Questions and Answers N3220519R0054
Q24: Please confirm that this contract is subject to the Trade Agreements Act due to its anticipated monetary value. Please confirm whether an offeror must include a Buy American Act Certificate with its proposal?
A24: This procurement is subject to the Trade Agreements Act. A Buy American Certificate may be applicable. MSC will add the following provisions/clauses to the solicitation (DFAR 252.225-7001, 252.225-7012, 252.2225-7021)
Q25: Exhibit A – Paints Supplies and Services Price Table (Amended)– The RFP is asking for prices (sections listed below) that would be difficult or impossible to estimate an amount based on not knowing how many times these actions could or would happen. It is listed as 1 lot. Is it the contractor’s responsibility to estimate an amount or will MSC provide an estimated amount for each of these lines or should these lines be left blank or zero dollars?
o JTR travel on line A109 of Exhibit A (6.2.1 in SOW Attachment 1) o Engineering Problem services (without travel) on line A112 of Exhibit A (6.2.4 in SOW Attachment 1) o Expedited delivery surcharge on line A178 of Exhibit A (10.3.2 in SOW Attachment 1) o Special delivery surcharge on line A179 of Exhibit A (10.3.2 in SOW Attachment 1)
A25: An estimated price has been entered on lines A109, A112, A178, and A179 of the Price Table.
Q26: What is considered the Total FFP (Firm Fixed Price) on Exhibit A Price Table? No line is indicated as the Total FFP as described on Page 19 of the RFP. In order to determine the option to extend services we would need to know which lines are totaled to determine the FFP for the 5-year ordering period. Should the FFP (Firm Fixed Price) contain the fixed amount of $6,000,000 as shown for CLIN 006?
A26: The Total Firm-Fixed Price (FFP) is the total amount for Exhibit Line Items A001-A179 for the Base Year plus the total for Four Option Years added together. The Option to Extend Services will be calculated by dividing the Total FFP amount for the five-year ordering period by
10. The five-year ordering period subtotal plus the fixed amount for the Option to Extend will give you the Total Evaluated Price not the Total Firm-Fixed Price.
Q27: Can you confirm how we are to determine the Firm Fixed Price for CLIN 0007? The instructions on page 14, Section 3 E and on Page 18, Factor 3: Price Proposal seem to indicate The Option to Extend Services will be calculated by dividing the total FFP amount for the five-year ordering period by 10. Can MSC please confirm the term FFP? Is this the total of lines 257- 265 of the Price Table Spreadsheet? Also, can MSC confirm WHICH FFPs are used to make this total? Are we to total the following items on Exhibit A, Price Table to arrive for the amount to use for CLIN 0007?

- CLINS 0001 – 0005
- Can you confirm CLIN 0006 should NOT be included in this calculation?
A27: The Total Firm-Fixed Price (FFP) is the total amount for Exhibit Line Items A001-A179 for the Base Year plus the total for Four Option Years added together will give you the Total FFP.
No, the total of lines 257-265 of the Price Table Spreadsheet is not the Total FFP. The FFP items used to calculate the Total FFP are the Exhibit Line Items A001-A179 for the Base Year plus the total for Four Option Years added together. No, to calculate the total for CLIN 007 - The Option to Extend Services will be calculated by dividing the total FFP amount for the five-year ordering period by 10. CLIN 0006 Subtotal should be included in the Total Evaluated Price not the Total
FFP.
Q28: Please confirm where Section B is as described on Page 14, Section 3 Price Proposal Lines D & E. We do not see a Section B on the RFP or on the Exhibit A, Price Table.
A28: Please disregard section B portion as stated, it will be removed. The amounts should be entered on the Price Table, Exhibit A, and on the CLIN lines of the 1449, RFP pages 4-6.
Q29: In lieu of submitting a Quality control plan would an ISO 9001 certificate be sufficient?
A29: A current ISO 9001 certificate is sufficient.
Q30: Does this solicitation required third party inspection services like coatings inspections?
If so, will they be let directly by the government or as an CLIN for the selected contractor?
A30: The Field Service Technical Representatives in the PWS will perform all coating inspections.
Q31: While we understand that the Program Manager, Technical Manager, and Logistics/Billing Manager are full-time, dedicated positions, can you please advise if the Customer Service Representative is required to be full-time dedicated to servicing the MSC contract?
A31: The customer service rep shall be full-time servicing the MSC contract.
Q32: In order to demonstrate the product descriptions being proposed by Sherwin Williams, should a completed version of Attachment A without the pricing included be added to the Technical Proposal?
A32: Please submit two attachments (one without pricing and another with costs for price evaluations).
Q33: CLIN Line 0007- Re: Page 18, 2nd to last paragraph of the RFP. It states:
“Under the Option to Extend Services (FAR 52.217-8), the period of performance shall not exceed six (6) months. The Option to Extend Services will be calculated by dividing the total FFP amount for the five-year ordering period”. Which line of the Price Table Exhibit A is considered the FFP? In other words, should the offeror calculate CLIN 0002 by 10 to arrive at the FFP for CLIN 0007? If not, can MSC please explain which CLINS should be added together to arrive the FFP that needs to be divided by 10? Can MSC verify and input the proper formula needed for line 265 Option to Extend Services?
A33: The Total Firm-Fixed Price (FFP) is the total amount for Exhibit Line Items A001-A179 for the Base Year plus the total for Four Option Years added together. No, the offeror should not calculate CLIN 0002 by 10 to arrive at the FFP for CLIN 0007. The Total Firm-Fixed Price (FFP) is the total amount for Exhibit Line Items A001-A179 for the Base Year plus the total for Four Option Years added together. Line 265 can be calculated by adding the total amount for Exhibit Line Items A001-A179 for the Base Year plus the total for Four Option Years added together and dividing the total by 10.
Q34: Due to attachments such as Product Data Sheets, Safety Data Sheets and other documents needed to support our proposal, we anticipate that our electronic submission may be quite large. Page 9, 52,.212-1 (a) 1. of the RFP states that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes. Concern here is that all the files needed for the submission may be too large for a single e-mail response.
We may need to send several e-mails in order to submit all the required files. Will MSC allow multiple e-mail responses to this proposal where each e-mail would contain a portion of the submittal files? In other words, the first e-mail may contain the Sections 1-4 and subsequent e-mails would contain the attachment documents such as the Product Data Sheets, Safety Data Sheets, etc. Otherwise it may not be possible to contain all the required documents in a single e-mail.
A34: Multiple e-mail responses will be sufficient as long as the last submittal is received on or before the closing time and date of the RFP.
Q35: Exhibit A Paint Supplies and Services Price Table: Can MSC verify the formula on line 266 Total Evaluated Price?
A35: The Total Evaluated Price is equal to the Total Firm-Fixed Price for the 5-year Ordering Period plus the $6,000,000.00 for the Option to Increase Quantity plus the Option to Extend Services (calculated by dividing the total FFP amount for the five-year ordering period by 10).
Q36: In light of the language in 41 U.S.C. 3307 requiring the government to purchase commercial items under terms and conditions that are consistent with standard commercial practice, would MSC consider allowing contractors to propose their standard commercial warranty instead of the warranty included in Attachment 8?
A36: MSC will not accept the standard commercial warranty.
