QUESTIONS AND ANSWERS #1
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
Question 011:
SPECIFICATION ITEM NO.: 506
TITLE: EDG 5-YR INSPECTION, MAINTENANCE, AND TESTING
Specification calls for annual inspection and maintenance. Please clarify periodicity of inspection.
Answer:
All the steps listed in the “Every Year” tab of the Caterpillar Technical Manual (Item 506, Ref 2.1) “Maintenance Interval Schedule” section shall be considered part of this work item.
Question 012:
SPECIFICATION ITEM NO.: 841
TITLE: Fan Room Reinsulation and Repairs (VRR15-031) Work item states 700 sq. ft. of bulkhead/overhead. Is this the total for both spaces or just one, for a total of 350 sq. ft. per space? Same question for insulation, sheathing, and the 40 sq. ft. of clad weld.
Answer: All quantities stated are general estimated totals for one space.
Question 13:
SPECIFICATION ITEM NO.: 841
TITLE: Fan Room Reinsulation and Repairs (VRR15-031) Work item specifies the renewal of 100 sq. ft. of steel. Is it to be deck, baffle plate, bulkhead? What adjacent space? Thickness? Grade? Please clarify.
Answer:
Steel to be replaced could be deck, bulkhead, or hull. Grade is ABS AH 36. Deck and Hull are ¾” plate. Interior bulkhead and overhead are 9/16” plate.

Question 15:
SPECIFICATION ITEM NO.: 643
PARAGRAPH / SECTION NO: Various TITLE: Flight Deck Hatch Counterweight Reapir (VRR15-027)
1) The items states to refurbish the hatches hardware. The statement of work in paragraphs 7.1.1 and 7.4 is very open ended. Please provide part numbers that are required to be addressed in order to accomplish this item.
2) Also, the pulley wheels, if powder coated, will adversely affect the wire rope. Please advise.
3) The referenced drawing references the drawing 805-1626009 for the spring, part number 68, that is supposed to be manufactured. The drawing is not in the references.
Please provide the drawing and if possible a recommended manufacturer.
4) Please provide all the drawings referenced for the detailed assemblies such as the wire rope assembly. 805-1624071 REV D.
Answer:
1. Being that it was stated that the counterbalance system be overhauled items the scope of the work should contain, but not be limited to the following items:

2. The pulley wheels with the exception of the wire groove are required to be powder coated to prevent further deterioration.

SPECIFICATION ITEM NO.: 643
PARAGRAPH / SECTION NO: Various TITLE: Bridge Equipment Annual Service Rev - The title of the item on the pricing sheet is “RHIB Sponson Repairs (VRR16-019)”. The title on the work item is “Flight Deck Hatch Counterweight Repair”. Please clarify.
Answer:
Pricing sheet needs to be updated to match Work Item Index.
Question 18:
SPECIFICATION ITEM NO.: 202A
PARAGRAPH / SECTION NO: Various TITLE: Main Engine Fluid Flexible Connectors Replacement (5 Year) Rev - Please provide the breakdown of the hoses sizes, type, length and end fitting configurations and material or a print designating this information.
Answer:
Due to proprietary concerns further breakdown of the hoses cannot be provided. Estimates should be based on price of the OEM listed part number (M1XXXXX, ETC) provided in the work item.
Question 19:
SPECIFICATION ITEM NO.: 643
PARAGRAPH / SECTION NO: Various TITLE: RHIB Sponson Repairs (VRR16-019) PARA. 7.3 All material shall be fabricated utilizing reference 2.1 as directed guidance. No deviation allowed.
Does this include bronze bushings? (to stainless) What grade of stainless is required for job?
Please clarify the above.
Answer:
Again, the work item describes repairs to the hatch counterweight system. To the greatest extent possible, parts and fasteners originally fabricated of steel will be replaced with a comparable grade of stainless steel with the exception of the springs and bushings. Refer to NAVSEA, BUSHIPS, and TIMSA drawings for additional information.
Question 20:
SPECIFICATION ITEM NO.: 106
PARAGRAPH / SECTION NO: Various TITLE: Deck House Cleaning and Painting (Spot Blast) Rev -
1. Paragraph 7.8 is referencing a water blasting standard. Bidder assumes the owner meant to reference an abrasive blast standard SPPC SP-10. Is this correct?
2. Paragraph 7.16.1.1 Owner is directing to airless spray the entire house. Please note this will be a considerable cost to the project due to the additional containment / staging requirements for what would be considered a cosmetic coat.
Would the owner accept brushing and rolling in lieu of airless spraying?
Answer:
1. Contractor shall grit blast to SP-10 standards.
2. Contractor shall bid this specification as written. Deviations from Spec can be reviewed on a case-by-case scenario via Condition Found Report AFTER Contract Award, but it shall be noted that approval of deviation is NOT guaranteed in any way.
Question 21:
SPECIFICATION ITEM NO.: 143
PARAGRAPH / SECTION NO: Various TITLE: Tank Preservation
1. Can the owner provide square footage for all the tanks so all bidders’ area apples to apples?
2. Paragraph 7.2.2 please be aware that wiping the blasted surface with damp rags will cause surface rust.
3. Paragraph 7.2.6 Due to the high cost of Belzona 3921 can the owner declare how much of the total area might require priming?
4. Paragraph 7.2.2 (C) directs to blast 15% of each tank (8-62-2 & 8-62-0) can owner provide the surface area of these (2) tanks? Please note that the M3 given in 7.2.2 (G) is not sufficient to calculate surface area.
5. Paragraph 7.3.12 Bidder assumes this a misprint due to the fact that Amershield is an exterior coatings. Is bidder to price a full coat of Amercoat 240 after applying two (2) spot coats?
6. Paragraph 7.2.5d Specifies a minimum 50F temperature differential, Bidder believes this may be misprint and the owner meant to say 5F? Is this correct?
7. Paragraph 7.3.3D Same as 7.2.5d
8. Paragraph 7.3.6D Same as 7.2.5d
9. Paragraph 7.3.14 Recoat times seem excessive and outside the manufacturer requirements. Please clarify
Answer:
1. MSC Dwg 8390115 – SRD BOOKLET OF TANK CAPACITY TABLES - USNS MEDGAR EVERS will be provided in amendment 005 to provide the Contractor with additional information needed for proper estimations and planning.
2. Contractor shall remove all traces of dirt/contamination and solvent wipe tank, as required.
3. Area requiring priming is at the requirement of the Belzona Tech Rep.
4. See answer to 1.
5. Contractor shall bid full coat of Amercoat 240.
6. Contractor shall maintain a minimum of 5F differential between the air and substrate temperatures of the tank and the dew point, with the dew point being the lower temperature.

9. Deviations to the listed curing timeframe can only be modified at the discretion of the MSC Paint Representative.

Question 23:

Also, since it is only 30% spot blast, how should subcontractor address staging requirements as the 30% area are not identified?
Contractor shall grit blast to SP-10 standards.
Subcontractor shall assume areas requiring spot blast will be throughout, and shall plan for staging in various locations as required.

4.2 makes NO mention of the (6) 10” valves. Please advise.
Answer:
Work Item will be amended to state that the valves in question will be procured by the shipyard under Contractor Furnished Material. The valves shall be the following:

Question 33:
SPECIFICATION ITEM NO.: 302
PARAGRAPH / SECTION NO: 7.3
TITLE: High Voltage Cable Crimp Connector Inspection Section 7.3 of the subject spec states that the manufacturer's representatives are to arrive onboard with all necessary tooling, including crimping tools and dies, replacement crimp connectors, and shrink wrap to address discrepancies found during inspections. The government has a surplus of these termination kits and therefore subcontractor would like for these to be provided as GFE. This information is vital for subcontractor to provide an accurate and competitive quote. Please advise.
Answer:

TITLE: Firefighting Inspections and Testing (5-Yr) Rev - Reference 7.6.6 – Paragraph asks for concentration samples, should this be contamination samples?

NO. AFFF TANK SAMPLES WILL BE PROVIDED TO THE SHIP FOR
YEARLY OFFSHIP AFFF CONCENTRATION TESTING PERFORMED BY
AFFF SUPPLIER.

Question 37:
Item 141 Paragraph 3.1.2 gives a quantity of 13 ladders. Paragraph 7.1 requires all ladders not currently powder coated to be removed per enclosure 2.2.1 – (42 listed as not powder coated). Paragraph 7.4.1 states to powder coat all ladders. Please clarify the quantity of ladders to be dealt with.
Could you please provide drawing with dimensions of the ladders in question.
Paragraph 3.2.1 a. refers to staging to accomplish preservation of the stack fairing. Are we correct in assuming that this should not be part of this item.
Item 143 Could you please advise each tank’s surface area in which to base our quotation?
Item 334 Can you please provide the following references?
Drawing 432-8496669 Drawing 432-8496670 Drawing 185-8497160 Eaton PW9130L3000-XL UPS Users Guide Item 643 The J-2 pricing sheet description is completely different to the work item.
Item 915 This J-2 pricing sheet item appears as item 916 in the work items.
Items 106, 916 & 918 These items all specify surface preparation must be by grit blasting (paragraph 5.5). Item 106 paragraph 7.8, item 916 paragraph 7.11 and item 918 paragraph 7.13 all give the surface preparation standard as SSPC-SP12/NACE 5 which is a UHP water jetting standard. Please clarify.

1. An amendment to cancel this work item will be submitted.

Question 42:

PARAGRAPH / SECTION NO: Various TITLE: Firemain Pressure Transducer Replace Para. 7.3.7 & 7.4.7 Please provide footage for each paragraph of 3/8” 316L stainless Tubing to replace.
Answer:
1. Contractor to assume 25 ft of 3/8” 316L stainless tubing for each paragraph for a total of 50 ft.
Question 43:
SPECIFICATION ITEM NO.: 106
PARAGRAPH / SECTION NO: 5.5
TITLE: HV-SS-E Switchboard Inspection and Cleaning Rev - Paragraph 5.5 calls for grit blasting. Paragraph 7.8 and 7.8.1 call for UHP to SSPC-SP 12 with 30% of area to WJ2. Please advise.
Paragraph 7.16 calls for 100% of the deck house to be top coated. Assume we can use Devprep 88 to prepare the surface not being UHP to WJ2 ?
Do we need to provide pricing to include all access / scaffolding to complete work ?
Answer:
1. Contractor shall grit blast to SP-10 standards.
2. Devprep 88 is acceptable only if it is used in strict adherence to the OEM Instruction Guide for it and following the guidance of the MSC Paint Rep.
3. Subcontractor shall assume areas requiring spot blast will be throughout, and shall plan for staging in various locations as required.
Question 44:
SPECIFICATION ITEM NO.: 143
PARAGRAPH / SECTION NO: Various TITLE: Tank Preservation Paragraph 7.3.2a calls for spot blast – abrasive blast to SSPC-SP10 and then 7.3.2b references UHP SSPC-SP12. Please advise.
Paragraph 7.3.3d states”…a minimum of 50 F..” should this read 5 F ?
Answer:
1. Abrasive blast to SSPC-SP10 is correct.
2. Contractor shall maintain a minimum of 5F differential between the air and substrate temperatures of the tank and the dew point, with the dew point being the lower temperature.
Question 45:
SPECIFICATION ITEM NO.: 916
PARAGRAPH / SECTION NO: Various TITLE: Underwater Hull Cleaning and Painting (Spot Blast) Rev - Paragraph 5.5 requires abrasive grit blasting. Then paragraph 7.4 talks about UHP to SSPC-SP12. Paragraph 7.11.1 also talks about UHP SSPC-SP12. Please advise.

Question 46:
SPECIFICATION ITEM NO.: 918
PARAGRAPH / SECTION NO: Various TITLE: Underwater Hull Cleaning and Painting (Spot Blast) Rev - Paragraph 5.5 requires abrasive grit blasting. Then paragraph 7.10 talks about grit blasting. Paragraph 7.13 then talks about UHP to SSPC-SP12. Please advise.
