QUESTIONS AND ANSWERS (30-38)
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
30. Amendment 2, page 2, Volume I Technical Proposals of the subject solicitation states “The technical proposal is limited to forty-five (45) text pages double-spaced pages 12 point type-one page equals one side of a sheet of paper. Any resumes and appendices submitted as part of the technical proposal will be excluded from the page count.” This is a major deviation from recent
MSC solicitation. The requirement to use double-spaces pages effectively reduces the technical proposal to 22.5 pages. Additionally, margins and the use of graphics and oversized pages
(11”X17”) are not addressed. Suggest MSC require/allow the following: (not included as the length of the suggestion is over a page long).
ANSWER: The submittal requirements will not be changed. Please refer to the solicitation requirements for what will be accepted.
31. Does the government intend to issue a modified Past Performance Questionnaire form with the date changed to reflect the latest solicitation amendment due date of 30 November 2016?
ANSWER: No, the government will not issue a modified Past Performance Questionnaire. When sending the document to be filled out, please inform the recipient of the revised due date.
32. On review of Amendment 2, we have discovered a conflict regarding past performances. Does the RFP say “3 past performances in the last 5 years,” or “5 past performances in the last 3 years”?
ANSWER: The solicitation states “Offerors shall provide information on three previous
Government contracts whose effort was current and relevant to the effort required by this solicitation. Current is defined as a contract (or subcontract) in-progress or completed within the last five years.” The Government requires submittal of 3 past performances that are current
(current or within the last 5 years).
33. As there is no subcontractor pricing details in the Rate Table (Attachment 2), will reference within a Cost Narrative satisfy government’s requirements for sub to be approved on contract?
ANSWER: Subcontractor pricing will fall under the prime contractor’s proposed hourly rate.
Any deviations from the contractor’s proposed hourly rate will be addressed at the task order level.
34. Due to the scope identifying multiple ship classes located in CONUS and OCONUS locations, and SCA being invoked, will a WD aggregate schedule (average rate), based on the anticipated locations where work is to be performed, satisfy contract requirements?
ANSWER: The Wage Determinations listed in the solicitation are provided for reference of minimum wage and fringe benefit requirements for the localities in which MSC anticipates having services performed. An aggregate will not be accepted. After award and upon request for proposal of individual task orders, the WDs pertaining to the localities where work will be performed will apply.
35. The solicitation does not provide guidance regarding submission of subcontractor pricing support.
a) Are any proposed subcontractors required to be priced at the contract level, or will that be addressed at the Task Order level?
b) Is there any requirement for any proposed subcontractors to provide detailed pricing data in support of the prime contractor’s overall cost proposal? If so, what method of delivery is to be utilized?
ANSWER:
a) See answer to Q#33 above.
b) Offerors’ may provide proposed subcontractor detailed pricing in support of the prime contractor’s overall cost proposal. This can be included in a separate tab in Attachment 2-Rate
Table and/or as separate documents in the price proposal.
36. The RFP states, “…offerors shall contact their past performance references and request that each reference complete Attachment 4(Past Performance Questionnaire)…” if an offeror has
CPARS available, can the contractor submit copies of the latest CPARS with our proposal in lieu of sending Past Performance Questionnaires. This would eliminate the paperwork burden on
Government clients as well as the MSC.
ANSWER: CPARS will not be accepted in lieu of the Past Performance Questionnaire.
37. Within the past performance section, the RFP requires that “offerors shall provide information on three previous Government contracts.” If an offer includes subcontractor within its offer, should the offeror include subcontractors’ past performance? If so, should subcontractor past performance be included in the three total contracts, or should the offeror include three for the prime, and three for each subcontractor, etc.?
ANSWER: Subcontractor past performance is not required.
38. Within the Evaluation of section, there is no mention of formatting requirements for offerors’ proposals. Does the Government intend to limit proposal formats to certain fonts or font sizes?
ANSWER: Submittal requirements can be found in Amendment 2 to the on FBO.gov.
