QUESTIONS AND ANSWERS (10-29)

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

10. Attachment 2 Rate Table Summary has all plugged numbers that sum to $1, 375,00 for each row.

Each worksheet for the five years has a formula in it that only sums the Material and ODC costs.

Will the USG update the provided Rate Table to Sum the Travel cost, too?

ANSWER: Attachment 2 Rate Table has been updated and posted to FBO.gov.

11. The RFP states, "All information relating to price data shall be included in Volume II. The price proposal shall cover all aspects of the proposed effort. Data contained in the price proposal shall be consistent with data contained in Volume 1. Inconsistencies within the proposal may result in a lower overall evaluation of the total proposal. The price data shall support the level of resources required to complete the requirements of this solicitation. Data submitted shall be evaluated for price reasonableness and realism.

The Pricing Table has plugged numbers for hours in the Labor Categories provided. How is the offeror to modify the Pricing Table to make it compliant with RFP Requirements to be consistent with the data contained in Volume 1?

ANSWER: The Rate Table allows for offerors to input their labor rates to arrive at a total labor price. The Rate Table can be modified.

12. The RFP states, "Inconsistencies within the proposal may result in a lower overall evaluation of the total proposal. The price data shall support the level of resources required to complete the requirements of this solicitation. Data submitted shall be evaluated for price reasonableness and realism. “The offerors have no way of knowing how many times each type of effort may be required within any given year. The requirements of the various RFP scenarios will vary in length and complexity. As a result of that the labor mix will change for each requirement. Can the

USG provide guidance to ensure that all offerors are pricing the same work, in the same number of times in each contract year?

ANSWER: Attachment Rate Table 2 provides the required information that each offeror is requested to quote. Please refer to the rate table and its corresponding tabs.

13. The RFP lists as Mandatory 11 different WD Geographical Area. How are the offerors directed to utilize these WD documents in the provided Rate Table?

ANSWER: The rate table is for offerors to input their labor rates to arrive at a total proposed price for this requirement. The Wage Determinations listed in the solicitation are provided for reference of minimum wage and fringe benefit requirements for the localities in which MSC anticipates having services performed.

14. The RFP requires the offeror to provide a price for resources to complete the requirements of this solicitation. If offerors are allowed to change the Rate Table by modifying hours per category and by deleting or adding labor categories is it more important to match the SOW requirements or to match the Scenarios or both?

ANSWER: Offerors proposals should address the requirements of the SOW.

15. The RFP states, “None of the services required by this contract shall be subcontracted to or performed by persons other than the contractor without the prior written consent of the

Contracting Officer." Is the USG stating that all efforts must be performed by the Prime

Contractor without written consent of the Contracting Officer?

ANSWER: No, the statement requires the contractor to obtain written consent from the

Contracting Officer prior to having a subcontractor perform work.

16. Please provide all of the following: Total Page Count Per Volume. Page Limit for Past

Performance Inputs. Font Style. Font Minimize Size. Margins. Limitations on Foldouts or

Graphics, if any. Do 11 X 17 Pages count as one or two pages. Page limit for Executive

Summary.

ANSWER: The Solicitation has been amended to include this information. Please see

Amendment 2 posted on FBO.gov.

17. Please provide instructions on number of copies for all materials.

ANSWER: Please see Amendment 2 posted on FBO.gov.

18. Please provide instructions for binding the materials

ANSWER: Please see Amendment 2 posted on FBO.gov.

19. Request an extension of two weeks after all questions are answered to allow us to include the answers in our submission.

ANSWER: An extension has been granted. The new response due date is 28 November 2016 by

1300 local time Norfolk, VA.

20. It appears that the pricing will be submitted in duplicate, once on the Rate Table and again on pages 3 through 9 of the solicitation.

ANSWER: That is correct.

21. Next to each item no. (solicitation section pricing) there is quantity, unit, and unit price. We assume that the quantity amount will come from the Rate Table, the unit will be the bidder’s rate and overhead, G&A and fee, and when multiplied by the quantity amount will equal the unit price. Please provide clarification if this understanding is incorrect.

ANSWER: The Unit is the “Unit of Measure.” Such as each, hours, lot, etc.

22. With regards to the subject solicitation, we have reviewed the PWS and believe the more appropriate Set-aside NAICS Code is 336611-Ship Building and Repair. In this regard, would the Government consider making this change?

ANSWER: The current NAICS Code of 541330 “Electrical Engineering Services” is the appropriate NAICS Code for this requirement and it will not be changed.

23. It is difficult to extrapolate the FTE man-year hours. Will the Government indicate what straight time hours were used in determining total hours?

ANSWER: These are only estimates to establish the pool of hours used to accomplish individual

Delivery Orders of each detailed requirement. The estimate was based on previous contractor’s performance during the previous Electrical IDIQ Contract.

24. Does the Government intend on awarding this as a Single Award Contract (SAC) or a Multiple

Award Contract (MAC)?

ANSWER: As stated in line 7 of the “Description” section of the solicitation posted on FBO.gov this requirement will be awarded as a Multiple Award Contract.

25. Will the resultant tasks (PO’s) under this IDIQ be awarded as FFP PO’s or a different contract type (i.e. T&M)?

ANSWER: The resultant Task Orders (TO’s) under this IDIQ will be awarded as Firm Fixed

Price.

26. Is a Management Plan required/desired?

ANSWER: Please refer to the Solicitation for what is required to submit as part of your proposal.

27. There are 11 Wage Determinations incorporated in the solicitation with a great disparity in pay rates from one location to another, at times in excess of 1100% difference between locations.

Will the Government provide an estimated level of effort by location in order to level the playing field for evaluation purposes?

ANSWER: The Wage Determinations listed in the solicitation are provided for reference of minimum wage and fringe benefit requirements for the localities in which MSC anticipates having services performed. The Government will not provide an estimated level of effort by location as there is no way to predict what work will be performed at the various locations.

28. Several of the WD’s are not the most current Revisions. Will the Government update to the current Wage Determinations?

ANSWER: The Wage Determinations will be periodically reviewed for the latest revisions. At time of evaluation and award the most current WDs will apply.

29. Attachment 2 Rate Table. Formulas in Cell F29 (Base and all option years) sums F21:F26. It should total F12:F26.

ANSWER: The rate table has been revised and is posted on FBO.gov.
