MILITARY SEALIFT COMMAND
N32205-17-R-7004
QUESTIONS AND ANSWERS (1-9)
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Is there an incumbent contractor and if so, will the Government provide the current contract number?
ANSWER: There is not an incumbent contractor for this requirement.
2. The subject solicitation is a FFP procurement. As you know, FFP contracts rely on the contractor assuming most of the risk. When a contract and the work on that contract is not well-defined, it is our experience that the best procurement strategy is a Cost Plus Fixed Fee solicitation. Will the Government please provide the rationale in making this effort a FFP effort without a well-defined statement of work as similar ship-related engineering support effort are released as CPFF?
ANSWER: The Contracting Officer has determined that this requirement will be awarded as a
Firm Fixed Price contract.
3. With the Wage Determinations (WD) provided, an Offeror is unable to determine the LOE for each state. Will the Government provide the LOE by state to allow all Offerors to accurately provide pricing?
ANSWER: The solicitation has been amended. Please refer to the amended solicitation as it may provide clarification on what is required for proposal submission.
4. Among all WDs provided, there was no WD provided for Florida. Does this effort include MSC ships in Florida?
ANSWER: This requirement includes all MSC Vessels.
5. Please provide the following:
a. Sample Task 1, Enclosure 2.2.1, HV Gauge Listing
b. Sample Task 1, Enclosure 2.2.1, Equipment Listing for Thermographic Survey
c. Sample Task 1, Enclosure 2.2.1, T-AKE 7 PLC Survey
d. Sample Task 1, Enclosure 2.2.1, T-AKE 7 UPS Survey Report
ANSWER: Sample Task 1 is only an example. No attachments to examples are necessary.
6. Has a deadline date for submitting questions been established?
ANSWER: Requests for clarification must be submitted in writing no later than 10 calendar days prior to the closing date of the solicitation.
7. How are proposals to be submitted?
ANSWER: The solicitation has been amended to include submittal information. Please refer to the amended solicitation on FBO.gov.
8. The bid documents request offerors to provide three previous government contracts relevant to the solicitation. Should we provide more than three? In the past our customers have failed to return the performance questionnaire. If we send in more past performance data we feel we have a better chance that of MSC getting three performance questionnaires returned.
ANSWER: You may provide more than three.
9. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number? If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
ANSWER: Similar work to this requirement has been performed in the past, however there is no incumbent contractor/contract.
