Q1. Please provide a list of approved interior and Exterior paint manufacturer, number and address
A1: The latest revision of the MSC Approved Products list (includes interior and exterior paints) is Attachment 2.
Q2. Can you check on the attachment 1 Paint PWS "Page 2" under 1.0 General, Paragraph 2? The last sentence contradicts everything prior.
Should the word "OCONUS" instead be "CONUS", for Continental United States?
"The Contractor shall provide products worldwide that comply with U.S. federal, state, and local volatile organic compound (VOC) limits and all other U.S. laws and regulations. Additionally, the Contractor shall ensure that all products comply with the federal, state, and local laws and regulations applicable to the port of delivery. Products manufactured outside of the United States that are versions or equivalents of products manufactured in the United States that are not strictly in compliance with U.S. federal, state, and local volatile organic compound (VOC) limits and all other U.S. laws and regulations may be provided in their respective OCONUS ports of delivery. These products shall be acceptable when the place of delivery is normally from the place of manufacturer. For example, if an equivalent product is manufactured in Malaysia and is normally the source for deliveries to Singapore, that is acceptable as long as it complies with paragraph 2.9 that does not allow lead, chromate, etc. However, the Contractor shall provide U.S. manufactured products to all USS vessels that are OCONUS."
A2: MSC has a few USS vessels in its inventory and the Contractor shall provide U.S manufactured paint to those vessels regardless of location.
The following statement does not apply to USS designated vessels: "Products manufactured outside of the United States that are versions or equivalents of products manufactured in the United States that are not strictly in compliance with U.S. federal, state, and local volatile organic compound (VOC) limits and all other U.S. laws and regulations may be provided in their respective OCONUS ports of delivery".
Q3: After initial review by the constituents involved at our company we are requesting a forty five (45) day extension to submit our proposal and all associated documents as required in the solicitation.
A3: A forty-five day extension cannot be granted. Proposals are due 7 February 2019 at 2:00 PM EST.
