In performance of this Work Item, the contractor and all subcontractors, regardless of tier, shall comply with the requirements of all applicable GTR’s.

5.2 The Contractor and all subcontractors, regardless of tier, are advised to review other Work Items under this contract, to determine their effect on the work required under this Work Item.

5.3 Containment, removal, handling, storing, and disposal of any/all contaminants, blast materials, HAZMAT related materials, excess/spent paint and solvent products, that would be generated as a result of work accomplished in this work item, shall be accomplished in accordance with any/all local, state, and/or federal regulations. Contractor shall document materials and include in Item 023.

5.4 The Government Furnished Coatings Inspector shall serve as a consultant to the MSC Port Engineer. He shall verify, prior to commencement of work, that steps for surface preparation and painting are accomplished in the best interest of the Government and in accordance with requirements of the paint manufacturer and the Steel Structures Painting Council (SSPC).

5.5 Square Footage(s) provided in paragraph 3.1 are estimates only. It is the responsibility of the contractor to verify the actual quantity of surface area to be dealt with during the Bidders Survey.

6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional.

7.0 STATEMENT OF WORK REQUIRED:

7.1 Contractor to provide all staging, crane service, bucket lifts, floating platforms or barges necessary to perform work. The Scope of work will be confined to difficult high locations not normally accessible by ship’s force.

7.2 Temporarily install and maintain protective coverings on all deckhouse windows and Bridge windows and plug all overboard discharges in way of painting surfaces. Remove coverings upon completion and final acceptance. Protect Plenums for louver sandblasting.

7.2.1 Mask all normally unpainted surfaces.

7.2.2 Prior to the start of productive work, protective coverings shall be inspected and approved by the MSC Port Engineer.

7.2.3 Prior to sandblasting & water washing, all hull markings shall be marked recorded and photographed for reference.

7.3 Surface Preparation:

7.3.1 The entire areas identified in paragraph 3.1 shall be washed with fresh water using a minimum of 6000 PSIG to remove all salt water contamination and surface contamination. Upon completion of water washing Chloride testing shall be performed on sample areas per the paint Rep’s instructions.

7.3.2 Areas to be surface prepared for painting shall include:

7.3.2.1 Assume twenty-one thousand one hundred eighty-four (21,184) Square Feet of the surfaces identified by paragraph 3.1 will require surface preparation to bare metal. Surface preparation of these areas shall be mechanically prepared and feathered to an SP-11, to all areas that are currently corroded.

7.4 Surface areas where no evidence of corrosion exist;

7.4.1 Abrade vertical flat bulkhead surfaces by light sanding and treat surfaces with Prep 88 surface cleaner or substitute approved by the MSC Paint Rep.

7.5 Surface areas where corrosion exist;

7.5.1 Prepare all corroded areas IAW reference 2.1.1 thru 2.1.8 to include power tool & disk sanding. Mechanically cleaned areas are to meet ref 2.1.6 SP-11 standards.

7.6 Immediately prior to “any” coatings, the surface shall be tested for non-visual surface contaminates at a rate of no less than one (1) test per 1,000 SF of prepared area. If contamination is found, additional tests shall be made as necessary to determine the extent of contamination and to prove the success of re-mediation. The maximum allowable contamination concentrations for dry abrasive blasted surfaces shall be less than 10 ug/cm2 of chloride contaminants, less than 15 ug/cm2 of soluble ferrous ion levels and less than 20 ug/cm2 of soluble sulfate contaminates as determined by field or laboratory analysis using reliable, reproducible test equipment. Results of this testing shall be presented to the COR and his paint representative at time of inspection for coating application.

7.7 The surfaces shall be inspected and approved by the Paint Rep. and a MSC Port Engineer prior to the application of each coat of or primer or paint.

7.8 Coating Application:

7.8.1 No coating shall be applied until the Paint Rep and MSFSC Port Engineer have approved the coating curing time and surface preparation.

7.8.2 All coatings shall be applied in accordance with the manufacturer's recommendations. This includes temperature, humidity, and cure time limitations.

7.8.3 PRIMER - Apply the following primer to UHP Water jetted and power tool cleaned surfaces:

7.8.3.1.1 One (1) coat of Amercoat 240, (Red Oxide) at 5-6 mils DFT to surfaces requiring reference 2.1.2 surface preparation requirements.

7.8.3.1.2 One (1) coat of Amercoat 240, (Haze Gray) at 5-6 mils DFT to surfaces requiring reference 2.1.2 surface preparation requirements.

7.8.3.2 Stripe coats shall be applied to all weldments, crevices, corners, edges treads, pitted surfaces, and other areas not conducive to proper coverage. Stripe coats shall extend a minimum of 1" from each edge of the area being stripe coated.

7.8.3.2.1 One (1) stripe coats “using a brush” of Amercoat 240, (Red Oxide) at 5-6 mils DFT.

7.8.3.2.2 Use Amercoat T10 solvent only.

7.8.4 Topcoat – Apply one (1) full coat of Amershield, (Haze Gray) 3-4 mils DFT once all surfaces have been prepared.

7.8.4.1 Use Amercoat 65 solvent only.

7.8.5 The ventilation screen louvers that are welded to the ship shall be prepped and painted on both sides per this work item.

7.8.6 Restore all Hull markings in accordance with reference 2.1.9 and the photos taken by this work item as reference.
