SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 02-Apr-2018 03:00 PM to 16-Apr-2018 03:00 PM.
The following have been modified:
DESCRIPTION OF AMENDMENT
Questions and Answers-
Q1) Upon our review of the attached solicitation, N32205-18-R-0052, we notice that on Page 7 in Section 7.3.11 there is a requirement for OPNAVINST 9420.2A. Please confirm if OPNAVINST 9420.2A is a firm requirement for this solicitation or can this requirement be removed.
A1) Yes, this is a requirement. These are the minimum requirements for MSC as set forth by OPNAV. In addition to this requirement is also the MSC Navigation Policy which is more stringent. Both requirements must be met. You should only be concerned about the sections in the OPNAVINST that pertain to MSC. The below link relates to OPNAVINST.
https://doni.documentservices.dla.mil/Directives/09000%20General%20Ship%20Design%20and%20Support
/09-400%20Command%20and%20Surveillance%20Systems%20Support/9420.2A.pdf
Q2) 9420.2A requires ECDIS to be Navy ECDIS compliant, yet in para 5.h., it requires MSC ships only to have an
IMO compliant ECDIS compliant with Civil Shipping standards, and para 5.i. exempts expeditionary vessels from the Navy ECDIS performance standards altogether with the exception of displaying and processing particular charting products. So – please clarify that although the solicitation requires compliance with OPNAV 9420.2A, that the subparagraphs 5.h. and 5.i. apply specifically to this solicitation.
A2) The ECDIS must meet OPNAVINST 9420.2.A. We are MSC, these are ECDIS systems for MSC which means that when it meets OPNAVINST 9420.2.A it is meeting the MSC requirements spelled out in that instruction. I do not want to clarify only 5h & 5i. but also 5e and 7h. Overall, the only clarification I would make would be must meet OPNAVINST 9420.2A "as it pertains to MSC".

COMSCINST 3530.1A MSC NAVIGATION POLICY WILL BE ATTACHED TO THE SOLICITATION
ON FEDBIZOPPS.
MSC ECDIS FAMILIARIZATION CHECKLIST WILL BE ATTACHED TO THE SOLICITATION ON
FEDBIZOPPS.
3Q) Is there a company size limitation of 1,250 for this RFP as per the referenced NAICS 334511 in Box 10 on page 1?
3A) The system automatically generates the size, and this requirement is for full and open competition so do not worry about the size standard.

4Q) Section 6.3 of Procurement Specification references “Technical manuals shall be developed in accordance with MSC requirements.” Please email us the MSC requirements.
4A) Ok the best answer we can find for developing a tech manual is to provide the guidance in this tech library.
Please see the below attachments:
1) Change Instruction Sheet
2) 1-Tech Manual Instructions
3) In Process Review Form_NAVSEA_4160_10
4) Validation Sheet_NAVSEA_4160_3
5) Certification Sheet_NAVSEA_4160_08
5Q) Section 8 of Procurement Specification – Please provide the planned schedule and quantity of the deliverables list by planned deliverable year for CLINs 1 through 6.
5A) This is all dependent upon when the ships will need and receive their equipment.
6Q) Delivery Information – Please provide the planned delivery address for all equipment.
6A) MSC WAREHOUSE RECEIVING
1968 GILBERT ST. (NAVAL BASE BLDG W143 Doorway 10)

7Q) Page 24 1st Paragraph references “four (4) sample tasks shall not exceed 40 pages”. What are the 4 sample tasks?
7A) Statement will be removed from solicitation. There are no 4 sample tasks.
8Q) Page 25, Volume III Section 1 – The Attachment 1 pricing spreadsheet is not included in the solicitation.
Please provide the Attachment 1 Pricing Sheet.
8A) Pricing should be at CLIN level for a KTR response. All shipping charges shall be included in unit price.
Statement removed regarding Attachment 1 pricing sheet.
9Q) In citing 9420.2A, does MSC intend to acquire an ECDIS which meets NATO STANAG 4564 (WECDIS) and other Navy ECDIS requirements as set forth by ONAV N2/N6E, or does MSC intend to follow 9420.2A’s, Section 5.h, and acquire a commercial ECDIS that is both IMO compliant for civil shipping and meets the minimum performance standards for display of VPF charts and data from NGA?
9A) MSC will not be acquiring NavyECDIS or WECDIS. The commercial ECDIS must meet all requirements as defined in the procurement specification which includes but is not limited to: meeting the requirements in 9420.2A as it pertains to MSC, be IMO compliant, meet all of the MSC Navigation Policy requirements, and ECDIS must be capable of reading and displaying products from National Geospatial Intelligence Agency in both ENC and DNC format. ECDIS must be capable of applying corrections/updates to both commercial ENCs and DNC's produced by NGA in both electronic and manual format.
10Q) Page 7, Section 7.3.10 – Please email us a copy of the Memo: Military Sealift Command Updated Electronic Chart display and Information System (ECDIS) Functional Requirements, DTD 15 JULY 2016.
10A) The memo is now superseded by COMSCINST 3530.1A MSC NAVIGATION POLICY which is attached on Fedbizopps.
11Q) Please provide the shipping address of the MSC Tech Library for the shipment of the CD’s.
11A) MSC Technical Library, 9276 3 rd
Ave Bldg LP-26 Bay 2, Norfolk VA 23511
12Q) Page 14 item No. 0001 is to provide pricing for a total quantity of 495 ECDIS Nodes. Of the total quantity of
495, how many ECDIS Nodes are to be Deck, Bulkhead BHD and how many are to be Desktop mounted as outlined in paragraph 3.1.17?
12A) Qty’s Are not definite yet. Assume approx. 2/3 will be deck and 1/3 desk. Very few if any will be BHD mounted.
13Q) Question one of a two-part question: Request clarification on PS2 requirements for S-Band 10CM and X Band
3CM Radar Systems. The PS2 - Human Machine Interface (HMI) technology is outdate and has been replaced by the Universe Serial Support (USB) HMI technology. Please advise if the USB technology is an acceptable replacement for the PS2 input. Question two of the two-part question: Request clarification on the 10 USB port requirements, the USB ports are designed to support the radar system HMI, software, firmware updates and data extractions. Please advise if six (6) USB ports will be acceptable as six (6) USB ports is more than sufficient to connect the approved equipment. Additional USB ports above the six (6) ports would unnecessarily increase cyber security risks by allowing unapproved devices to be connected to the system.
13A) Question 1: It is acceptable; Question 2: 6 will be acceptable.
14Q) Does “Operational Instructions” require explaining the ship’s Watchstanders use of ECDIS and Radar to safely navigate the ship, including collision avoidance? Or is “Operational Instructions” limited to the technical operation of the ECDIS and Radar equipment?
14A) It is limited to the Operational Instructions. The explanation for Watchstanders would be included on the training CD.
15Q) Will the spare parts noted in paragraph 5.2 follow the same MIL-STD-2073, (Packing and Marking Guide For
DoD) as stated in paragraph 5.1?
15A) Yes
16Q) Please advise if the TPOC contact address is the same address as listed on page 23 under section
SUBMISSION PACKAGE:
16A) Military Sealift Command
Attn: Timothy Lewis
471 East C Street Building SP-64
Naval Station Norfolk, VA 23511-2419
*PLEASE SEND EVERYTHING TO TIMOTHY LEWIS
17Q) Is there a specific MSC guide or is the ABS guide “The Development of Procedures and Technical Manuals,” to be utilized as the reference for manual development?
17A) SEE ATTACHMENT “THE DEVELOPMENT OF PROCEDURES AND TECHNICAL MANUALS”
This is just a reference in accordance with General Requirements Item No. 015.
18Q) Request FOB destination address for delivery of equipment and spares
18A) Question answered in previous amendments.
19Q) Request clarification that “array magnets” is meant to say “array magnetrons.”
19A) Yes
20Q) Per 52.216-22 INDEFINITE QUANTITY. (OCT 1995) page 66, the quantities listed in the MINIMUM AND
MAXIMUM CLIN 0001 thru 0006 are estimated. Delivery information on page 17 has CLIN 0001 thru 0006 listed with Period of Performances (PoP) of 18 May 2018 to 17 May 2023. Question one of a three-part question: Request clarification of the quantities to be proposed within each year of the PoP per CLIN 0001 – 0006. Question two of the three-part question: Is it the Government’s intention to use current year pricing data provided in response to this solicitation requirement for the purpose of the proposal only? Question three of the three-part question: When the
Government issues Task Orders under the IDIQ clause, will the Offeror be provided the opportunity throughout the
PoP to capture escalation pricing?
20A) Total quantities need to be delivered in 5 years and quantities will be established at delivery order level
(question 1). It is the government’s intention for contractor to provide a unit price that will be applicable for a 5-year period for which delivery orders will be processed as required (question 2). The contractor shall to offer a price for each Clin that will be a fixed price for the next 5 years (question 3).
21Q) Based on CLINs 0001 - 0006 in the MINIMUM AND MAXIMUM QUANTITIES, (Page 14 - 16) being allocated with the respective system quantity pricing only.
21A) Same answer as 20A. Also:
MINIMUM AND MAXIMUM QUANTITIES
As referred to Paragraph (b) of the “Indefinite Quantity” clause of this Contract, the Contract minimum and maximum quantities are as follows:
(a) MINIMUM: The Government will issue task or delivery orders for the supplies or services specified in the contract, for no less than the amount of $3,500.00 for the entire period of performance.
(b) MAXIMUM: The maximum quantity that can be ordered during the ordering period for this IDIQ contract for this requirement will be determined at award.
22Q) Request clarification on where the pricing data is to be captured to support the following requirements to include questions 15 – 20.
22A) Your pricing data should be established in the unit price. We are not providing additional Clins.
23Q) Request CLIN identification to capture pricing data to support the development and delivery of Paragraph 4 -
Technical Documentation.
23A) Price data should be established in unit prices. We are not providing additional Clins.
24Q) Request CLIN identification to capture pricing data to support the procurement and labor to support MIL
SPEC packaging material in support of Paragraph 5 Spare parts sub paragraph 5.1 and 5.2.
24A) Price data should be established in unit prices. We are not providing additional Clins.
25Q) Request CLIN identification to capture pricing data to support the development and delivery of required deliverables within Paragraph 6.2.
25A) Price data should be established in unit prices. We are not providing additional Clins.
26Q) Request CLIN identification to capture pricing data to support the development and delivery of required deliverables within Paragraph 6.4 Development and delivery of required deliverables.
26A) Price data should be established in unit prices. We are not providing additional Clins.
27Q) Request CLIN identification to capture pricing data to support the development and delivery of required deliverables within Paragraph 8 Development and delivery of POA&M.
27A) Price data should be established in unit prices. We are not providing additional Clins.
28Q) Request CLIN identification to capture pricing data to support the development and delivery of required deliverables within Paragraph 8 – Tasks and Deliverables Table, Items 1 thru 8.
28A) Price data should be established in unit prices. We are not providing additional Clins.
29Q) In addition to the required references within N32205-18-R-0052 in paragraph 2 References and paragraph 3
Salient Characteristics, is the intention that the ECDIS and RADAR systems also be complaint to Annex 30, IMO
Resolution MSC.252 (83), Adoption of Revised Performance Standards for Integrated Navigation Systems (INS) to ensure systems procured are in compliance with latest safety, integration and redundancy standards?
29A) Yes
30Q) Is the Table of Contents, dividers, pages marked intentionally blank for ease of reading included or excluded from the 120-page count?
30A) Yes, included.
31Q) Under the table on this page, the RFP is numbered (1), (2), (4). Is this a typographical error or is there an additional requirement for (3)?
31A) It was a typographical error.
32Q) How many past performance citations are required?
32A) Up to 3. Please see Amendment 0003 for complete details.
33Q) Please provide the Past Performance Questionnaire to be used for contracts not included in CPARS, PPIRS, FAPIIS or ESRS.
33A) Past Performance Questionnaire is attached and will be posted to FBO.
34Q) Pt. 3.1.12 For ECDIS wind and depth inputs, what are the formats of the inputs and/or what are source devices for this data?
34A) The devices vary from ship to ship. Assume NMEA inputs.
35Q) Pt. 3.1.13 What is the full output required from ECDIS to VDR?
35A) The ECDIS output to the VDR shall be compliant with the IMO VDR requirements.
36Q) Please clarify meaning and content of “BHD”. There is no glossary to clarify this in the specification
BHD=Bulkhead
36A) BHD=Bulkhead 37Q) Please confirm MSC understands that under IMO MSC.192(79), bandwidth requirements for S-band radar objectively mean that a 9-foot antenna array for S-Band is not repeat not IMO compliant, therefore a 12-foot array shall be the technical and pricing standard.
37A) Ok.
38Q) Pt. 3.2.3 again Please confirm if vendors are to propose both TR aloft and TR down versions of these radars. If no, which version is preferred? Presumably TR aloft (i.e. “2-piece radar”).
38A) Quote only option that you want to be evaluated by the government.
39Q) Pt. 3.2.3 again and 3.3.3 Is it indeed MSC requirement and intent to have TR heaters installed on all radars? It is our experience that heaters are almost never required for actual operation. The fitting of a gearbox/turning unit heating unit unquestionably increases cost, generally increases installation complexity and adds another point of failure and maintenance. Shall prospective offerors quote the TR heater as a requirement or do we have the latitude to quote as an option?
39A) Please quote TR Heater as a requirement.
40Q) Please confirm/clarify the term” console” in this context. Is this an operator position/station or a console as defined by specific fitting & furnishings in the shipboard environment? Is 3.2.8 the definition of a “console”?
40A) Yes 3.2.8 is the definition of the console.
41Q) Pts. 3.2.7 and 3.3.8, display resolution. Language indicated (our highlight) is “Monitor & Display Unit shall have 1280x 1024 resolution, 5:4 ratio or (1920 x 1200 for widescreen 16:10 ratio), 32 bit color at 60Hz.” Shall prospective offerors understand that only one resolution or the other shall be required, or is this “or” really an
“and/or” to accommodate the possibility of displays of varying resolution in the future?
41A) Really an “and/or”.
42Q) Pt. 3.3.3 The set of equipment for the X-band 3CM radar does not appear to include an antenna array nor is any horizontal beamwidth specification provided. Can MSC clarify intentions for this point or shall prospective contractors simply propose an acceptable and compliant solution(s)?
42A) Prospective contractors shall provide an IMO compliant solution.
43Q) Pt. 3.3.3 again Please define “dual channel radar” as this is the only occurrence of this language in the specification and does not appear to be defined in the rest of the specification.
43A) Capability of combining two radar signals from two separate antenna arrays and displaying a 360-degree picture.
44Q) Pt. 3.2.5 and 3.3.5 Please define “vigilance alarm”. Is this IMO BNWAS Bridge Navigation Watch Alarm
System, or other?
44A) This is used to monitor operator’s activity and alertness.
45Q) Pt. 8 Please define “POA&M”. There is no glossary to clarify this in the specification
45A) Plan of Actions and Milestones
46Q) Pt.8, Line 8 in the table. Please confirm deliverables upon contract award. It seems that these are: 61 each
ECDIS nodes, 31 each X-Band radars and 16 each S-band radars. Is this correct and is it the case that the
Government desires 100% delivery of all goods within 60 days of award?
46A) Plan on delivering 3-4 ship sets worth of equipment at minimum within 61 days. Yes, the total is correct.
47Q) CLIN/Line Item 0002 “ECDIS Mimic Screen”. The description of this item appears to have been eliminated from the specification. Please clarify this line item.
47A) A repeater.
48Q) Regarding “Volume II – Past Performance”, shall prospective contractors be required to submit references in a standard format or shall MSC find PP data solely via the means indicated in the solicitation?
48A) Past Performance Questionnaire is now attached.
49Q) Regarding “Volume 3” Pt. 1.1 – pricing spreadsheet. There seems to be no pricing spreadsheet attachment to the solicitation. Shall MSC provide this or shall prospective offerors use the CLIN matrix on pages 14 to 16 as the summary pricing format? Or, are all “options” to be priced as indicated with options 1 through 59 on pages 8 through 13?
49A) A spreadsheet attachment will not be provided. Please make sure your proposal reflects the Clin Matrix on pages 14-16.
50Q) Citation page 28 (our highlight) “Price will not be an adjectivally scored factor in the evaluation of proposals and the importance of price does not bear a direct relationship to the importance of the non-price factors.” Is this a typographical error?
50A) Not an error. The Government will award to the lowest priced responsible offeror who submit a proposal that is deemed technically acceptable with acceptable past performance. If offeror is lowest price technically acceptable, then that contractor will be awarded the contract. This is not tradeoff.
51Q) All delivery and inspection terms are indicated as “Destination”, presuming that freight charges for delivery under INCOTERMS will be included in any proposal. Please specify “Destination” for the purposes of the contract.
51A) Provided in previous amendments to solicitation.
52Q) Extension of bid deadline and timing of responses to questions submitted to date: Can prospective offerors reliably expect there will be a bid submission deadline extension? We have asked a number of questions that have gone unanswered and virtually all answers to prior questions and those posed below will materially affect our ability and the ability of other bidders of our equipment to finalize bills of materials for a quotation.
52A) Extension will be provided in Amendment 0003
53Q) Bid package Past Performance evaluation: Is MSC specifying a format for past performance data, or is it entirely the responsibility of the offeror to produce past performance evaluations in ad hoc format?
53A) Offerors are requested to provide information on up to three (3) Government contracts whose effort is/was recent and relevant to the effort required by this solicitation.
A. “Recent” is defined as a contract in-progress for at least a full year or completed within the last three
(3) years. If the offeror has not had three (3) Government contracts within the last three (3) years, information on recent and relevant subcontracts and/or commercial contracts may be submitted.
B. “Relevant” is defined as a contract that is of similar scope, magnitude, and complexity to the requirements as set forth in this solicitation.
i. Scope: Experience in the areas defined in the Procurement Specification.
ii. Magnitude: The measure of the similarity of the volume, dollar value and/or duration of the work actually performed under the Offeror’s submitted contracts to the Procurement Specification.
iii. Complexity: The measure of the similarity of technical difficulty, managerial intricacy and/or required coordination of efforts and disciplines performed by the Offeror in its submitted contracts to the
Procurement Specification. For complexity, not only will the tasks performed by the Offeror be considered, but also the Offeror’s ability to coordinate tasks (e.g., concurrent performance requirements).
A Past Performance Data Sheet is requested to be submitted for each contract to be considered as past performance. Offerors shall provide a detailed explanation demonstrating the similarity of the contracts to the requirements of this solicitation; a detailed description of the work performed for the contract; and the role performed, including whether the Offeror acted as a prime contractor or a subcontractor. Offerors are responsible for the accuracy of all data provided. Past performance information regarding predecessor companies, key personnel who have relevant experience and subcontractors that will perform major or critical aspects of the requirement may be provided as past performance submissions. Please see Amendment
0003 for complete details.
54Q) Regarding 3.1.17, 3.2.8 and 3.3.9, mounting options: note that given the phrasing of these points, for example from 3.1.17 “Stand (deck, BHD or desktop)”, suggests that the CLIN must be offered in a standard configuration
(one of either deck, BHD or desktop) with CLIN options for other mounting types. Can MSC offer any clarity on this point? Note prior question on how to understand what comprises “BHD” mounting.
54A) BHD=Bulkhead. Assume some ECDIS displays might sit on desks, some in a manufacturer standalone deck stand/console, some in a shipcontrol console and some mounted directly to a bulkhead. At this time, it is not known how many of all will be required. For the base option there will be 45 systems in a manufacturer standalone deck stand/console and 15 mounted on a desk and (1) one spare.
55Q) Regarding Spare Parts, Pt. 5.2: This item is internally contradictory. Citation is: “Quotes shall include OEM recommended spare parts to support 2 years of operation for each ECDIS node and Radar unit provided under the
Base and Option orders below. Each ship set of spares shall contain at a minimum; one screen, one keyboard, one mouse/track ball, one power supply, RADAR array magnets and one hard drive for the ECDIS and each RADAR.”
The second sentence in this citation seems to contradict the first, as this indicates that MSC is specifying the contents of the spares package. Our recommended spares kit is dramatically different (significantly less volume of goods and thus significantly less expensive) than what MSC appears to be calling for. How shall prospective offerors understand this requirement?
55A) Understand this requirement to include your recommended spare kit in combination with what MSC requires for a minimum for a set of spares.
56Q) Is there a required form to submit with the information for the Past Performance Data which would include the past contract information, contacts, date of completion, value of contract, etc.?
56A) Please see Past Performance Questionnaire Attachment. Please see Amendment 0003 for complete details.
57Q) Paragraph 3.3.13 of the solicitation emphasizes the timely and strategic nature of MSC’s mission and highlights the need for a worldwide support network. What is the timeliness requirement for warranty support?
Does the timeliness requirement vary with location (e.g. 24-hour response for Norfolk, Virginia; 72-hour response for Apra, Guam)?
57A) It will vary by location. There is no set time frame because it all depends on the location and the availabilities of the contractor. When warranty support is needed communications between the government and contractor will be established and a proper timeframe will be agreed upon by both the contractor and government.
58Q) There is no CLIN for non-recurring costs. Is it MSC’s intention that these should be included with the recurring items CLINs?
59A) Please include cost into your unit price for each Clin.
60Q) Quantities from the base contract and all options do not match the quantities listed in the CLIN table. Will the required POA&M be based upon the CLIN numbers or on the base and options totals?
60A) Please focus your attention on the quantity amounts in the Clin table. Each option period in the procurement specification is just letting you know what is required for each ECDIS, what is required for each
Radar, and what is required for spare parts. Depending on the way your ECDIS, Radars, and Spare Parts
Kits are designed each may comprise of more parts, but the information that is listed for each option is the minimum that is required.
61Q) Can we assume a steady production and delivery rate across the entire Period of Performance, e.g. 495 ECDIS consoles in 60 months = 8-9 ECDIS consoles delivered every month?
61A) It depends. It will depend on operational schedules and funding. Details will be provided with each delivery order.
62Q) Basis for Award is lowest priced responsible offeror with a proposal that is deemed lowest price technically acceptable with acceptable past performance. Since award is based upon lowest price, it is essential each offeror develop their pricing based on a common set of assumptions. Given that answers to the questions submitted in the open Q&A period will further clarify the bidding assumptions will MSC grant an extension to the proposal submission deadline?
62A) Solicitation will be extended to April 16, 2018 3:00pm local time Norfolk, VA.
