses the condenser inlet and outlet pipe so we can determine thermowell and thermometer sizes, material and installation location in the pipes per the specification?

ANSWER: Answer still pending.

TITLE: NR 3 4 NR 6 CHT Piping Replace___________________________

QUESTION:

3.2.1 1,500 Linear Feet 90/10 CuNi, MIL-T-16420, class 200, type II, tube

3.2.2 200 (each) associated fittings and elbows

7.2.1 Note: For Bidding Purposes, approximately 1,500 Linear Feet of CUNI 90/10 of pipe to dealt with.

For bidding purposes can you provide what you see as a size breakdown of the 1,500 feet of CUNI pipe and type, size and number of fittings for the 200 CUNI fittings? The ref dwg is a schematic and does not indicate fittings or provide a bill of materials.

This would allow the bidding contractors to produce a fair and reasonable estimate based on the same information instead of each bidder providing an estimate based on best guess. This would also help in our determining the availability of the required amount of CUNI pipe and CUNI fittings.

ANSWER: Revised WI specification to add the drawing that identified bill of materials.

PARAGRAPH / SECTION NO: 2.0, 3.0 and 7.2 TITLE: Firemain Pipe Replace DWGs_________

QUESTION:

The specification directs the removal and reinstallation of CUNI and Galvanized pipe in 3.1.1 through 3.1.3 using 2.1 and 2.2 for guidance.

2.1 NAVSEA Dwg. No. 085-8390465 Damage Control Diagram and 2.2 NAVSEA Dwg. 506-8388994, Firemain System 2nd Deck & Above are only diagrams and do not show removal or reinstall locations in the system.

There are no Bill of Materials provided and Dwg. 506-8388994 only provides a schedule of materials that does not show any galvanized pipe, only 90/10 CUNI pipe.

Is there a drawing showing in which of the 3 identified location the galvanized pipe to be installed and which of the remaining two locations gets the 4” CUNI and which gets the 6” CUNI?

Does the galvanized pipe have to be hot dipped?

Is there a drawing that shows the rip out and installation so we can determine fitting requirements and any penetration requirements?

If there are no drawings can the above questions be answered?

ANSWER: Revised work item to template from existing condition. Galvanized pipe does not have be hot dipped.

REQUEST FOR SPECIFICATION CLARIFICATION #13

PARAGRAPH / SECTION NO:_ 7.31 and 7.3.2 TITLE: CMWD Piping Repair Nozzles Replace and Flush_

QUESTION:

7.3.1 Remove all type “G” spray heads from the piping group. Visually inspect and hand clean each spray head to remove debris.

7.3.2 Remove the threaded clean-out cap from the bottom of all type “S” deck nozzles. Visually inspect and hand clean each deck nozzle to remove debris.

Dwg 4792798_A is cut up and the BOM does not show and WI 0518 Enclosure 2.3.1 CMWD findings SEPTEMBER 2018 only addresses none working nozzles.

7.3.3 A. Assume 40 type “S” deck nozzles will require rebuild.

The number of nozzles for cleaning are not defined.

How many type “G” and type “C” nozzles are we removing, cleaning and inspecting?

STATES THAT GOVERNMENT WILL FURNISH 1 SET OF SUPERHEATER TUBES. CONTRACTOR WOULD LIKE TO CONFIRM, ARE 1 OR 2 SETS BEING FURNISHED. 1 SET IS REQUIRED PER BOILER.

STATES TO PROVIDE THE SERVICES OF A QUALIFIED BOILER FIELD SERVICE REP. CONTRACTOR WOULD LIKE TO CONFIRM THAT THE GOVERNMENT DOES NOT INTEND TO USE AN OEM COMBUSTION ENGINEERING REP.

Para 7.2 As per the J&A, this work requires the services of Walashek professional marine boiler service to replace the ship’s Boiler Super heater Tubes. The Boiler system is classified as critical equipment per SMS #10.6-002-01-AS.
