The MSC Tech Library is here to assist with the processes required to create or make changes/revisions to a Tech Manual and register the document with the NAVY Systems, if required.
Tech Manual S0300-AX-GYD-010 Production/Development Methods and Examples for Hull, Mechanical and Electrical Equipment Systems is used as a reference guide to Create or make Changes/Revisions to Tech Manuals.
The appropriate documents should be included into the final manual. Items can be obtained by requesting them through the MSC Tech Library.

New Tech Manuals (TMIN/NSN Required) Where a TMIN (Tech Manual Identification Number) and a NSN (National Stock Number) are required by the customer, we assist with submitting Request for TMIN and NSN to TDMIS (Technical Data Management Information System). The engineer/government representative will need to fill out a New- Change Tech Manual number form and submit the form to the MSC Tech Library so we can begin the process of obtaining the TMIN or new NSN number. The TMIN and/or NSN number will be given to the requestor. The TMIN and NSN need to be placed on the Manual, as well as, the standard pages that go in the front and rear of every MSC/NAVY Technical Manual. TMIN and NSN are required if you want to be able to order more copies of the manual through the Naval Logistics Library (NLL). If this equipment will be installed on other vessels, it helps to register the manuals with the TDMIS and NLL so it can be re-used.
Modification of existing Tech Manuals (TMIN/NSN Required) Where an existing NAVY/MSC Tech Manual (Has TMIN/NSN) needs to be modified, we assist the engineer with the final process of obtaining the new NSN number. If a manual has changed less than 25%, then an update to the manual should be processed as a "CHANGE" and more than 25% the update should be processed as a Revision. A "Change" package for a manual normally includes only the changed pages of the manual and instructions to the user on how to insert/replace these changed pages into the previous revision/change of the manual. Make sure that Change “A” (what the change pages are) is stated on the bottom right hand corner of all the change pages.

The "Revision" package normally includes the entire new manual with the standard front and rear pages.
TMIN associated with a manual does not change for a "CHANGE" or a "REVISION" but the NSN changes. Similar to the process outlined above for “New Tech Manuals” the Engineer\ government representative will need contact the MSC Tech Library so that we can put in a request for a new NSN.
This NSN will need to be placed on the final document.
New or Updated Commercial Technical Manuals (TMIN/NSN NOT Required) If the customer accepts a Commercial Technical Manual, then all the MSC Tech Library needs is a copy of the manual and permission to save it into our technical library for the purpose of operating, maintaining, and repairing the MSC vessels.
Delivery of final product to the MSC Tech Library Once the Tech Manual is complete please submit an electronic copy to the Tech Library. The electronic copy should be as follows
1. File Name: Tech Manual Number_Revision_Change (T9516-BQ-MMC-010_0_0)
2. The electronic copy should have Chapter Bookmarks and be Text Searchable.
