text: DISCLOSURE OF INFORMATION (DEC 1991) - (a) The Contractor shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document), pertaining to any part of this contract or any program related to this contract, unless— (1) The Contracting Officer has given prior written approval; or (2) The information is otherwise in the public domain before the date of release. (b) Requests for approval shall identify the specific information to be released, the medium to be used, and the purpose for the release. The Contractor shall submit its request to the Contracting Officer at least 45 days before the proposed date for release. (c) The Contractor agrees to include a similar requirement in each subcontract under this contract. Subcontractors shall submit requests for authorization to release through the prime contractor to the Contracting Officer. (d) The applicable Security Classification Guide for this requirement is SCG 03-008.3, found on the DTIC website's Gateway link.

Block 10/11: The contractor shall be responsible for Controlled Cryptographic Instruments (CCI), such as a STE-III telephone, issued by the MSC operational or administrative Commander. The Contractor shall provide a secure space onboard the ship identified in Block 9 for use of CCI equipment and shall designate accountable personnel as specified by DODINST 5520.22 Series (National Industrial Security Program Operating Manual). The Contractor may also be issued COMSEC keying material which requires two-person integrity (TPI) be maintained onboard the ship as specified in DODINST 5520.22 Series. Any two ship's officers who hold a SECRET clearance granted by DISCO are acceptable as COMSEC keying material users. Physical safeguards for all classified material shall be provided by Contractor personnel as specified in DODINST 5220.22 Series. "The Contractor shall install, maintain, and operate COMSEC equipment for the U.S Government as well as electronically communicate classified national security-related information by COMSC protected means."

Block 13: Contractor performance requires that designated personnel employed onboard the ship have access to SECRET information regarding the operational employment and safe navigation of the ship. For operational matters, the Master, Chief Mate, and any additional officer (deck or engineering) shall have a completed National Agency Check and a SECRET clearance granted by DISCO. Only U.S. citizens have access to classified material. The Contractor shall, on a semi-annual basis, provide COMSC N15 an updated list of all crewmembers who are designated to have access to classified information. The Contractor shall ensure any classified information disclosed to its employees is not further released or made available to other employees, or any other person who does not have a comparable clearance and a "Need to Know."

The MSC Operational Commander designated for the contract will be responsible for releasing classified information to the Contractor's shipboard personnel and will provide the Master with a Security Classification Guide (SCG).

Enter your name here.: Operational Security (OPSEC). In accordance with COMSCINST 3070.1 (series), the contractor shall train crews in OPSEC awareness. The contractor shall take the below minimum precautions. The Operational Commander may direct additional precautions be taken as local conditions warrant.

Personal Security. Avoid telephone discussions or face to face conversations that can be overheard by unauthorized personnel when discussing mission related information. Avoid discussing any aspect of operations or capabilities in and out of the work place particularly in view of the growing use of social media and networking. Watch for indications that strangers have focused on an individual or have a probing interest in ship operations. Where terrorism is a threat, instruct personnel to vary routines and predictable habits and travel in groups for safety.

Physical Security. Information concerning security, firearms onboard, custodial controls, emergency destruction procedures and capabilities, and threat reaction procedures and capabilities should remain closely held. Emergency action drills to practice responding to threats should not be observed by anyone other than authorized crewmembers.

Ship Arrivals in Port. The knowledge of a ship's scheduled port calls should be restricted to those members of the contractor's staff with a need to know. Arrange travel of port captains and port engineers, and shipment of supplies, so as to limit forewarning of a ship's actual arrival.
