Q&A #5
1. Given the answer to question #9 provided in Q&A #4:
9. Section 1.9/1.8 These sections state that Wages and Fringes will be negotiated for RAV an
ROS and yet Attachment O has a Form C for both ROS and RAV. Should the RAV and ROS
Form C’s be ignored or will you remove them from Attachment O?
A: The Government Requires this input for price estimation and comparison. The actual amounts would be negotiated when required. Attachment O should be completed in its entirety.
Bidders would be encouraged to underestimate the ROS and RAV pricing in order to lower the total evaluated price.
-Please eliminate all evaluated ROS/ RAV days in order to incentivize accurate pricing estimates.
Alternatively, please eliminate the negotiable elements and only require the fixed price elements on the pricing sheets. MSC has used both of these options in past solicitations.
A: Section C 1.8 and 1.8 were updated in Amendment N32205-18-R-3003-0006. Please see N32205-18-
R-3003-0007, Section F-4 (B).
Additionally, MSC would like to rescind part of its answer to Q&A 4, question #9: Offerors are encouraged to submit accurate pricing, not to underestimate ROS or RAV pricing.
2. Given the answer to Questions #27 provided in Q&A #4:
27. Do the existing procedures for conducting skin-to-skin operations belong to the incumbent operator or are they incorporated into MSC guidance?
A: Existing procedures for conducting skin-to-skin operations are owned by MSC.
