1.0 ABSTRACT:
1.1 This item describes the surface preparation and painting of the ship’s underwater hull from the keel to the top of the boot topping.

3.0 ITEM LOCATION/DESCRIPTION:
3.1 Location/Quantity:
3.1.1 Ship's underwater hull and boot topping, from the keel to the 9,900 mm ABL, including bilge keels, shaft tubes, rudder and rudder horn and sea chests.

5.0 NOTES:
5.1 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs.
5.2 The contractor and all subcontractors regardless of tier are advised to review the other work items under this contract to determine their effect on the work required under this work item.
5.3 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.
5.4 THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.
5.5 Grit blasting is specified due to the lack of adequate existing surface profile. No alternative surface preparation will be accepted. Bids should reflect all containment, staging and cover up necessary for grit blasting and airless spray application of the coating.
5.6 Government furnished solvents are for viscosity control only, not equipment clean up.
6.0 QUALITY ASSURANCE REQUIREMENTS:
6.1 The government furnished paint manufacturer’s representative will provide quality assurance for the Government. This is above and beyond those QA requirements already imposed on the contractor.
7.0 STATEMENT OF WORK REQUIRED:
7.1 Tag-Out all required systems and equipment. Drain and dispose of any liquid in accordance with all federal, state, and local regulations.
7.2 Within 24 hours of docking, wash the entire hull, from the keel to six inches (6") above the light load line with fresh water.
7.2.1 Water pressure shall be enough pressure to remove all marine growth (slime, grass, tubeworms, barnacles, and etcetera), peeling, blistered and flaking paint and salts.
7.2.2 Area includes but is not limited to; sea chests, strainer plates, thruster tunnel, bilge keels, and rudder.
7.3 Provide man lifts (cherry picker/JLG), any required safety gear and operator for use by MSCREP and contractor's QA inspector when inspecting hull surface preparations and coatings.
7.4 CHECKPOINT: Immediately following the completion of fresh water washing of the vessels underwater hull surfaces, conduct a hull coatings survey to identify specific areas to be blasted and coated with the following personnel in attendance:
7.4.1 The following personnel should be in attendance:
a. Paint Manufacturer’s Representative.
b. Contractor’s paint representative.
c. Port Engineer.
d. Ship’s Master or his designate.
7.5 CHECKPOINT: Securely mask and protect all of the following with material approved by the MSCREP of sufficient density to prevent entry of dirt, debris and grit blasting materials into the interior of the ship during grit blasting.
7.5.1 Impressed current reference cells and anodes
7.5.2 Zinc anodes
7.5.3 Transducers
7.5.4 Propeller shafts and shaft seals
7.5.5 All other openings in hull
7.6 Remove all sea chest strainer plates.
7.7 Inspect protective coverings no less than the start of each workday.
7.8 Prior to blasting, the deep and light load lines and other hull markings shall be marked, recorded and photographed for reference. Submit report.
7.9 Weld bead in and outline all draft marks and other hull markings as required to restore worn or missing weld marks.
7.10 Accomplish the requirements of Surface Preparation Standard SSPC-SP1, Solvent Cleaning, to remove all dirt, oil, grease, soluble salts or other organic matter.
7.10.1 Biodegradable cleaners or other eco-friendly methods/agents shall be used to the greatest extent possible.
7.10.2 CHECKPOINT: Upon completion of all cleaning, chloride testing shall be performed at random locations.
a. The maximum allowable contamination concentrations shall be less than 10 µg/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable, reproducible test equipment.
b. If contamination is found, additional cleaning shall be conducted and additional tests shall be made until the concentration meets the requirements of 7.10.2a.
7.11 Accomplish blasting in accordance with Surface Preparation Standard, SSPC-SP10/NACE 2 to the area identified in paragraph 7.4.
7.11.1 Contactor is to assume 30% of the total surface area identified in paragraph 3.1.1 will be blasted to SSPC-SP10/NACE 2.
7.11.2 Taper all edges 1” to 2” at the substrate.
7.12 CHECKPOINT: Immediately prior to coating the surface shall be re-tested for non-visual surface contaminates at random locations to ensure that the surfaces have not been re-contaminated.
7.12.1 The maximum allowable contamination concentrations shall be less than 10 µg/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable, reproducible test equipment.
7.12.2 If contamination is found, additional tests shall be made to determine the extent of contamination and to prove the success of remediation.
7.12.3 Results of this testing shall be presented to the MSCREP at time of inspection for coating application.
7.13 Upon completion of exterior surface preparation and after approval by the MSCREP, apply the coating systems described below, under the direct supervision of the paint manufacturer's representative and in accordance with reference 2.2.
7.14 CHECKPOINT: Prior to applying any coat, the previous coat shall be proven properly cured and ready for follow on coating.
7.15 In high turbulence areas brought to bare metal, apply Amerlock 400FK (terracotta)to a dry film thickness (DFT) of 10-12 mils
7.16 In high turbulence areas brought to bare metal, follow the Amerlock 400FK coat with Amercoat 240(Red Oxide) of 5-6 mils
7.17 High turbulence areas are defined below:
7.17.1 Sea chest interiors and 12” around perimeter
7.17.2 Propeller turbulence area
7.17.3 Propulsion shaft tubes and struts
7.17.4 Rudders and rudder horns
7.17.5 Bow Thruster Tunnel
7.18 In other areas brought to bare metal, apply Amercoat 240(Red Oxide) of 5-6 mils
7.19 For 100% of the total surface area identified in paragraph 3.1.1, apply two coats of ablative antifouling (ABC-3) of 5-6 mils.
7.19.1 First coat shall be black.
7.19.2 Second coat shall be red.
7.20 Boot topping shall be straight and neatly cut in.
7.21 All boot topping coats shall be black.
7.22 All hull markings are identified by reference 2.1.
7.22.1 Restore hull markings using Amercoat 5450 (white) of 3-4 mils.
7.23 Remove protections put in place with paragraph 7.5 upon completion of all coatings.
7.24 CHECKPOINT: Upon completion of hull coating, and before reinstallation of strainer plates, all sea chests and overboard discharges shall be inspected by the Port Engineer for cleanliness and removal of plugs.
7.24.1 Upon completion, reinstall all strainer plates using new Monel bolting and lock wire.
8.0 GENERAL REQUIREMENTS: None additional.
