USNS YUKON (T-AO 202) – N32205-17-R-4011
REQUEST FOR SPECIFICATION CLARIFICATION #06
SPECIFICATION ITEM NO.: 103
PARAGRAPH / SECTION NO: Paragraph 7.2
TITLE: CHAIN LOCKER SUMP PRESERVATION AND STEEL REPAIRS (VR016-018)
In review of paragraph 7.2 of WI# 103, this offeror finds:
7.2.1 Crop out and replace bottom half of 8 out of 10 frames, each frame 5' x 1'
3" w/ access hole, 6.25 sq. feet each for a total of 50 sq. feet. 9/16" A-32
ABS grade steel plate. (FR 18.25, 18.5, 18.75, 19, 19.25).
7.2.2 Crop out and replace 25 sq feet of 1/2" A-32 ABS grade plate on tank boundary frame 18 at the 32'-6" level. Note: this plate extends into the forepeak 5-0-0 and the #1 Deep tank 5-18-0. This will require staging in both tanks for access.
7.2.3 Clad weld approx. 6 sq. feet of isolated pitting
Performing blasting & painting after the structural repair will result in the complete paint system application without the need to re-enter the sump to perform touch up after the structural work is completed.
QUESTION:
Please clarify the prioritization of the preservation and structural work on this work item. Is the Government’s intent to perform surface preparation and preservation of the Chain Locker Sump prior to performing the specified structural repairs, or shall the surface preparation and preservation be performed after the structural repairs are completed?
ANSWER:
1. Due to the condition of the chain locker sump it is preferred the sump be blasted and one primer coat applied to allow ABS and MSC to inspect the tank prior to any steel removal. If the contractor can clean the tank sufficient enough to have ABS and MSC inspect the tank without blasting than blasting and preservation can be conducted after steel replacement has been completed.
