Questions and Answer in reference to Attachment E - Performance Work Statement
1. Question - There is a requirement for an Inert Gas System (IGS). Many small tankers do not have this feature and the products carried under this RFP do not require this. Can this requirement be deleted?
1. Answer - Below is the new wording for this requirement:
"Vessels must be in compliance with current IG requirements in SOLAS regulations."
Please see Amendment 0002 that updates this language in the PWS.
2. Question - Is the Contractor Security team required for this charter as described in Box 6 Part V(l)1?
2. Answer - No. Amendment 0002 will remove this language.
3. Question - As Box 6 is blank, please confirm that none of the attachments listed apply to this charter party.
3. Answer - 1. Please refer to Box 97 Part IX of the amended proforma under Amendment 0002 for language requiring attachments.
4. Question - Is the information in Part X(b) 9e correct? “The Government intends to award one contract under this Request for Proposals (RFP). The contract will have performance that will last for one 5.5-month period with four one-year and one 6.5-month optional periods. This acquisition is set aside for a small business concern.”
4. Answer - The document that you are referring to is incorrect. Please see amended proforma under Amendment 0002.
5. Question - Proforma page I-16 lists Attachment M – Consol Drawings will be provided upon request. Is Consol a requirement for this solicitation?
5. Answer - Please see Amendment 0002.
6. Question - Please provide Attachment H – Department of Labor and Wage Determination listed on page I-16 of the proforma. Attachment not posed on FBO.

7. Question - In Box 6, Section G. Insurance, G – 1.1. It is mentioned that :1.1.1 at least 10 calendar days to delivery of vessel, contractor shall provide the contracting officer copies of policies or cover notes evidencing that required coverage has been obtained and demonstrating that the coverage is consistent with the requirements of this section…”, However, in section M Business Proposal, the proposal letter needs to include (last bullet point): “The offeror shall provide proof of protection & indemnity war risk, hull & machinery war risk and second seaman’s war risk insurance, which is required by part IV(G) of the RFP.” Please clarify is proof of insurance needs to be provided with the offer or 10 days prior to delivery.
7. Answer - Please see Amendment 0002.
8. Question - In Box 6, last section “Amend Part V (L) 1. to read” Regarding contractor security team, this section requires contractor security for the duration of the contract on board the vessel. Please confirm this is the case, will this be a reimbursable or contractor security needs to be included in pricing for the whole duration of the contract.
8. Answer - Part V does not apply unless called out in Box 6 or 97.
9. Question - Would you allow for a 6-month extension to have the CBRD requirements completed?
9. Answer - Please see Part (vv)b that allows for installation within six (6) months after vessel delivery.
