ATTACHMENT 2: MSC PAINT APPROVAL PROCEDURES AND APPROVED

PRODUCTS

1. Purpose

To define a process for coating(s)/system approval and provide a list of approved products.

2. Background

Ships operated by the Military Sealift Command may experience operating conditions not necessarily seen by the Navy or commercial counter parts. Therefore, MSC strives to use proven commercially available products and has developed a list of products approved for use aboard

MSC vessels.

1. Paint and Coating Approval Procedures

3.1 The approval process requires meeting the requirements listed below or having the coating(s)/system on the appropriate US Navy Qualified Product List (QPL). MSC uses approved products for the following areas:

Critical Service: Surface areas that can affect a ship’s mission capability.

Antifouling

Helo Deck Non-Skid

Cargo Petroleum Tanks

Potable Water/Cargo Water Tanks

Non-Critical Service: Surface areas that do not degrade a ship’s mission capability.

Anchor

Anchor Chain

Chain Locker

Underwater Hull

Cofferdams and Voids

Pedestrian and Vehicular Non-Skid Decks

Freeboard and Topside areas

Bilges

Holds

Manned Spaces

Machinery Spaces

Ballast and Sanitary Tanks

Feedwater/Freshwater Ballast Tanks

Waste Oil and Lube Oil Service Tanks

Oily Waste Tanks

Other Miscellaneous areas

a. All coating(s) requested for approval must meet US Federal VOC compliance per “Table

2 to Subpart II of Part 63—Volatile Organic HAP (VOHAP) Limits for Marine Coatings from 40 CFR Part 63 - National Emission Standards for Hazardous Air Pollutants for

Shipbuilding and Ship Repair (Surface Coating) Operations”. The VOC limit provided by the manufacturer must be measured in grams/liter using EPA Method 24. Failure to meet these standards will result in disapproval.

b. Prohibited Substances

The following substances are not permitted in any coating(s)/systems used aboard MSC government owned ships:

1. Organo-tin

2. Coal-tar

3. Zinc Chromate

4. Lead1

c. Process for Submitting Coating(s)/Systems Approval Requests

All requests from manufacturers for coating approvals shall be directed to the

Engineering Director (N7). The address is:

3.2 Minimum Requirements for Coating(s)/System Approval

a. All requests from manufacturers for coating(s)/system approvals shall include:

1. Cover letter shall include the following:

a. Statement requesting approval for the complete coating(s)/system.

b. Identification of a point of contact within the company.

c. A brief description of the coating(s)/system (e.g. type of coating, areas of service, surface preparation, millages, top coating requirements, etc.).

d. Identification of any additional approvals i.e. MIL-SPEC, QPL, or other Federal approvals (e.g. MARAD, USCG).

2. A Product Data sheet for each of the components of the coating(s)/system.

1 “Lead free” paint is defined by the Consumer Product Safety Commission’s Ban of Lead-Containing Paint (16

CFR 1303) as containing 0.009% or less lead by weight in the dry paint film.

3. A Material Safety Data Sheet for each of the components of the coating(s)/system.

3.3 Approval for Critical and Non Critical Service

3.3.1 MSC will generally approve a coating that has a record of successful performance in commercial marine service equivalent to MSC service for which the product is to be used. For each coating to be approved, manufacturers shall submit, in addition to the data required by paragraph 3.2, at least three (3) comprehensive service records

(enclosure 1) reflecting the use of coating(s)/system. The service records must come from at least two (2) different owners.

3.3.2 Approval for critical service: in addition to the data required in paragraph 3.2 specific requirements for approval are identified in paragraph 3.4.

3.4 Product List

All ship areas requiring approved coating(s)/systems are provided in this section.

The specific requirements for obtaining MSC and/or NAVSEA approval are identified. All requests must provide documentation identified in paragraph 3.2, 3.3.1 and those stated below.

3.4.1 Anchor and Anchor Chain

The anchor and chain links (that must be colored) shall be coated with any of the paint systems listed in “Exterior” paragraph (3.4.5). The anchor chain links that do not require colors shall be painted with 3 mils/ (75 microns) DFT of the inorganic zinc coat only (see paragraph 3.4.3.b).

3.4.2 Antifouling, Underwater Hull and Propellers

a. To obtain critical service approval for an antifouling coating(s)/system the manufacturer must provide proof of Environmental Protection Agency (EPA) registration for any antifoulant (AF) approval and all existing state approvals, if required. In addition, manufacturers must meet either 1 or 2 below.

1. Naval Sea Systems Command (NAVSEA) approval to MIL-PRF-24647D

(SH). Manufacturer shall submit documentation showing approval.

2. Successful commercial service of three years on marine ocean going steel hull vessels exceeding 700 DWT. Manufacturer shall provide at least three

(3) comprehensive service records (enclosure 1) reflecting the use of coating(s)/system. The service records must come from at least two (2) different owners

b. Coating and DFT Requirements

Approvals are for an entire underwater hull system: both anticorrosive (AC) and antifouling (AF) coatings. MSC is standardizing antifouling systems to two coats of anticorrosive at 5-6 mils Dry Film Thickness (DFT) each and two coats of antifouling at 5-6 mils DFT each. Although manufacturer’s system may be used commercially at less than 5-6 mils, MSC requires its application at 5-6 mils and the manufacturer must warrant its coating(s)/system and use at that DFT.

c. High Turbulence Areas: Area on the underwater hull subject to high turbulence or abrasion, such as sea chests, rudders, Kort nozzles, etc.

d. Underwater Hull & Boottop

1. Ablative (reverse colors for boottopping): A coating that prevents fouling due to biocides contained in the coating that leach out over time. The coating matrix dissolves or ablates over time to allow biocides within the film to prevent fouling for longer periods of time than conventional antifouling coatings. It typically lasts up to five years.

2. Conventional (reverse colors for boottopping): A coating that prevents fouling due to biocides contained in the coating that leach out over time. The coating matrix does not dissolve or ablate in any way. Once the biocide leaches out of the film, it no longer has antifouling properties. It can last up to 24 months.

3. Foul Release Coating: Foul release coatings have a biocide free smooth slippery surface that minimizes the adhesion of bio-fouling. Being biocide free, fouling can attach to the coating, but the organisms tend to release from the coating once the vessel attains a certain speed.

3.4.3 Cofferdams/Voids/Chain Lockers

Cofferdams/Voids (Chain Lockers) require approval for non-critical service per paragraph 3.3.1.

a. Cofferdams/Voids/Chain Lockers: Where these spaces can be blasted to at least near white metal (SSPC SP-10), they shall be coated with any of the inorganic zinc paints listed in “Exterior” paragraph (3.4.5) at 3 mils/ (75 microns) DFT.

b. Cofferdams/Voids/Chain Lockers (Compromised Surfaces): Where it is not possible to prepare the steel surface properly (at least SSPC-SP6) for an inorganic zinc coating, then any of the systems listed below shall be applied onto a “compromised surface” if it has been mechanically cleaned, de-greased, and all loose rust and scale has been removed.

3.4.4 Decks

Decks require approval for non-critical service per paragraph 3.3.1.

a. Decks (Without Non-Skid): Systems listed in “Exterior” paragraph (3.4.5), and table below, shall be used for these decks except the polyurethane topcoat shall be replaced with 5 mils/ (125 microns) of the epoxy mid coat. The system will consist of 3 mils/(75 microns) DFT of the inorganic zinc, 5 mils/(125 microns)

DFT of the epoxy and another 5 mils/(125 microns) DFT of the epoxy. The topcoat of epoxy shall be dark gray, SAE-AMS-STD 595 color 26081. Cargo hold decks shall use the inorganic zinc coat only at 3 mils/ (75 microns) DFT.

b. Pedestrian Non-Skid: Unless otherwise noted, apply over steel primed with 3 mils/ (75 microns) DFT of inorganic zinc and 5 mils/ (125 microns) DFT of

f. Potable Water/Cargo Water: Approved coatings shall have NSF approval for potable water tanks greater than 1000 gallons.

1. To obtain critical service approval for potable water tank coating(s)/system, the paint system must meet a. and b. below and meet c. or d.

a. National Sanitation Foundation (NSF) approved with a water contact size restriction less than or equal to 1000 gallons.

b. Pass taste and odor tests as follows:

1. Flavor Threshold Test values shall not be greater than 2 when tested in accordance with Standard Method ALPHA 2160B from the Standard Methods for the Examination of Water and

Wastewater, 21st Edition, 2005 published by the American

Public Health Association, 1015 Fifteenth St., NW, Washington, DC 20036

2. Threshold Odor Test values shall not be greater than 2 when tested in accordance with Standard Method ALPHA 2150B from the Standard Methods for the Examination of Water and

Wastewater, 21st Edition, 2005.

c. Approved to MIL-PRF-23236D class 9 and listed in the QPD.

d. Show two years of successful commercial distilled water service in at least three (3) applications comparable to MSC service. This service must include exposure to 140F. distilled water.

Manufacturer shall provide at least three (3) comprehensive service records (enclosure 1) reflecting the use of coating(s)/system as a potable water tank coating.

3.5 Approval for Reformulated Products

When a manufacturer reformulates a previous MSC-approved product, the manufacturer shall submit, in addition to the data required by section 3.2, a letter explaining what has been changed and the reasons for it. MSC will determine what steps will be necessary to retain approval. Reformulated coatings must have different product numbers than the original.

3.6 Approval for Renamed Products

When a manufacturer renames a previously MSC-approved product, and the change is in name only and not formulation, then MSC will re-approve the product under its new name, provided that the manufacturer submits a written request per 3.2 and warrants that the formulation has not changed.

3.7 System/Product Approval

MSC N7 will provide written notification of new approved products to the requesting manufacturer.

3.8 Other Required Approvals

3.8.1 Interior

a. Manned Spaces: Manned Spaces such as accommodation, service spaces and control spaces shall use an approved SOLAS interior system in compliance with SOLAS

Chapter II-2 Regulation 5.3.2.4 and 6.2. In Interior spaces not requiring a SOLAS approved system, a water-based fire retardant coating in compliance with MIL-PRF-

24596 may be used.

b. Machinery Spaces: Except for bilges and decks, gloss alkyds shall be used for interior markings and fire retardant chlorinated alkyds in compliance with DOD-E-

24607A or water-based fire retardant coatings in compliance with MIL-PRF-24596 shall be used for bulkheads and overheads.

3.8.2 Exterior

a. Helo Deck Non-Skid: This critical service application must be approved per QPL

MIL-PRF-24667C with Type I, Composition G rollable epoxy non-skid.

3.8.3 Miscellaneous

The following miscellaneous applications require approval for non-critical service per paragraph 3.3.

a. Heat Resisting: Heat resisting paints shall provide a resistant coating up to 1,000˚F or must be in compliance with TT-P-28 or DOD-P-24555.

Assuming that the coatings were properly applied in accordance with the manufacturer’s application instructions, then poor performance is defined as follows:

1. For tank and exterior coatings: Areas of coating which have delaminated, blistered, rusted-through, dissolved, softened, flaked, cracked, peeled, or have had any other defect within two years of application.

2. For antifouling coatings: Areas of coating which have become fouled with barnacles, shell, or worms, or which have delaminated, blistered, flaked, cracked, peeled, or have had any other defect within two years of application.

b. Manufacturers are advised that approvals are subject to revocation should MSC determine that the coating is not performing satisfactorily or no longer complies with federal regulations.

6 DEFINITIONS

6.1 Lead Free: Defined by the Consumer Product Safety Commission’s Ban of Lead-

Containing Paint (16 CFR 1303) as containing 0.009% or less lead by weight in the dry paint film.

6.2 Foul Release Coating: Foul release coatings have a biocide free smooth slippery surface that minimizes the adhesion of bio-fouling. Being biocide free, fouling can attach to the coating, but the organisms tend to release from the coating once the vessel attains a certain speed.

6.3 Ablative (reverse colors for boottopping): A coating that prevents fouling due to biocides contained in the coating that leach out over time. The coating matrix dissolves or ablates over time to allow biocides within the film to prevent fouling for longer periods of time than conventional antifouling coatings. It typically lasts up to five years.

6.4 Underwater Hull and Boottop Conventional (reverse colors for boottopping): A coating that prevents fouling due to biocides contained in the coating that leach out over time. The coating matrix does not dissolve or ablate in any way. Once the biocide leaches out of the film, it no longer has antifouling properties. It can last up to 24 months.
